of approval.
PROPOSAL:
The applicant is requesting the approval of Site and Architectural Review (SA) 14-04,
Conditional Use Permit (CUP) 14-03 and Environmental (E) 14-01 to construct a new
60-foot high telecommunications tower disguised as a palm tree, referred to as a
monopalm, at 22080 Commerce Way in the C2-General Commercial zone.
Chapter 18.71 (Wireless Telecommunications Facilities) requires the filing of a Site and
Architectural Review and a Conditional Use Permit application for the construction of
wireless telecommunication facilities.
SITE AND SURROUNDINGAREA:
The project site is the Cal Skate Skating Ring property located at 22080 Commerce
Way, and is surrounded by commercial uses. The site is fully improved with the skating
rink structure and parking lot.
Surrounding uses are as follows:

ANALYSIS:
The project site is designated General Commercial on the General Plan Land Use Map.
The telecommunications facility use is consistent with the General Plan designation
which is intended for commercial uses and promotes Public Services and Facilities
Element, Polic
provide state-of-the-
The proposed wireless telecommunications facility will be within the CM-Commercial
Manufacturing zone district. Pursuant to Chapter 18.71 (Wireless Telecommunications
Facilities) of the Zoning Code, wireless telecommunications facilities are conditionally
permitted in any non-residential zoning district.
Section 18.71.050 (Special standards for ground mounted structures) lists certain
requirements for this type of cell tower. The proposed cell tower meets the
requirements of this section of the code. It is designed as a stealth antenna disguised
as a palm tree in the vicinity of other palm trees.
The cellular facility will be located on the west side of the existing Cal Skate Skating
Rink building. The equipment will be located in a 96 square foot lease area and will be
screened by a block wall enclosure. The tower itself will be located in a 100 square foot
lease area within an existing planter area. One existing palm tree will be removed and
replaced with the monopalm cell tower. One parking space will be removed to support
the equipment enclosure area. The use is non-comforming as it relates to the number
of parking spaces; however, pursuant to Section 18.60.050 of the Municipal Code the
Director may relax the parking requirements when it is minor in nature and does not
create a negative impact. The removal of one parking space is not expected to create a
significantly adverse parking situation.
The cellular tower is a 60' monopalm design that measures approximately three feet in
diameter with twelve antenna panels and twelve wireless remote radio units (four per
section) mounted behind the new antenna panels. This antenna panels will be obscured
treated to simulate palm bark and that all antenna panels and related equipment located
within the palm fronds are painted to match the faux palm fronds.

Packet Pg. 7
C.1.a
a. The Project is consistent with the intent of the Grand Terrace Municipal
Code and the General Plan because the intent of Chapter 18.71 (Wireless
Telecommunications Facilities) of the Municipal Code regulating wireless
telecommunications facilities is to prevent unsightly telecommunications
towers. The subject site is zoned C2 General Commercial, which allows
the proposed use per Section 18.71.070.A, of the Zoning Code. The use is
consistent with the intent because the cell tower is disguised as a palm tree.
The Project meets applicable development standards relating to height,
setbacks and separation requirements. The Project is consistent with the
General Plan goals, policies and actions to provide adequate and updated
ated in Policy
7.8.2 of the Public Services and Facilities Element.
b. The location and configuration of all structures associated with this Project
are visually harmonious with this site and surrounding sites and structures,
that they do not interfere with the neighbors' privacy, that they do not
unnecessarily block scenic views from other structures and/or public areas
and are in scale with the townscape and natural landscape of the area.
c. The architectural design of structures, their materials and colors are visually
harmonious with the surrounding development, natural landforms, are
functional for the Project and are consistent with the Grand Terrace
Municipal Code. The monopalm cell tower is designed to match the
existing palm tree in the landscape median. The monopalm tower is
functional for the proposed Project and is consistent with the Grand Terrace
Municipal Code.
c. The plan for landscaping and open spaces provide a functional and visually
pleasing setting for the structures on this site and is harmonious with the
natural landscape of the area and nearby developments. No new
landscaping is proposed and, except for the removal of one palm tree to
accommodate the monopalm, existing landscaping will remain in place.
e. There is no indiscriminate clearing of property, destruction of trees or
natural vegetation or the excessive and unsightly grading of hillsides, thus
the natural beauty of the City, its setting and natural landforms are
preserved because the site is fully developed with a church and classroom
building. The construction of the Project will not result in any indiscriminate
clearing of property or removal of existing vegetation.
Attachment: Resolution 2015-___ \[Revision 1\] (1580 : Site and Architectural Review (SA) 14-04)
f. The design and location of all signs associated with this Project are
consistent with the scale and character of the building to which they are
attached or otherwise associated with and are consistent with the Grand
Terrace Municipal Code. This is a wireless telecommunications facility

