PUBLIC COMMENT
Jeffrey McConnell, Grand Terrace asked the San Bernardino County Fire District to
answer a couple of his questions. He would like to know how many calls for service
include multi-city alarms outside of Grand Terrace or on the freeway, what does the
$157.26 assessment fee include, and does the Grand Terrace City Council have the
power to place the assessment on-the ballot.
Bobbie Forbes, Grand Terrace believes it is the wrong time to place a parcel tax before
the voters on the ballot of the upcoming election to fund law enforcement now that other
issues are hitting the City. Ms. Forbes wants the City Council and Staff to come up with
other options to fund an additional sheriff deputy for the City.
Jeremy Rivera, Grand Terrace does not like any new tax. Believes that the San
Bernardino County Fire District should charge an individual's medical insurer for the

cost of ambulance service. He also would like to know if the apartments will be charged
per parcel or per apartment.
Jeremy Rivera, Grand Terrace would like the City to get the lack of law enforcement
services resolved. He demands that the City Council direct the City Manager to find the
money to fund additional law enforcement.
Debra Thomas, City Clerk read a letter into the record from Johan Gallo his and other
residents' efforts to place a parcel tax' measure on the ballot however due to the San
Bernardino County Fire,Department District request to increase parcel taxes, he asked
that the City Council rescind the City's parcel tax measure. He asked that the City
Manager and Staff reallocate budget dollars to support the. increased cost for the
Sheriff's budget.
NEW BUSINESS
1. Annexation of Parcels Within the City of Grand Terrace into the FP-5 Service Zone of
the San Bernardino County Fire District
G. Harold Duffey, City Manager gave the Power Point presentation for this item.
City Manager Duffey provided information on the History of Fire Protection Services, its
Governing Board, funding of Fire Protection Services, the Cost of Service and
introduced Fire Chief Mark A. Hartwig to provide the City Council with a presentation on
the Fire Protection Service Zone FP-5 Expansion.
Fire Chief/Fire Warden Mark A. Hartwig, San Bernardino County Fire District (District)
gave a Power Point presentation on the history of the District, the District's Service
Zone boundary map, how services for the District are primarily .funded, and the benefits
of FP-5. He also provided the breakdown of the 2018-19 Proposed Special
Assessment, and potential cuts required to balance the future budget without the FP-5
Expansion. Chief Warden also provided the FP-5 Expansion Process and Timeline for
the possible adoption of the expansion of FP-5 Fire districtwide.
Mayor McNaboe asked the Chief to respond to a resident's request if there-was a way
to cut costs if the District cut back on multi-jurisdictional alarms outside of Grand .
Terrace and assistance on the freeway.
Chief Hartwig explained that regionalizing services is the best option .and does not
believe staffing should be reduced for the City.
Mayor McNaboe also asked the Chief to respond to the question clarifying what goes
into the admin fee.
Chief Hartwig stated there is an administrative overlay which most is actually distributed

out to the zones through special operations.
Mayor McNaboe also asked the Chief if the District could assess local providers for
ambulance service requests.
Chief Hartwig explained that the District has attempted that process over the last two
years however it requires hard collections and the District really only broke even.
Council Member Doug Wilson asked for clarification 2017-2018 property value increase
of which means with the 6% and the 5% being proposed, the increase in fire service is
actually an 11% increase?�.
Chief Hartwig explained that the increase in service to the City of Grand Terrace is
roughly $1 million dollars.
Council Member Henderson asked if other City's extricating themselves from the District
had an impact on increasing the fees for the City's residents.
Chief Hartwig explained there is no added cost that is passed on with cities annexing
into the District.
Council Member Henderson requested Chief Hartwig provide how many parcels would
need to protest to meet the 25% threshold and the 50% threshold.
Chief Hartwig stated roughly 50,000 protests (parcels) countywide will need to be
received to meet the 50% threshold. This does riot include parcels already annexed into
FP-5.
Council Member Hussey asked if the County is facing the problem where private
ambulance service without a paramedic on board is required to wait at the hospital until
a patient is placed in a bed.
Chief Hartwig stated that is a countywide problem.
Mayor McNaboe would like Chief Hartwig to comment more on the different rates for the
different districts.
Chief Hartwig explained that each FP service zone has been created by the
communities who want varying levels of service.
City Manager Duffey asked if the District is factoring in the City-owned fire station cost
in its $2.2 million-dollar model.

factored into the cost.
Mayor Pro Tern Robles commented on the City's prior fire protection services with the
California Department of Forestry and is disappointed that the City no longer is the
governing board for its fire service. She would like look into the option of detaching from
the District and possibly contract with another agency.
Discussion was held on the way various cities share resources, pay for fire services and
revenues generated by each.
Mayor Pro Tern Robles, moved to direct staff to explore different avenues for fire
protection for the City of Grand Terrace and seconded by Council Member Henderson.

2. Receive Report and Consider Adoption of a Resolution Rescinding the Submission to
the Voters a Parcel Tax Measure that Would Enable the Funding of Law Enforcement
Services Beyond the Current 208 Deputy Hours Weekly for the General Election to be
Field on Tuesday, November 6, 2018, Directing the City Attorney to Prepare an Impartial
Analysis of the Measure and Setting Dates for Arguments and Rebuttals on the New
Measure as Called by Resolution Numbers 2018-19, 2018-20 and 2018-21
G. Harold Duffey, City Manager gave the Power Point presentation for this item
whereby he provided the timeline taken to place a parcel tax measure before the voters
and the impacts per household the law enforcement parcel tax and County Fire parcel
tax will have on residents.
ADOPT A. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND
TERRACE RESCINDING RESOLUTIONS 2018-19, 2018-20, AND 2018-21 WHICH,
RESPECTIVELY, (1) PLACED A PARCEL TAX MEASURE BEFORE THE VOTERS
OF THE CITY AT THE NOVEMBER 6, 2018 GENERAL -MUNICIPAL ELECTION,
REQUESTED THE ASSISTANCE OF THE COUNTY OF SAN BERNARDINO IN
CONNECTION WITH THAT ELECTION, CONSOLIDATED THAT ELECTION WITH
THE STATEWIDE 'GENERAL ELECTION BEING HELD ON THAT DATE; (2) SET
PRIORITIES FOR FILING A WRITTEN ARGUMENT REGARDING A CITY MEASURE
AND DIRECTING THE CITY ATTORNEY TO PREPARE AN IMPARTIAL,ANALYSIS;
AND (3) PROVIDING FOR THE FILING OF REBUTTAL ARGUMENTS FOR CITY
MEASURES SUBMITTED AT MUNICIPAL ELECTIONS

G. Harold Duffey, City Manager requested, due to a scheduling issue on August 6, 2018
to conduct City Attorney Interviews, that the City .Council reschedule the City Attorney
Interviews for one of the following dates:
Monday, August 20, 2018; or
Monday, August 27, 2018
City Council unanimously agreed to proceed with the City Attorney. Interviews on
Monday, August 27, 2018..
