This is the opportunity for members of the public to comment on any items not appearing on the regular
agenda. Because of restrictions contained in California Law, the Planning Commission may not discuss
or act on any item not on the agenda, but may briefly respond to statements made or ask a question for
clarification. The Chairman may also request a brief response from staff to questions raised during public
comment or may request a matter be agendized for a future meeting.

TITLE:City of Grand Terrace 2030 Vision and 2014-2020 Strategic
Plan

RECOMMENDATION:Receive and File City of Grand Terrace 2030 Vision and
2014-2020 Strategic Plan.
BACKGROUND:
The City Council hired Interim City Manager Ken Henderson in January of this year.
From the beginning, the City Manager had discussed a number of goals with the City
Council, including the need for the Council to develop a vision for the community and a
strategic plan for accomplishing the adopted vision. Such strategic planning was
several years, in light of the economic recession and dissolution of redevelopment
agencies, has placed a premium on the City's reduced human and financial resources,
and resulted in service levels that are not attuned to the City's capacity to provide such
services.
During the Mid-Year Budget Review, Councilappropriated funds for this purpose and,
after the development and issuance of a Request for Proposals (RFP), Flint Strategies
was hired to facilitate the development of a vision and strategic plan for the City. As
part of this effort, Kendall Flint, of Flint Strategies, interviewed all Council Members and
staff, including contract staff and volunteers, and used the results of these interviews to
structure a two-day study session with Council, staff and members of the public, which
thth
occurred on April 11and 12, 2014.
A Draft Plan was released to the public with press released to local newspapers, email
blasts, and copies to businesses registered with the Chamber of Commerce. On May
14, 2014, the City Council adopted the 2030 Vision and 2014-2020 Strategic Plan,
which is attached to this report
DISCUSSION:
The purpose of the adopted Visioning and Strategic Plan is to help the City prioritize its
efforts, by focusing its resources to achieving shared Vision and Goals. The Visioning
and Strategic Plan
It also includes the following Five Goals:

5. Engage in Proactive Communication
All City efforts will be tasked in implementing the Visioning and Strategic Plan; every
City Council action, every Planning Commission action and all Staff actions will be
underscored by the Plan.
The Planning Commission will play a vital role in the implementation of the Visioning
and Strategic Plan, especially as it related to Goal #3: Promote Economic Development.
For example, part of promoting economic development is having an updated Zoning
Code and Sign Ordinance with clear development standards and processes. This will
become a main focus for Planning staff and the Planning Commission. In fact, the City

Council recently discussed the Sign Code on July 22, and remanded it to the Planning
Commission for review and possible revision. The Commission will soon undertake this
task.

BACKGROUND / DISCUSSION
Pursuant to California Government Code Section 65100, the City Council establishes a
planning commission and designates the planning commission as the planning agency
of the City.
Chapter 2.16 of the Municipal Code (attached) governs the establishment and operation
of the Planning Commission. Members are appointed for four-year terms, and all
members of the Planning Commission serve at the pleasure of the City Council. Just
recently, the City Council re-appointed Commissioner Stephens, and appointed three
new members to the Planning Commission. One of the new members was appointed to
complete a vacant term, and the two other Planning Commission members were
appointed for full four-year terms.
Pursuant to Section 2.16.040 of Chapter 2.16, at the beginning of each fiscal year, the
Planning Commission shall select one of its members to serve as Chairman, and one of
its members to server as Vice-Chairman.
Therefore, staff recommends that the Commission select a Chair and Vice-Chair for this
fiscal year.

RECOMMENDATION:Conduct the Planning Commission Briefing
BACKGROUND:
The Planning Commission is a five-member City Council-appointed Board, pursuant to
Chapter 2.16 of the Municipal Code. Commission Members serve four-year terms, and
serve at the pleasure of the City Council.
On June 10, 2014, the City Council appointed three new Commissioners
(Commissioners JeffAllen, Tara Cesena, and Edward Giroux) and re-appointed Ryan
Stephens. Commissioners Stephens, Allen and Giroux were appointed to full four year
terms expiring on June 30, 2018, and Commissioner Cesena was appointed to
complete a vacated term, which expires on June 30, 2016.
DISCUSSION:
The City Attorney and City staff conduct a new Planning Commissioner briefing when
new members are appointed. Since there are three new members that would receive
the briefing, which constitutes a quorum, staff determined that it would be more efficient
and beneficial to conduct the briefing during a public meeting before the full
Commission.
Attachment 1 is a Land Use Workshop Worksheet, which is the format that the briefing
will follow.
Attachment 2 contains the web address for the League of California Cities, Institute for
Local Governments, and the Fair Political Practices Commission, which are good
resources for the Commission. Ethics training can be completed online on the FPPC's
website. At the end of the training, a certificate can be printed out. A copy of the
certificate should be provided to the City Clerk.
Lastly, Attachment 3 is a CD containing documents that the Planning Commission may
refer to from time to time, as they may relate to projects that come before the
Commission. This file includes the 2014 California Environmental Quality Act, Grand
Terrace General Plan and General Plan Land Use Map, Grand Terrace Zoning Map,
the Barton Road Specific Plan and the Planning Commission Procedures Handbook.

The Fair Political Practices Commission (FPPC) was created by the Political Reform Act of 1974
(Act). The Commission adopts and amends regulations. It also develops required forms,
prepares manuals and instructions, aids agencies and public officials with record keeping and
reporting, and maintains a central file of statements of economic interests for certain state and
local officials. The Commission also investigates alleged violations of the Political Reform Act,
imposes penalties when appropriate, and assists state and local agencies in the development
and enforcement of conflict-of-interest codes.
