1987-30 RESOLUTION NO. 87-30 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA APPROVING TPM- 87-8 AND ADOPTION OF A NEGATIVE DECLARATION WHEREAS, the Applicant, James L. Dotson, has on behalf of Kevin and Cheryl Trawinski applied for approval of TPM-87-8 (Exhibit A) for a proposed three unit subdivision, located at Willet Court and DeBerry Street; and WHEREAS, a Negative Declaration has been prepared for this project (Exhibit B); and WHEREAS, a properly noticed public hearing was held by the Planning Commission on October 19, 1987, where it recommended approval of TPM-87-8 and a Negative Declaration to the City Council; and WHEREAS, at this October 19, 1987, hearing the Planning Commission approved a variance on the lot width from the required 100 feet to 90 feet on two of the three parcels of this subdivision and a Negative Declaration; and WHEREAS, a properly noticed public hearing was held by the City Council on December 3, 1987, regarding approval of TPM-87-8 and the Negative Declaration. NOW, THEREFORE the City Council of the City of Grand Terrace does hereby resolve as follows: - Section 1. Environmental Review - .An environmental review of TPM-87-8 has been conducted and, noticed pursuant to the California Environmental Quality Act; that based upon review, the City Council of the City of Grand Terrace finds that the proposed subdivision will not have a significant effect upon the environment and therefore the attached Negative Declaration is hereby approved. Section 2. Findings - This City Council does hereby make the following findings relative to the approval of TPM-87-8: 1. That the site is physically suitable for the proposed type of development; 2. That the site is physically suitable for the proposed density of development; 3. That the design of the subdivision and the proposed improvements are not likely to cause substantial environmental damage or substantially and avoidably injure fish or wildlife or their habitat; 4. That the design of the subdivision is not likely to cause serious public health problems or cause threat`to life and property from a wildland conflagration; 5. That the proposed subdivision together with the provisions for its design and improvements are consistent with the General Plan. 6. That the proposed subdivision, its design, density and type of development and improvements conform to the conditions imposed by this chapter, the regulations of the Development Code, and the Municipal Code of the City of Grand Terrace; BE IT FURTHER RESOLVED that the Negative Declaration is hereby adopted and that TPM-87-8, Exhibit A is hereby approved subject to the following conditions: a) Minimum rear yard setback for lots No. 2 and 3 shall be 20' feet. b) Minimum lot coverage for lots No. 1, 2 and 3 shall be sixty percent (60%). c) Conditions required by the City Engineer in his memo dated September 29, 1987 (see Exhibit C) shall be required. d) The applicant shall meet all conditions of the Forestry and Fire Warden Department contained in its memo dated October 2, 1987 (Exhibit D).
