Staff Recommendation
Conduct a Public Hearing and Adopt a Resolution
(Attachment 1) recommending the following actions
to the City Council:
a. Conduct a Public Hearing
b. Adopt an Ordinance of the City Council approving
ZCA 24-04
Background
•Earlier this year City processed Zoning Code Amendment that
updated standard hours of operation of businesses
•7am to 11pm are “standard” if within 500 feet of residential
•11pm to 7am are “after hours” if within 500 feet of residential (CUP)
•Council asked directed Staff to go through the Municipal Code
to make sure hours for noise activities were consistent with the
business hours
•ZCA 24-04 addresses noise activities and includes additional
clean-up changes to streamline the Municipal Code
Chapter 5.06 HOME OCCUPATION PERMITS
(HOP)
Goal: Streamline the HOP application timeline.
Currently 2 mailers for a compliant HOP Application takes over a month to process.
Revised so mailer only when not compliant (14 day turn around).
Revised so compliant applications are approved (10 day turn around).

Goal: Look at the hours when
garage sales occur to ensure
minimal impact.
Current hours are 8am to 8pm.
Revised hours from 8am to
dusk. No garage sales in the
dark.

Current code limits multifamily to two bedrooms. Minimum 800sq ft for one room and 1,000sq ft for two rooms.
Revise development standard allows more than two rooms and updated minimum sq ft for rooms.
