TITLE:Crime Prevention Committee Workshop
PRESENTED BY:Betsy Adams, City Manager
RECOMMENDATION:Provide direction on the role of the Crime Prevention
Committee.
BACKGROUND:
On June 26, 2012,the City Council considered the objectives of the Crime Prevention
Committee (Committee) which were approved by the Council on August 11, 1994. The
staff report from this meeting is included as an attachment. The Council decided to
delete the Committee’s third objective as noted in the list of Committee responsibilities
below:
1.To select from among their members a Chairperson and Vice-Chairperson;
2.To adopt rules and policies which will guide the Committee in carrying out their
responsibilities;
3.Advise City Council and City Manager on the structure and detail of Sheriff’s contract
and/or police services;
4.To promote an informed public which will support retention and expansion of effective
crime prevention programs;
5.To act as a liaison with the community services officer on crime prevention needs of
the community;
6.To make reports and recommendations to the City Council as an advisory Committee
and to keep minutes of Committee proceedings;
7.To perform such other tasks as the City Council may refer to this Committee.
The Council requested at the June 26 Council Meeting that a workshop meeting be
scheduled to further consider the role of the Crime Prevention Committee. The City
Clerk notified each Crime Prevention Committee Member of the workshop scheduled for
August 7, 2012 by letter (sample included as attachment).
A member of the Crime Prevention Committee stated during public comments at the
June 26 Council Meeting that the Committee had not been notified by the Sheriff’s
Department of the Town Hall Meeting on crime prevention on April 18, 2012. It should
be noted that the Sheriff’s Department did notify the Committee of the April 18 Town
Hall Meeting at the Committee’s meeting on April 9, 2012 and provided those in
attendance with flyers for the Town Hall Meeting. A copy of the Committee’s minutes

DISCUSSION:
Since the Crime Prevention Committee’s formation by Council action on August 16,
1979, public agency liability and staff’s responsibility to reduce an agency’s exposure to
liability has significantly increased. The status of the Crime Prevention Committee as
City volunteers (and Council appointees) with staff support provided by the Sheriff’s
Department presents some challenges in the area of liability. Programs which the
Committee did in the past such as safety fairs, bicycle safety fairs and crime busters
youth program would now fall under the liability of the City if done by the Committee as
City volunteers. If these same programs were done by Citizens on Patrol, as County
volunteers,any liability would go to the County. The same would be true for printed or
electronic materials prepared and disseminated by the Committee. Before considering
the role of the Crime Prevention Committee, the Council may wish to first determine the
answer to the following question:
Is the City willing to accept liability for City volunteers providing programs
or information in the area of crime prevention or other areas of law
enforcement?
If the answer to this question is “no” then the Crime Prevention Committee would need
to serve as an advisory committee to the Council. Programs previously done by the
Committee could be transferred to either a Sheriff’s Deputy or Sheriff’s Services
Specialist, who could be assisted by Citizens on Patrol members. As an advisory body,
the Committee could research crime prevention related issues and provide
recommendations to the Council. As an example, the Committee could evaluate
vandalism is the City’s parks and research what other communities have done to
address this issue. This model of the Committee evaluating an issue, researching
solutions, and providing formal recommendations to the Council could be used for
graffiti, traffic safety, etc. With the City’s limited fiscal and staff resources, the Council
may wish to direct the Committee to focus on providing recommendations which include
possible funding sources (e.g. grants, donations).
If the answer to the question above is “yes” then the City needs to determine the
measures necessary to mitigate potential liability. As an example, if the Committee
plans to offer youth oriented programs then staff recommends that Live Scan
fingerprinting be included as a requirement of serving on the Committee. As another
example, if the Committee plans to distribute printed or electronic materials they should
be reviewed in advance by the City Attorney and the City’s insurance pool (California
Joint Powers Insurance Authority). The liability mitigation actions mentioned in these
examples would be coordinated through City staff. Any program to be offered by the
Committee should also be approved by the Council.
The direction provided by the Council at the workshop meeting on the Crime Prevention
Committee will be incorporated into the Committee’s objectives and responsibilities and
brought forward for adoption at a future Council Meeting.

