5.Zoning Code Amendment 17-04
Chairman Comstock opened the continued Public Hearing at 6:40 p.m.
Sandra Molina, Planning and Development Director gave the PowerPoint presentation
for this item.
Jessica Lambarena, Planning Secretary read into the record a letter received by Staff
from Ms. Becky Giroux, Grand Terrace. Ms. Giroux's health is compromised and
requested that the Planning Commission consider only allowing non-toxic organic based
material in the outdoor storage area being discussed. She has also requested that
eighteen-wheeled trucks, tractors and trailers be disallowed. Ms. Giroux also expressed
her opposition to the recommendation which would allow the City Manager to determine
interim use standards.
Chairman Comstock supports wood chips and other organic materials for agricultural
uses however is opposed to materials with a large amount of airborne particulate
matter.

Commissioner Jeffrey Allen is concerned about the many different types of organic
materials and how the Staff will be able to define all materials to be able to decide what
is and is not allowed.
Director Molina suggested Staff could bring back more specifically and, on a case-by-
case basis, which material is being proposed for outdoor storage which will allow the
Planning Commission to make the determination.
Vice-Chair Ceseña shared her concern with the possibility of fire when a composting
pile is too large.
Commissioner Edward Giroux expressed his concern with internal combustion that can
be caused by storing a large amount of material and suggested that a good water
system be placed in the area to assist with possible fires.
Brief discussion ensued regarding additional ways to prevent trucks from using Grand
Terrace Road.
Commissioner Giroux expressed concern allowing medium manufacturing in the M-2
Zone and the inability of commercial trucks to get in and out of the area, whether the
City is following guidelines liken to EPA standards regarding obnoxious smells and
requested clarification on property illumination levels for the area.
PUBLIC COMMENT
Tony Harris, Grand Terrace is opposed to the screening issue and is an unfair burden to
new tenants.
Janese Makshanoff, Grand Terrace stated if any changes are made to the area allowing
medium manufacturing, she is opposed to allowing large trucks in that area. She shared
her concerns with the frequency of fires and wind in the area.
Jeffrey McConnell, Grand Terrace clarifiedthat mulch piles smolder, not burn and
described what is needed to care for mulch piles. Mr. McConnell suggested a
vegetation wall could be another alternative for property screening. He also suggested
the area could be re-zoned to M-R or creating a floodplain designation for outdoor
storage.
Commissioner Allen believes any outdoor storage leakage that could happen in the
area is covered within the code amendment.
Director Molina explained the General Plan talks about the types of uses that would be
consistent with the designation. Any type of outdoor activity is processed with a
Conditional Use Permit and part of that process is looking at potential issues and
ultimately goes before the Planning Commission who is the approving authority.

Chairman Comstock recessed the Planning Commission meeting at 8:00 p.m.
Chairman Comstock reconvened the Planning Commission meeting at 8:05 p.m.
At 8:06 p.m., Commissioner Giroux recused himself from the dais regarding that portion
of discussion related to the M-2 andAG overlay within 500 feet of his property. He does
not recuse himself from any other discussion as it relates to the areas concerning
industrial use.

G. Harold Duffey, City Manager acknowledged expressed his appreciation with the
PlanningCommission that they are taking the time to look at the issue. There have
been cases in the past where business located with outdoors storages which created
significant issues. Their discussions will help the City deal with the highest and best use
for the outdoor facilities.
Commissioner Giroux requested Staff address the level of light, so it will not to interfere
with moving traffic.
Vice Chair Ceseña asked if the flexibility provided with interim use standard could be
applied to all outdoor uses.
Director Molina explained the reason for significantly more flexibility under Interim Uses
is because it is only interim and not intended to be permanent and did not recommend
applying interim standard to uses intended to be permanent.
Chairman Comstock closed the continued Public Hearing at 8:18 p.m.

2030 VISION STATEMENT
This item supports Our Vision: Grand Terrace is an exceptionally safe and well

fosters pride and an engaged community, encouraging families to come and remain for
generations.
BACKGROUND
Mr. and Mrs. West have submitted a RV Minor Variance request to be allowed to install
an RV gravel parking pad to park their RV trailer, in the front yard area of their property,
which they propose to access by driving over the public curb and sidewalk, and over
their front lawn. The property is located at 22760 DeBerry Street. The RV trailer
measures 27 feet long by 8.5 feet wide. The proposed parking area will measure 10 feet
by 27 feet, will be set back approximately 30 feet from the curb and will be comprised of
decorative rock.
The property is zoned Single Family Residential. The lot is a standard sized lot with
dimensions of 71.50 feet by 100 feet, and measures about 7,200 square feet. This lot
dimension and lot size is consistent with the surrounding area.
Staff recommended to the Applicants that they submit the Minor RV variance request,
60.030.D.(6)(w), so
that their request could be considered by the full Planning Commission.
DISCUSSION:
Recreational Vehicle/utility trailer parking and storage is regulated in GTMC Chapter

