Beginning June 15, 2020, the City of Grand Terrace will reopen its public meetings. Therefore, the regular meeting of
the Planning Commission for June 3, 2021 is now open to the public. Please be advised that face masks are
required, social distancing will be practiced, and occupancy limits will be enforced.
Please note that Pursuant toSection 3 of Executive Order N-29-20, issued by Governor Newsom on March 17, 2020,
the regular meeting ofthe Planning Commission for June 3, 2021 will also be conducted telephonically through Zoom
COMMENTS FROMTHE PUBLIC
The public is encouraged to address the Planning Commission on any matter posted on the agenda or on any other
matter within its jurisdiction. If you wish to address the Planning Commission, you are invited to provide your name to
the City Clerk who will be compiling a list of speakers. Speakers will be called upon by the Chair at the appropriate
time and each person is allowed three (3) minutes speaking time.

Comments that you want read to the Planning Commission will be subject to the three (3) minute time limitation

Pursuant to the provisions of the Brown Act, no action may be taken on a matter unless it is listed on the agenda, or
unless certain emergency or special circumstances exist. The Planning Commission may direct staff to investigate
and/or schedule certain matters for consideration at a future Planning Commission meeting.

2030 VISION STATEMENT:
Traditionally, t

BACKGROUND:
The Planning Commission
is an advisory board to the City Council
e permitapplications) for the City pursuant tothe
CaliforniaGovernment Code, the Municipal Code, the Zoning Code,and general
procedures. The Planning Commission also serves as the Architectural Review Board
and Board of Appeals on Code Enforcement, Planning, and Building and Fire issues.
Planning Commissioners muststay up to date with proper current training.
Traditionally, funding has been established through the budget process with the
following objectives:
Preparing for Planning Commission Meetings by reviewing Staff Reports
Keepingthe meeting focused, allowingfor robust citizen engagement, and
maintaininga welcoming, civil, and ethical process.
Makinglegal, defensible decisions, establishingfindings of factand establishing
the record.
DISCUSSION:
In prior years, the City has set aside funds for the following Planning Commission
training programs:
Sexual harassmentpreventiontraining
Ethics training
Attendance,in person or by Zoom,atthe Planning Commissioners Academy

Enrollment in the National and Local chapters of the American Planning
Association (APA)
Attendance at local APA Section workshops
The proposed Fiscal Year 2021-22 Planning Commissioners Training Program is
consistent with the above and will be identified in the C-22 Budget.
However, Staff is seeking input from the Planning Commission on the proposed Fiscal
Year 2021-22 Planning Commissioners Training Program.
RECOMMENDATION:
The Planning Commission is therefore recommended to review, discus, and provide
input to Staff regarding the proposed Fiscal Year 2021-22 Planning Commissioners
Training Program.
