A RESOLUTION OF THE CITY OF GRAND TERRACE ,
CALIFORNIA, STRONGLY SUPPORTING AN AMEND-
MENT TO THE UNITED STATES CONSTITUTION
MAKING IT A CRIME TO DEFACE , DESECRATE ,
AND TREAT WITH GROSS DISRESPECT THE FLAG
OF THE UNITED STATES OF AMERICA
WHEREAS , from the time of the struggle of American
Colonists for independence from the British Monarchy and there-
after during the War of 1812 , the Spanish-American War , World
'War I , World War II , the Korean conflict , the Viet Nam War , and
other conflicts , Americans have died protecting the honor and
integrity of the American Flag ; and
Whereas , the Flag of the United States of America has
symbolized the freedoms and liberties we cherish so much ; and
Whereas , this Flag that we love and honor so much
personifies the spirit and vitality of the American people ;. and - _- -
Whereas , the spirit of the Bill of Rights and the
United States Constitution is not reduced or diluted by th.is
reverence of 'our . Flag , but rather is strengthened by this love of
the symbol of our struggles , freedoms , and liberties ; and
Whereas , the United States Supreme Court , by a bare
majority , and the House of Representatives , by a lack of a two-
thirds majority , have unwisely invalidated legislation , and
curtailed a needed Constitutional amendment , that would have
made it illegal to deface and shamefully desecrate our Flag ; and
Whereas , the American people do not accept the argument
that an amendment to the United States Constitution denying
' anyone the right to deface and desecrate the American Flag would
deprive-. the people the rights to freedom of speech and expres-
si-on ; -and
Whereas , common decency and basic patriotism for the
many things that have made our Country a Nation for the downtrod-
den , the homeless , the forgotten millions , and a place for
salvation for the persecuted , all of which are personified by the
Flag of the United States of America , demands that the United
States Constitution be amended by the Federal legislative bodies
and the legislators of those required States of our Union ; and
Whereas , the City Council of the City of Grand Terrace ,
while representing only a very small segment of the national
population , nevertheless represents a cross-section of the Ameri -
can people , in our love and respect for "Old Glory , " unanimously
asks that our legislators , both at the Federal and State levels ,
again. attempt to support our President ' s request for such a
Constitutional amendment.

Now , Therefore , the City Council of the City of Grand _ 1
Terrace , California , hereby formally requests that our legisla-
tors , at both the National and State levels , reconsider endors-
ing and strongly supporting an amendment to the United States
Constitution making it a crime to deface , desecrate , and treat
with gross disrespect the Flag of the United States of America .
ADOPTED this 28th day of June , 1990 .