18.60 Off Street Parking. More particularly, Section 18.60.030.D(6) includes provisions
for RV parking and storage and Section 18.60.040 contains regulations regarding the
design of parking areas. Chapter 18.60 is attached to this agenda report.
The request, as proposed, does not conform to the Zoning Code provisions.
Section 18.60.030.D(6)(l) requires all recreational vehicles/utility trailers in the front yard
or the side yard to be parked or stored on improved surface such as concrete, asphalt,
laid brick, or other impervious material. Gravel is not an impervious surface, and so the
parking area as proposed does not comply with the GTMC.
Further, there is no way to legally access the parking area as proposed. Section
18.60.040 Design Standards regulates the design of parking facilities which include
driveways and areas used to access to parking areas.
Section 18.60.040.A incorporates the standards for parking areas contained in Table
18.60.040, and 18.60.040.B states that all parking areas shall be surfaced and
maintained with impervious surfacing to keep down dust, loose material and other
nuisances, but does allow the site and architectural review board to consider alternative
material.
Table 18.60.040 Design Standards identifies the required design of off-street parking
facilities, driveways and access aisles. The applicable provisions are parking space
dimensions, drive aisle width and driveway width. A driveway is defined in GTMC
an access way to a required off-street parking facility. A driveway shall
be paved to a minimum width of twelve feet and shall be open and unencumbered to a
adequate and usable ingress and egress to a property or u
In other words, 18.60.040.A requires that off-street parking areas comply with Table
18.60.040, and this table requires that off-street parking areas include paved driveways
and paved aisle or access ways of certain minimum dimensions. The proposed parking
area, which does not include plans to access the area by way of a paved driveway or
access aisle, does not comply with the GTMC.
The Applicants have also provided photographs of other properties in the City that have
off-street parking areas without the required driveways and access aisles, and they wish
to be allowed to do the same. Going over the curb and sidewalk is not an option that is
supported by the zoning code.
CONCLUSION/RECOMMENDATION:
The RV variance request is to be allowed to install an RV gravel parking pad to park

their RV trailer, in the front yard area of their property, and drive over the public curb
and sidewalk, and front lawn to access it.
Staff recommends that the Planning Commission deny this request, as proposed,
because the proposed parking area would not be constructed from impervious material
and there are no legal means, as proposed, of accessing the area. However, the
Planning Commission may take alternative actions, such as granting an RV variance to
install a second driveway approach and driveway leading to a paved parking pad on a
lot less than 100 feet wide and with a driveway and drive aisle less than 12 feet wide.
The Commission may also allow the drive aisle and pad to be constructed of an
alternative surface.
Should the Commission wish to consider the RV Variance request, with an alternate
design, the Commission should direct Staff, accordingly.

WHEREAS, on May 2, 2018 John and Brianna West submitted Minor Variance
Application No. 18-01 to request the installation of a gravel parking pad for
RV parking and to be accessed by driving over the public curb and sidewalk and across
the front lawn.
WHEREAS, general parking requirements and the storage and parking of
recreational vehicles is governed by Grand Terrace Municipal Code Chapter 18.60 Off
Street Parking.
WHEREAS, on May 17, 2018, the Planning Commission conducted a duly noticed
public meeting at the Grand Terrace City Council Chambers located at 22795 Barton
Road, Grand Terrace, California 92313 where it considered the Application.
WHEREAS, Chapter 18.60 does not authorize the installation of a gravel off-street
parking area that is without a paved driveway to access it.
WHEREAS, all legal prerequisites to the adoption of this Resolution have
occurred.
NOW THEREFORE, BE IT RESOLVED by the Planning Commission of the City
of Grand Terrace:
1. The Planning Commission hereby denies Minor RV Variance 18-01, as proposed,
and finds as follows:

a. The proposal is inconsistent with the Zoning Code, as follows:
i. Table 18.60.040 Design Standards requires off-street parking facilities to

ii. Section 18.60.040.D.6(s) requires the RV parking space to be
constructed of an impervious surface, and the proposed gravel surface of
