Approve a Resolution to:
•Establish a “Heavy Equipment Rentals, Sales and
Services, Outdoor” Land Use for construction
equipment rentals, sales and repairs; and
•Install Two 1,440 Square-Foot Single Story
Commercial Modular Units For Use As Offices; and
•Complete site improvements to refresh the
landscaping, parking lot and perimeter fencing.

Background
•Property features two existing warehouse buildings
•4,665 square feet and 5,710 square feet
•Was used for various industrial purposes over the years
(Harris Transport / contractor yard, Scotts Turf for fertilizer storage /
Empire Pallet Solutions Inc., a pallet recycling company)
•Property is bordered to the west by a private access road along
the City of Riverside canal and to the east by the Atchison,
Topeka, and Santa Fe Railroad line.
•The site is flat, free of cultural or historical features, and not
considered scenic.

•Two commercial modular units, each 1,440 square feet and single-
story, are proposed
•Improvements include refreshing the parking lot and landscape areas,
new security fencing with grasstik screening.
•A site layout is provided in “EXHIBIT E” of Attachment 1.

•Constructed using prefabricated techniques
•Function as office and administrative spaces
•Must comply with Chapter 18.66 of the City’s Municipal Code:
•They must conform to the M2 – Industrial District requirements
•No older than 10 years
•Be installed on a permanent foundation.
•Roof and exterior surfaces must blend aesthetically with the
surrounding area.
•Architectural drawings are provided in “EXHIBIT E” of
Attachment 1.

•Includes general office functions, equipment rentals and sales,
minor repairs, and a storage yard.
•41 parking spaces for employees and patrons
•2 EVCS and 1 ADA
•7 tractor trailer parking stalls withing internal driveway loop
•Designated loading / unloading zone

ANALYSIS
•Fencing
•Perimeter 9.5-foot-high combination of chain link and wrought iron fencing.
•Administrative Minor Deviation has been requested to allow for the fence height.
•Municipal Code requires a solid block wall for screening nonresidential uses from public view, but the proposed chain link and wrought iron fencing does not meet this standard. To address this, the applicant will install Grasstik material along the north, east, and south sides of the site to provide additional visual screening.
•Fence layout is provided in “EXHIBIT E” of Attachment 1.

CEQA Exempt
Notification – Expanded Public Hearing Notice & Outreach
Policy completed – No comments to date
Findings – Can be made in compliance with Zoning Code
(EXHIBITS C & D to Attachment 1)
Staff recommends Approval of Resolution (Attachment 1)
and incorporate any modifications the the Planning
Commission may determine are necessary