FISCAL IMPACT:
There is no fiscal impact in having a workshop meeting to consider the role of the Crime
Prevention Committee.

TITLE: Crime Prevention Committee Responsibilities

RECOMMENDATION: Review the responsibilities established for the Crime
Prevention Committee in 1994 and determine if they need to
be updated or if this Council appointed Committee is still
needed.
BACKGROUND:
The Crime Prevention Committee was formed on August 16, 1979 by Council action. In
January of 1980, the first list of duties and responsibilities for the committee were
approved by the Council. On April 14, 1988, the City Council approved a Policy Manual
for all Boards, Commissions and Committees for the City of Grand Terrace outlining
General Policy Guidelines. One of the responsibilities of the Crime Prevention
Committee is to adopt rules and policies which will guide the committee in carrying out
their responsibilities. On August 11, 1994, the Crime Prevention Committee
recommended a list of Goals and Objectives to the City Council for approval, which was
approved. The staff report is attached as Attachment A.
DISCUSSION:
The Chairman of the Committee sent a letter to the City Council on March 21, 2012,
attached as Attachment B, requesting that the Council review the responsibilities of the
Crime Prevention Committee and redefine as necessary. Staff has reviewed the list of
responsibilities as well and believes there is one item, #3 (advise the Council and City
Manage on the structure and detail of the Sheriff’s contract), which should no longer be
a responsibility of the Committee. In addition, staff would like to seek Council’s
guidance on whether there continues to be a need for a Crime Prevention Committee at
this time.
Staff has reviewed the minutes of the Crime Prevention Committee since its formation.
The Committee’s general focus has been the Neighborhood Watch Program, Personal
Safety information and programs, Community Education on Crime Prevention, Town
Hall Meetings devoted to Crime Prevention Topics, We-Tip Program, Bicycle Safety
Fairs, Crime Busters Youth Program, Safety Fair/Grand Terrace Days and other
programs associated with the youth and local businesses. The Crime Prevention
Committee was very active in the early days and worked closely with other City
Committees and the Citizens on Patrol volunteers.
Over the past several years there has been a drop in the participation on the Crime
Prevention Committee and a lack of direction. On April 18, 2012, the Sheriff's

Department held a Town Hall Meeting in the Community Room at City Hall to discuss
Crime Prevention Topics. Over 75 residents attended this meeting including one
member of the Crime Prevention Committee. It was Citizens on Patrol (COPS)
volunteers who assisted the Sheriff’s Department with getting the word out for the
meeting; several COPS volunteers also attended the meeting. The Crime Prevention
Committee described the attendance at the April 18th Community Meeting as
“discouragingly small” in the minutes for its meeting of May 14, 2012, included as
Attachment C. The Sheriff’s Department has had three additional Neighborhood Watch
meetings in various neighborhoods as a direct result of the Community Meeting with
attendance at one of the neighborhood meetings exceeding 100 residents. The Crime
Prevention Committee did not participate in these subsequent Neighborhood Watch
meetings in the neighborhoods.
The Neighborhood Watch Program seems to be the most desired crime prevention
program by residents of Grand Terrace yet it does not appear to be a priority the Crime
Prevention Committee. With the Committee’s focus in other areas, the Sheriff’s
Department liaison for the Committee has had to change from the Sheriff’s Service
Specialist with crime prevention responsibility (including Neighborhood Watch) to the
Lieutenant assigned to Grand Terrace who is better able to address a wider range of
law enforcement issues.
Staff is requesting the City Council review the list of responsibilities (goals and
objectives) as approved in 1994 for the Crime Prevention Committee and either redefine
the responsibilities or disband the Committee until there is a need to re-establish it.
Staff believes the Citizens on Patrol volunteers can provide assistance with
Neighborhood Watch, as it is needed by the Sheriff’s Department. If Council desires to
keep the Crime Prevention Committee then the Sheriff’s Department requests that it be
allowed to change the meeting time for the Committee to accommodate the Lieutenant’s
work schedule (only 25% of this position is funded by Grand Terrace) with the best time
for the meeting being at 5:00 p.m. on second or fourth Tuesday of the month.

