A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GRAND TERRACE, CALIFORNIA, APPROVING TPM-
87-2 , AN APPLICATION TO SUBDIVIDE A SINGLE
1 . 35 ACRE R-1 PARCEL INTO TWO R-1 PARCELS ,
PER SECTION 18. 15 . 050(C) OF THE GRAND TERRACE
MUNICIPAL CODE
WHEREAS, the applicant , Mr. Glenn Sharman, applied for a
tentative parcel map splitting an existing 1 . 35 acre R-1 parcel
located at 23175 Glendora Drive ; and
WHEREAS, a properly noticed public hearing was held by the
Planning Commission on June 15 , 1987 , regarding this application.
At said public hearing the Planning Commission denied applicant ' s
request , based on the following:
1 . The design of the proposed Parcel Two does not conform
with Section 18. 15 . 050(c) of the Grand Terrace Municipal Code
requiring a minimum 40 feet of frontage along a dedicated public
right-of-way; and
2 . The proposed site is not physically suited for the
proposed development;
WHEREAS , the applicant , has appealed the decision of the
Planning Commission to this City Council .
NOW, THEREFORE, the City Council of the City of Grand
Terrace DOES RESOLVE as follows :
Section 1 . The proposed tentative parcel map splitting an
existing 1 . 35 acre R-1 parcel located at 23175 Glendora Drive is
physically suitable for the proposed subdivision; and
Section 2 . The design of the subdivision and the proposed
improvements are not likely to cause substantial environmental
damage; and
Section 3. The design of the subdivision or the type of
improvements are not likely to cause serious public health
problems or cause threat to life and property; and
Section 4. The proposed subdivision' s design, density and
type of development and improvements conform to the conditions
imposed by the San Bernardino County Development Code as adopted
by the City of Grand Terrace ;
BE IT FURTHER RESOLVED that the appeal of the Planning
Commission' s decision of June 15 , 1987, regarding TPM-87-2 is
hereby approved by this City Council subject to the following
conditions :
Section 1 . One of the following options shall be required:
A. Provide residential sprinklers (NFPA Standard 13-d) .
B. Provide on-site water storage (based on NFPA 1231-1985) .
C. Upgrade the existing water system in order to provide
100 g.p.m. at 20 p. s . i .
Section 2. All other requirements as specified in the
attached letter from the forestry and Fire Department dated May
11 , 1987 , and attached hereto as Exhibit A.
Section 3 . All conditions recommended in the Memorandum
from the City Engineer dated May 28 , 1987 , and attached hereto as
Exhibit B.
Section 4. A joint maintenance and responsibility agreement
between the two parcel owners shall be approved by the City and
recorded.

IXI F1 . The above referenced project is protected by the Forestry
3F001 & Fire Warden Dept. Prior to construction occurring on any parcel the
owner shall contact the fire department for verification of current fire
protection development requirements.
1XI F2. All new construction shall comply with applicable sections of the
5FU02 1985 Uniform Fire Code (Ordinance No. 3055) , Development Code,
Community Plans, and other statutes, ordinances, rules and regulations
regarding fires and fire prevention adopted by the -State of California.
IIX1 F3 . The street address . shall be posted with a minimum of three (3)
j1'UU3 inch numbers, visible from the street in accordance with San Bernardino
County Ordinance No . 2108, prior to occupancy. Posted numbers shall
contrast with their background and be visible and legible from the street.
[XI F4 . Each chimney used in conjunction with any fireplace or any
51'u64 heating appliance in which solid or liquid fuel is used shall be maint-
ained with an approved spark arrestor as identified in the Uniform Fire
Code. .
IXI F5 . All flammable vegetation shall be removed from each building

material, including a finished structure.
I F6 . The development and each phase thereof shall have two points
lr'U06 of vehicular access for fire and other emergency equipment, and for
routes of escape which will safely handle evacuations as required -in the
Development Code.
F% . Private roadways which exceed one-hundred and fifty ( 150) in
lF007 length shall be approved by the fire agency having jurisdiction, and
shall be extended to within one-hundred and fifty (150) feet of and
shall give reasonable access to all portions of the exterior walls of
the first story of any building . An access road shall be provided
within fifty (50) feet of all buildings is the natural grade between the
access road and building is in excess of thirty percent (30%) . Where

the access roadway cannot be provided, approved fire protection system or
systems shall be provided as required and approved by the fire department.
IXI F8 . A turn-around shall be required at the end of each roadway 150
1F008 feet or more in length and shall be approved by the fire department.
Cul-de-sac length shall not exceed six-hundred (600) feet except as
identified in the Development Code.
1% F9. Private road maintenance, including but not limited to grading
F 09 and snow removal, shall be provided for prior to recordation or approval.
Written documentation shall be submitted to the fire agency having
jurisdiction.
INF F10. All fire protection systems designed to meet the fire flow
requirements specifide in the Conditions of Approval for this project
shall be approved by the fire agency having jurisdiction prior to the
installation of said systems. Said systems shall be installed and made
serviceable prior to recordation unless construction of said systems has
been bonded for a s required by the water purveyor. Water for fire
protection, as required by the fire agency having jurisdiction, shall be
in and operable prior to the start of building construction and shall be
over and above the average daily consumption of water. The following
are minimum requirements for your proposed development:

for each parcel; the minimum capacity to be maintained shall be determined
by the fire department.

In regards to the above referenced project , the mitigation
options for fire protection outlined below will meet the intent
of City Ordinance #106 . Based upon flow tests taken in the area ,
there is a substantial deficiency in fire flow available in the
Glendora Drive area . Therefore, one of the following options
shall be required:
1. Provide residential sprinklers (NFPA Standard 13-D) .
2 . Provide on-site water storage (based on NFPA 1231-1985) .
3 . Upgrade the existing water system in order to provide
1000 g.p.m. at 20 p. s . i .

Following are the recommendations which should be considered as conditions
of approval for Final Parcel Map 10710.
Engineering
1. Field survey shall be performed of the existing parcel locating
the existing parcel boundary monuments and setting those monuments
which can not be located.
2. Final map shall be prepared in accordance with the Subdivision
Map Act requirements and the local ordinances.
3. An easement document shall be prepared for the joint use of
existing driveway, submitted for review and recorded prior to
recordation of final map. Said easement shall be shown on the
final map.
4. All boundary corners and angle points of the new parcel shall
be monumented after recordation of, the final map and a
monumentation deposit shall be posted to assure completion of
said monumentation.
Building and Safety
1. Grading plan shall be prepared showing the finished pad for
the new building site.
2. Proposed grading shall be submitted to Riverside Highland
Water Company for their review with respect to impact on
the existing facilities owned and operated by the water
company.

3. Adequate turn-around facilities shall be constructed to
meet the requirements of fire marshall.
4. Roadway easement area shall be designed and constructed
to T.I.5.
5. "Will Serve Letter" shall be obtained from Riverside Highland
Water Company and submitted to this department.
6. Site plan, showing the location of proposed structure shall
be submitted along with proposed location of sewer and water
connections.
