1987-32 RESOLUTION NO. 87-32 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA, APPROVING CUP-87-07, AN APPLICATION TO CONSTRUCT A COMBINED RECREATIONAL VEHICLE PARK AND RETAIL SHOPS FACILITY IN THE C-2 ZONE AND ITS ASSOCIATED NEGATIVE DECLARATION WHEREAS, the applicant, Robert Keeney applied for a Conditional Use Permit to construct and operate a combined recreational vehicle park and retail shops facility to be located at the Northwest corner of Barton Road and La Crosse; and WHEREAS, a properly noticed public hearing was held by the Planning Commission on August 17, 1987, regarding this application; and WHEREAS,the Planning Commission motion 87-44 approving the CUP-87-07 failed by a 2-4 vote; and WHEREAS, the applicant, Mr. Robert Keeney has filed a letter of appeal with the City Clerk's Office and paid the appropriate fee; and WHEREAS, the City Council held a properly noticed public hearing regarding this item on September 10th, 1987; and WHEREAS, a Negative Declaration has been prepared for this project pursuant to Chapter 3, Article 6 of the California Environmental Quality Act; and WHEREAS, the City Council has reviewed the said Negative Declaration; and WHEREAS, the subject property is currently vacant; and WHEREAS, the retail shops area is a permitted use in the C-2 zone; and WHEREAS, the recreational vehicle park is not specified as a permitted use or a conditionally permitted use in any zone of the City and therefore may apply, for a __ conditional use permit at any specific site; and WHEREAS, the proposed use is in conformance with the City's General Plan; and WHEREAS, conditions have been placed on this conditional use permit so as to insure the proposed use will not be detrimental to the general health,safety,morals, comfort or general welfare of the persons residing or working in the neighborhood; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Grand Terrace, California, that said City Council finds that: 1. The City Council has reviewed the Negative Declaration for this project attached as "Exhibit A" and finds that as conditioned by the mitigated measures, included with the Negative Declaration, the project will not have a significant effect on the environment; and 2. As conditioned, the proposed use will not be detrimental to the general health, safety, morals, comfort or general welfare of the persons residing or working within the neighborhood of the proposed use or within the city; or will be injurious to the property or improvements in the neighborhood or within the city; and 3. The proposed use will be consistent with the latest adopted General Plan; and 4. The following conditions are made a part of this approval and are necessary to secure the purposes of Section 18.66.040 of the Grand Terrace Municipal Code; 1. No more than 60% of the R.V. Park portion of the project shall be paved, and all unpaved areas shall be landscaped with live plant materials and shall be permanently maintained. 2. The R.V. Park portion of the project shall accommodate recreational vehicles and accompanying boat trailers, dune buggies, etc., only. Occupancy of the R.V. spaces shall be limited to one recreational vehicle only. 3. The maximum length of stay for any recreational vehicle shall be fourteen days. 4. All recreational vehicles shall be located in a designated R.V. space. _, 5. A twenty foot wide landscaped buffer area which shall include a three foot high berm, shall be required adjacent to the ultimate right of way of Barton Road and La Crosse Avenue. 6. A solid six foot split face block wall shall be required along the perimeter of the project, except along the right of way of Barton Road and La Crosse Avenue. 7. The minimum distance between a recreational vehicle and any other recreational vehicle or building shall be ten feet. 8. No internal street shall be less than 25 feet in width. 9. No internal street shall be less than 33 feet in width if parallel parking is permitted on one side. 10. No internal street shall be less than 40 feet in width if parallel parking is permitted on both sides. 11. Each R.V. space shall have direct vehicular access to an internal street. 12. All internal streets shall be paved and meet the requirements of the City Engineer. 13. One automobile parking space shall be provided for every five R.V. spaces in addition to the standard parking requirements of the C-2 Zone. 14. Each R.V. space shall be adjacent to a space equal in size for the purpose of reserved open space. 15. There shall be at least one open vehicular access way on to Barton Road and said accessway shall have a minimum right-of-way width of 50 feet and a curb radius of twenty-five feet. 16. There shall be provided at least one emergency vehicular access way approved by the Fire Department. 17. the applicant shall offer to dedicate to the City, the proposed 30 by 255 foot emergency accessway at such time in the future, the City Engineer may request it. 18. All trash collection and storage areas shall be screened and enclosed. 19. All utilities shall be underground. Individual rooftop or outdoor television antennas shall not be permitted in the park, except that one single television antenna for community service may be situated in the park. 20. An area shall be provided for use as a dog run. Dogs and other household pets shall not be allowed to run at large in the park. 21. All plumbing provided shall be designed so that the park will accommodate all recreational vehicles. 22. The project shall receive Site and Architectural Review Board approval. Said approval shall include a detailed landscape and irrigation plan. 23. Comply with the requirements of Cal-Trans regarding any improvements of the State right-of-way of La Crosse Avenue. 1 24. Dedicate to provide for fifty (50) feet of right-of-way North of centerline of Barton Road. 25. Construct standard curb and gutter along the frontage of subject parcel. 26. Construct standard roadway section between Barton Road centerline and the new curb. 27. Construct standard sidewalk. 28. Provide adequate drainage facilities and offer for dedication to the City for these facilities. 29. Install ornamental street lights. 30. All utilities shall be underground. 31. Obtain and provide to the City a "will serve letter" from Riverside Highland Water Company. 32. Install water system to provide adequate fire protection in accordance with plans to be approved by the Fire Marshall. 33. Comply with all City of Grand Terrace ordinances. l 34. Coordinate with the adjacent property owners the vehicular access rights and drainage to Grand Terrace Road from parcels to the North, Northeast and East. 35. Any improvements fronting on State of California (Cal Trans) right-of-way shall be reviewed, approved and permits issued by Cal-Trans. 36. All improvements shall be designed by owner's civil engineer to the standards required by the City and State. 37. If any roadwork, lighting, etc., takes place in close proximity to the signalized intersection, then a 20-scale (reproducible) plan showing both the existing and the proposed facilities shall be submitted to Cal Trans for review. 38. As recommended by the Department of Transportation, the easterly driveway (as proposed) shall not be constructed. Its close proximity to the intersection of La Crosse and Barton Road will create traffic safety problems. Developer shall construct driveway as close to the westerly property line as possible. 39. A left-turn pocket and any additional widening to achieve it shall be provided on Barton Road to allow left turns into the driveway. 40. Handicap ramps shall be provided in curb returns at all legal crosswalks. 41. Existing drainage patterns shall be perpetuated and measures to mitigate drainage impacts shall be included with this development. 42. All conditions set forth in the Memo dated May 12, 1987, received from the County Fire Warden attached as Exhibit A shall be required. 43. An on-site property manager shall be required. 44. An independent Traffic Analysis of the project shall be r% completed and submitted to the Department of Transportation and the City Engineer for review and comment and any subsequent recommendations made by the City Engineer as a result of the Traffic Study shall be required. 45. A revised site plan meeting all of the conditions of this conditional use permit shall be submitted as part of the required Site and Architectural Review.
