A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GRAND TERRACE, CALIFORNIA, APPROVING
APPEAL OF CUP-89-04 A REQUEST TO OPERATE A
"GENERAL ASSEMBLY ROOM" AT 21900 BARTON
ROAD IN A C-2 ZONE
WHEREAS, the Applicant, Mr. David Terbest, has applied for approval of CUP-
89-04 at 21900 Barton Road in a C-2 Zone for the purpose of operating a "General
Assembly Room".
WHEREAS, a properly noticed public hearing was held by the Planning
Commission on August 21, 1989 to hear this application; and
WHEREAS, the Planning Commission conditionally approved CUP-89-04; and
WHEREAS, the Planning Commission approval of CUP-89-04 was appealed by the
applicant with regards to conditions No. 4 and No. 5; and
WHEREAS, the Planning Commission approval of CUP-89-04 was appealed in its
entirety by Councilman Singley; and
WHEREAS, a properly noticed public hearing was held by the City Council on
September 14, 1989, to hear said appeals; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Grand Terrace, California, that the following findings have been made inaccordance with
the approval of CUP-89-04:
1. The proposed use will not be detrimental to the general health,
safety, morals, comfort or general welfare of the persons residing or
working in the neighborhood of the proposed use or within the City.
As conditioned below the project should not have a detrimental
- effect on the neighborhood or within the City.

2. The proposed use will not be injurious to property or improvements
in the neighborhood or within the City.
As conditioned below the proposed use should not effect any physical
property or improvements in the neighborhood or within the City.
3. The proposed use is consistent with the latest adopted General Plan.
The current General Plan designates this property as General Commercial.
BE IT FURTHER RESOLVED, that the proposed project is subject to the
following conditions of approval;
1. The maximum capacity of the "general assembly room" shall be 125
persons (including employees, security and serving staff).
2. All activities associated with the "general assembly room" -shall be
contained within Suite 115, no related activities shall be conducted
in any outdoor area with the exception of the adjacent westerly
outdoor patio area which may be utilized prior to 7:00 p.m. The use
of the outdoor patio area prior to 7:00 p.m. is subject to revocation
if the City receives substantial complaints associated with its use.
3. During all activities where there is more than 50 persons in
attendance and/or alcoholic beverages are served, a licensed security
guard shall be present for the duration of the activity. An additional
licensed: security guard is required for a total of two guards if there
are 75 or more persons attending an activity.
4. The hours of operation for the "General Assembly Room" shall be
as follows:
Monday through Friday 8:00 a.m. to 6:00 p.m.
Friday and Saturday 8:00 a.m. to 12:00 a.m.
Sunday 12:00 p.m. to 6:00 p.m.
Weddings

Fridays 5:00 p.m. to 12:00 a.m.
Saturdays 8:00 a.m. to 12:00 a.m.
Sundays 12:00 p.m. to 6:00 p.m.
Other Organizations
Monday through Thursday 8:00 a.m. to 6:00 p.m.
(50 person attendance limit)
6:00 p.m. to 10:00 p.m.
(75 person attendance.limit)
Friday and Saturday 8:00 a.m. to 12:00 a.m.
(Attendance limit in accordance with
Condition No. 1)
5. All alcoholic beverages shall remain within Suite 115 and no alcoholic
beverages shall be served within one hour of the required end of operation.
6. All persons and/or groups who use this facility shall be given a copy of
these conditions and a copy of the Grand Terrace Noise Ordinance and
shall sign an affidavit acknowledging the receipt and compliance of same.
7. Special holiday activities and hours may be approved by the Planning
Director upon prior written request.
8. This conditional use permit is good for a period of one year from the date
of approval. It will expire on September 14, 1990. It may be extended by
the Planning Commission upon written application by the applicant prior to
its expiration.

California, at a regular meeting held the 14th day of September, 1989 by the following
vote:
