2. Approval of Minutes Regular Meeting — 07/10/2018
Mayor McNaboe corrected the minutes from July 10, 2018 on Packet Pg. 6, the second
line of the third paragraph under Consent to read "health insurance reimbursement in an
amount up to $640.00."
Council Member Kenneth J. Henderson also requested that the name Grant Ford be
replaced with the name. Grant Ward and that the name Mike Arragon read Mike
Arreguin.

D. CITY COUNCIL COMMUNICATIONS
Council Member Kenneth J. Henderson
Council Member Kenneth J. Henderson acknowledged all of those who attended the
Habitat for Humanity wall raising event and all of those involved who have worked
closely with the project over the years.
He attended the Planning Commission workshop on July 19th regarding the specific plan
presentation provided by outside consultants and was pleased to see the interaction
between the Planning Commission and staff.
Mayor Pro Tem Sylvia Robles
Mayor Pro Tem Sylvia Robles attended a board meeting for Omnitrans where
discussion was held regarding political signage on bus shelters and buses. Omnitrans
Plans and Programs will be held on the 25th where the board will discuss operations for
the next year.
Mayor Darcy McNaboe
Mayor Darcy McNaboe attended the July 11, 2018 San Bernardino County
Transportation Authority and discussed the following:
Approved additional construction support services for the Southern California
Regional Rail Authority for the Redlands Passenger Rail Project
Approved a California Environmental Quality Act Categorical Exemption for
Procurement of Additional Vehicle
Postponed a Shortway Subdivision Quiet Zone
Approved the Plans, Specifications, and Estimates for construction of the Rail
Storage and Maintenance Facility for Diesel Multiple Units in the City of San
Bernardino for the Redlands Passenger Rail Project and authorized the Invitation
for Bids
Approved the Omnitrans Specialized Transportation Services budget for
Consolidated Transportation Services activities for the coming fiscal year.
Adopted a resolution authorizing the allocation of Local Transportation Funds
and State Transit Assistance Funds for FY 2018/2019
Allocated the Population, Share and Operators Share funding under the State of
Good Repair Program for:

area with the consideration that Senate Bill 1 could possibly be repealed in

On July 14, 2018 Mayor McNaboe took advantage of Tai Chi in Susan Petta Park and
Music and Movies in the Park at Veterans Freedom Park.
On July 18, 2018 Mayor McNaboe attended the California JPIA Annual Meeting where
they are allocating $1 million for classroom and workshop training for all of their member
agencies. There was also discussion on the upcoming 23rd Annual Risk Management
Conference scheduled for September 19, 2018 through September 21, 2018.
On July 21, 2018 she attended the Habitat for Humanity wall raising event and thanked
the various organizations who volunteered their time.

10.Fabulous 40Th Anniversary Veterans Day Event
G. Harold Duffey, City Manager gave the Power Point presentation for this item.
Don Larkin, Chair of the Veterans Wall of Freedom Committee shared the Committee's
support for the City's activities for the Fabulous 40th Anniversary in conjunction with the
Veterans Day ceremony. The Committee will continue to work with City staff to make
this a truly memorable event.
Mayor Pro Tern Robles moved, and Council Member Henderson seconded to form an
ad hoc committee, which is to include Council Member Henderson and Mayor
McNaboe, to oversee communications for the Veterans Wall of Freedom event.
APPROVE DRAFT LETTER FOR COMMUNITIES OF THE INLAND EMPIRE AND
AUTHORIZE CITY MANAGER TO SEND TO MUNICIPALITIES IN RIVERSIDE AND
SAN BERNARDINO COUNTY.

APPROVE THE. PROMISSORY NOTE IN THE AMOUNT OF $875,000 TO
FORMALIZE THE LOAN BETWEEN THE GENERAL FUND AND THE WASTE
WATER FUND.

H. CITY MANAGER COMMUNICATIONS
G. Harold Duffey, City Manager announced Ferdinand will be showing at the upcoming
Music and Movies in the Park event on July 28th beginning at 6:30 p.m. at Richard
Rollins Park.
He also announced that July 27th and July 28th will be the last weekend of the summer
swim program.
City Manager Duffey reminded everyone of the Yoga, Tai Chi & Zumba classes in the
various parks throughout the City ,and the Mobile Zoo which will be making an
appearance at the Grand Terrace Branch. Library on July 26, 2018.
He also announced the City's Blood Drive scheduled for August 1, 2018 in the City
Community Room between the hours of 1:30 p.m. and 7:30 p.m.
Mayor Pro Tern Robles requested that the City Council hold a special meeting on the
special parcel tax that the County of San Bernardino is going to be imposing.
City Manager Duffey suggested August 7, 2018 and Council agreed.