g. Conditions of approval for this Project necessary to secure the purposes of
the City of Grand Terrace have been applied to the Project.
3. The Planning Commission finds as follows with respect to Conditional Use Permit
(CUP) 14-03:
a. The proposed use will not be detrimental to the health, safety, morals,
comfort or general welfare of the persons working within the neighborhood
of the proposed amendment or within the City because the Project will be
built in accordance with the building codes, meets all applicable setbacks,
and will benefit the community by facilitating a stronger cellular signal within
City limits.
b. The proposed use will not be injurious to property or improvements in the
neighborhood or within the City because the Project will be built in
accordance with the building codes, meets all applicable setbacks, and will
benefit the community by facilitating a stronger cellular signal within City
limits. The Project will in no way preclude or constrain the use of or
development of surrounding properties.
c. The proposed is consistent with the General Plan because it is consistent
with the goals, policies and actions to provide adequate and updated utility
, as stated in Policy 7.8.2 of
the Public Services and Facilities Element.

EVALUATION OF ENVIRONMENTAL IMPACTS:
This initial study is prepared in compliance with the California Environmental Quality Act
(CEQA) Guidelines. This format of the study is presented as follows. The project is evaluated
based upon its effect on eighteen (18) major categories of environmental factors. Each factor is
reviewed by responding to a series of questions regarding the impact of the project on each
element of the overall factor. The Initial Study Checklist provides a formatted analysis that
provides a determination of the effect of the project on the factor and its elements. The effect of
the project is categorized into one of the following four categories of possible determinations:
Potentially Less Than Less Than No
Significant Significant Significant Impact
Impact With Impact
Mitigation
Incorporated
Substantiation is then provided to justify each determination. One of the four following
conclusions is then provided as a summary of the analysis for each of the major environmental
factors.
1. No impact. No Mitigation is required.
2. Less than Significant Impact. No mitigation is required.
3. Less than Significant Impact with Mitigation Incorporated. The mitigation measures are then
listed.
4. Potentially Significant Impact. Significant adverse impacts have been identified or anticipated.
An Environmental Impact Report (EIR) is required to evaluate these impacts, which are (Listing
the impacts requiring analysis within the EIR).
At the end of the analysis the required mitigation measures are restated and categorized as
being either self- monitoring or as requiring a Mitigation Monitoring and Reporting Program.

operational, the unmanned telecommunications antenna will be serviced approximately once a
month (12 vehicle trips a year). According to the 2010 General Plan, the California Global
Warming Solutions Act of 2006 mandates the reduction of greenhouse gas (GHG) emissions to
1990 levels by 2020. Given the limited scope of the project, GHG emissions from the project will
be insignificant to the overall effect of GHG emissions.
Finding: Less Than Significant Impact. No mitigation is required.
b. Violate any air quality standard or
contribute substantially to an existing
or projected air quality violation?
The operation of the proposed project will not violate any air quality standards or a projected air
quality violation. The construction of the proposed project will temporarily create particulate in
the air, due to excavation and other construction activities, however such activities will be
subject to standard construction activity requirements. Therefore, a significant impact to the
environment will not occur.
Finding: Less Than Significant Impact. No mitigation is required.
c. Result in cumulatively considerable
net increase of any criteria pollutant for
which the project region is non-
attainment under an applicable federal
or state ambient air quality standard
(including releasing emissions which
exceed quantitative thresholds for
ozone precursors)?
The proposed project does is not expected to product significant emissions during construction
or operation. The equipment proposed for this project is not expected to generate criteria
pollutants and the minimal energy consumption of the project clearly will not approach the
threshold of potentially significant Greenhouse Gas (GHG) emissions. Limited dirt particulate
during construction and insignificant amounts of greenhouse gas (from construction vehicles
and 12 annual maintenance vehicle trips) are expected to be the only emissions of the
proposed project. Therefore no significant impact is anticipated and no mitigation measures are
deemed necessary
Finding: Less Than Significant Impact. No mitigation is required.
d. Expose sensitive receptors to
substantial pollutant concentrations?