CRIME PREVENTION COMMITTEE
PURPOSE: To coordinate all activities relating to Crime Prevention within the
City as approved by the City Council.
MEMBERSHIP/APPOINTMENTS: The Crime Prevention Committee will be guided

The Crime Prevention Committee requested that the City Council
review the list of prior adopted responsibilities and to redefine as
necessary. At their meeting of June 26, 2012, the Council agreed to
hold a workshop to discuss the responsibilities of the Crime Prevention
Committee in order to provide clear direction to the members. The
workshop has been scheduled for Tuesday, August 7, 2012, at 6:00
p.m. Each member of the Committee is invited to attend and participate
in the workshop. The City Council, Sheriff’s Department Staff and City
Staff will all be participating in the workshop.

MINUTES
April 9, 2012
The Grand Terrace Crime Prevention Committee met for the regular meeting at the upstairs
Conference Room at City Hall. Meeting was called to order at 4:01 p.m. by Chairperson, Don
Bennett.
MEMBERS PRESENT were Don Bennett. JoAnn Johnson. Pat Smith, Lew Neeb and Robert
Kaplanek.
MEMBERS ABSENT — Manuel Baltierra..
CITY STAFF/SHERIFF'S DEPT. — Captain, Steve Dorsey, Sheriff's Department..
GUESTS PRESENT — None.
INTRODUCTIONS — Not needed..
AGENDA was approved with motion by Don Bennett and second by Lew Neeb.
MINUTES for the meeting of March 12, 2012 were approved with motion by Robert Kaplanek and
second by Pat Smith.
PUBLIC COMMENT — None.
CORRESPONDENCE — Resignation of new member and Secretary, Phillip Robb was received by
City Clerk, Tracy Martinez. The Committee had no choice but to accept the resignation..
UNFINISHED BUSINESS
A. Crime Report by Captain Dorsey.
a.The Crime Report from March, obtained from crimemapping.com was
discussed. There were 143 calls for service, 61 arrests, 6 vehicle burglaries, 1
identity theft.
b.Town Meeting will be on Wednesday, April 18 in the Community Room at City
Hall. The purpose of the meeting will be to share crime prevention information and
the neighborhood watch program..
c.Neighborhood Watch Meeting will be April 11 th at 6 pm on the front lawn of
22985 Jensen Court. SSS, Sylvia Beasley will be guest speaker.
d.It is hoped that license plate readers will be available for all patrol vehicles fairly
soon.
e.Captain Dorsey will try to come up with weekly and monthly articles for the local
newspapers. He will also try to do some safety training of children.
f.City Council has voted to cut regular Sheriff's Service Specialist. However, Grand
Terrace is sharing SSS Sylvia Beasley with Loma Linda.

g. Coming up soon at City Council will be a proposal to have a Paramedic/Fire
Fighter assigned to Grand Terrace in place of a regular Fire Fighter. The proposal
could include raising approximately $50,000 for equipment and supplies for the
Paramedic position. This would be a one-time expense.
B. Crime Prevention Citizen's Awareness booklet
a.Lew Neeb had given Captain Dorsey a copy of booklet. Captain Dorsey indicated
that it would be quite expensive to have the booklet printed. Will probably opt to
have articles printed each week or month in local papers..
b.He also indicated that many flyers and brochures are available in the SSS's office
as well as at the Sheriff's Department.
c.The request to the City Council to revise the Statement of Purpose and
Responsibilities of the Crime Prevention Committee has not been acted on at this
time.
