Findings of Conformance with the General Plan Pursuant to Government Code Section 65402 For the Disposition of City Property Located at 22400 Barton Road, #200 Sandra Molina, Planning and Development Services Director gave the Power Point presentation for this item. Chairman Tom Comstock asked if the City is required to go out to bid when selling its property. Director Molina stated the City is not required to go out to bid. She also provided a little history on the previous tenant's option to purchase the property, but the tenant declined to do so. Chairman Comstock wanted to be sure that other prospective buyers had the ability to purchase the property should they desired to do so. Director Molina explained that the City Manager entertain proposals to purchase city- owned properties and this particular proposal came quickly. G. Harold Duffey, City Manager stated that he listed the property with a broker and an offer was made quickly, along with a counter-offer. The purchase price is in line with the appraised value of the property and this is the direction the City wishes to take. D.INFORMATION FROM COMMISSIONERS Commissioner Jeff Allen stated that he takes his grandchildren to the various parks throughout the City. He has a surface temperature device to read the temperature on the playground equipment which has read more than 160 degrees. He asked Staff to check into whether there were any grants available for shade structures to cover the playground equipment. B.2 AGENDA REPORT MEETING DATE:July 19, 2018 TITLE:Workshop on Specific Plans PRESENTED BY:Sandra Molina, Planning & Development Services Director RECOMMENDATION:Conduct a Workshop on Specific Plans 2030 VISION STATEMENT: This staff report supports Promote Economic Development by providing development workshops to the Planning Commission to augment their experience and knowledge. BACKGROUND/DISCUSSION: The Planning and Development Services Department is processing applications for a 130-acre specific plan and associated environmental impact report. Large-scale specific plans and environmental impact reports do not regularly come before the Planning Commission; therefore, Staff is proposing a series of workshops to hearings on the specific plan and environmental impact report. th The meeting of July 19will be on specific plans presented by T&B Planning, Inc. T&B is a planning and environment consulting firm well versed on these topics. The Planning Commission will receive information regarding the legal requirements of a specific plan and the role of specific plans within the larger framework of land use and development. Subsequent workshops The next workshop will be on housing trends, density and housing products. Staff has secured Randall Jackson, Principal with Placeworks to make the presentation. Staff attended this presentation several months back and found it informing and educational. This presentation will be timely because: 1) multi-family residential projects will be coming forward to the Commission and 2) the next Housing Element planning cycle for the region is coming up and SCAG has started its forecastin allocation. Subsequent workshops will focus on CEQA and environmental impact reports.
