BACKGROUND: The Planning Commission is an advisory board to the City Council e permitapplications) for the City pursuant tothe CaliforniaGovernment Code, the Municipal Code, the Zoning Code,and general procedures. The Planning Commission also serves as the Architectural Review Board and Board of Appeals on Code Enforcement, Planning, and Building and Fire issues. Planning Commissioners muststay up to date with proper current training. Traditionally, funding has been established through the budget process with the following objectives: Preparing for Planning Commission Meetings by reviewing Staff Reports Keepingthe meeting focused, allowingfor robust citizen engagement, and maintaininga welcoming, civil, and ethical process. Makinglegal, defensible decisions, establishingfindings of factand establishing the record. DISCUSSION: In prior years, the City has set aside funds for the following Planning Commission training programs: Sexual harassmentpreventiontraining Ethics training Attendance,in person or by Zoom,atthe Planning Commissioners Academy Packet Pg. 7 B.1 Enrollment in the National and Local chapters of the American Planning Association (APA) Attendance at local APA Section workshops The proposed Fiscal Year 2021-22 Planning Commissioners Training Program is consistent with the above and will be identified in the C-22 Budget. However, Staff is seeking input from the Planning Commission on the proposed Fiscal Year 2021-22 Planning Commissioners Training Program. RECOMMENDATION: The Planning Commission is therefore recommended to review, discus, and provide input to Staff regarding the proposed Fiscal Year 2021-22 Planning Commissioners Training Program.
