Spring Hills Family Dentistry Public Art Project

Background
•The Applicant, Firestation Properties LLC, represented by David
Lang, was approved on May 17, 2024, for the development of a
~12,000-square foot dental building.
•The new dental office building is subject to the city's Art in Public
Places program. Per conditions of approval, the applicant is required
to submit a public art proposal for review and approval by the
Planning Commission.
•The applicant submitted a complete Art in Public Places Program
proposal for PC consideration (SA 23-23 A01)
The applicant proposes the installation of two
steel donkey sculptures
1)Large sculpture being 10 feet high and 11.5 feet wide
2)Smaller sculpture being 6 feet high and 5.8 feet wide

14 Conditions of Approval (Exhibit B)
•General and Project specific conditions
are required of the project as
prescribed from Planning and
Development Services.
•The Art in Public Places art piece must
be completed, installed, and inspected
prior to issuance of the final Certificate
of Occupancy of the building.
Criteria For PC Review- Public Art Project
1.Conceptual compatibility of the design with the
immediate environment of the site.
2.Appropriateness of the design to the function of the
site
3.Compatibility of the design and location within a
unified design character or historical character of the
site.
4.Creation of an internal sense of order and a
desirable environment for the general community by
the design and location of the work of art.
5.Preservation and integration of natural features with
the project.

6.Consideration should be given to structural and surface
integrity, permanence, and protection against theft,
vandalism, weathering, excessive maintenance, and repair
cost.
7.Representation of a broad variety of tastes within the
community and the provision of a balanced inventory of art in
public places to ensure a variety of style, design and media
throughout the community that will be representative of the
eclectic tastes of the community.
8.Works of arts and art places should be appropriate in scale,
form, and content for the immediate, general, social, and
physical environments with which they relate.
Findings of Facts
•Findings for Approval: Pursuant to Municipal Code Chapter
18.63 (Site and Architectural Review), in which Section
18.63.060 includes all the necessary findings. All necessary
findings can be made and are provided as “EXHIBIT A” of
Attachment 1 to this agenda report.
Environmental Review 24-04
Pursuant to the California Environmental Quality Act
(CEQA), this action is not subject to CEQA pursuant to
CEQA Guidelines section 15303, New Construction or
Conversion of Small Structure provides an exemption for
projects that result in minor new construction or
modification of existing structure. The instillation of public
art at a scale proposed by this project is well below the
scale of projects allowed under section 15303 and,
therefore, this project is exempt from CEQA review.
A Notice of Exemption will be filed with the County Clerk
and State Clearinghouse upon Project approval.
Notification
The Public Hearing Notice for the Project was published in
compliance with the City’s Municipal Code and the City’s
“Expanded Public Noticing and Outreach Policy for Public
Hearings and Public Workshops.”
Conclusion
The Application / Proposed Project is consistent
with:
The Project is consistent with all necessary findings
of facts.
The Project meets all the criteria for review of public
art projects. All required findings can be made and
are provide in the staff report.
Project shall comply with the Conditions of Approval
Staff Recommendation
Based on the findings and analysis in the staff
report, staff recommends that the Planning
Commission/Site and Architectural Review Board
approve/adopt:
