HomeMy WebLinkAboutItem F.09 Zone Change CC Presentation 07.23.24City of Grand Terrace City Council Continued July 9th Public Hearing for Introduction and First Read of and Ordinance approving Zone Change Amendment 24-03 May 2, 2024 July 23, 2024 City Council Public Hearing Discretionary Approval Zone Change Amendment No. 24-03 (ZCA 24-03) •Ordinance provided as Attachment 1 •Redlined tracked text edits provided as Attachment 2 •Notice of Exemption provided as Attachment 3 City Council July 9, 2024: City Council provided Staff with direction to revise and bring back the Zone Change Amendment: 1)Adjust standard hours from 6 a.m. to 11:00 p.m. to 7:00 a.m. to 11:00 p.m. 2)Adjust dimension of 301 feet for a nonresidential land use to operate 24/7 from a residential land use to 501 feet. 3)Add a robust definition for “Congregate Living Health Facility” CLHF 4)Incorporate changes to Municipal Code bringing consistency between hours of operation and noise. New Chapter 18.27 – Hours of Operation (Revised) 4 All nonresidential land uses listed in the table are subject to: 7am-11pm is standard hours (within 500 feet of residential property) {Any request “after hours” 11pm-7am within 500 feet of residential property is a CUP before the Commission} 24/7 standard hours for any business 501 feet plus from a residential property unless limited by a CUP Revised Residential Land Use Table 18.10.030 5 CLHF land use added to the multiple family zones subject to “C” CUP approval by the Commission and the City Objective Design Standards Revised Residential Land Use Table 18.10.030 6 Added definition from the State’s Health & Safety Code for: Congregate Living Health Facility (CLHF) Noise and Hours 7 Review of Municipal Code •Approximately 17 Sections across multiple Titles and Chapters •Staff requests opportunity to roll this exercise into a separate Zone Change Amendment •Staff commits to 90 Days to have it ready and noticed •Bring Directly back to the City Council as a Zone Change Amendment Recommendation That the City Council take the following actions: a. Introduce the Ordinance approving Zone Change Amendment 24-03 b.