The proposed site is not located on or in close proximity to an existing earthquake fault
produced by the California Division of Mines & Geology.
Finding: No Impact. No mitigation is required.
ii. Strong seismic ground shaking?
The proposed project is located in a seismically active area. In the event of an earthquake, the
subject site will most likely experience ground shaking. The applicant will be required to
construct the proposed antenna using the current California Building Code (California Code of
Regulations, Title 24), which requires established engineering standards be followed.
Adherence to the strict requirements of the California Building Code ensures that the ground
shaking that may be experienced will have a less than significant impact on the site. Therefore,
the construction of the proposed telecommunications antenna will be subject to a less than
significant impact due to seismic ground shaking.
Finding: Less Than Significant Impact. No mitigation is required.
iii. Seismic-related ground failure,
including liquefaction?
According to the EIR prepared for the General Plan adopted in April 2010, liquefaction is not
area susceptible to liquefaction. Therefore, the potential for liquefaction to occur on the site is
less than significant.
Finding: No Impact. No mitigation is required.
iv. Landslides?
The proposed site is fully developed as a skating rink and asphalt paved parking lot. The
surrounding parcels are also fully developed with commercial uses. Additionally, Exhibit 5-1 of
the 2010 General Plan, does not show the subject site in an area that is susceptible to
landslides.
Finding: No Impact. No mitigation is required.
b. Result in substantial soil erosion or
the loss of topsoil?
The subject site for the project is fully developed with a structure and asphalt paved parking lot.
The subject parcel has not experienced any soil erosion. The proposed construction location is
in a landscape planter in an existing paved parking lot. The addition of the telecommunications
antenna will not create a potential for substantial soil erosion.
Finding: No Impact. No mitigation is required.

The project involves the installation of a cellular antenna tower on an existing site and would not
generate substantial operational emissions. The project would generate a negligible amount of
greenhouse gas emissions during construction and as a result of infrequent maintenance
vehicle trips and back-up generator operations. Therefore, the project would not generate
significant greenhouse gas emissions, conflict with an applicable plan, policy or regulation
adopted for the purpose of reducing greenhouse gas emissions, or result in significant global
climate change impacts.
Finding: Less Than Significant Impact. No mitigation is required.
VII. HAZARDS AND HAZARDOUS MATERIALS Would the project:
a. Create a significant hazard to the
public or the environment through the
routine transport, use, or disposal of
hazardous materials?
Construction and operation of the cell tower will not create a significant hazard to the public.
The proposed project also involves the storage of a 55 gallon diesel fuel tank, used to power a
backup generator in the event of a power outage. The transport, storage, and use of diesel fuel
could result in a hazard to the public in the event of upset or accident conditions. However,
incorporation of the following mitigation measure will reduce potential impacts to levels of
insignificance.
HAZ-01: Prior to final inspection, the applicant shall obtain applicable clearances related to
installation and operation of the diesel generator, from the San Bernardino County Fire
Department Hazardous Materials Division, which acts as the Certified Unified Program Agency
(CUPA) Program.
The construction of cell towers is regulated by the Telecommunications Act of 1996, which
regulates the operation of telecommunications towers. It provides, "No State or local
government or instrumentality thereof may regulate the placement, construction, and
modification of personal wireless service facilities on the basis of the environmental effects of
regulations concerning such emissions." (Telecommunications Act of 1996, Section
332(c)(7)(B)(iv).) Therefore, to the extent the cell tower complies with FCC regulations
regarding radio frequency emissions, the City is preempted by federal law from considering the
health effects of radio frequency emissions.
