Proclamation
•Local Emergency Declared by City Manager at 1630, January 09,
2025
•Widespread power outages throughout the community and high
winds necessitated a declaration of emergency
•Purpose
•To allow for a rapid and flexible response to the incident
•To continue to provide services and support for the community
•To allow for possible cost recovery associated with the emergency should
the opportunity arise.
•Continue State of Emergency until rescinded by City Council

Current Conditions
•Power remains out along Grand Terrace Rd. corridor, Honey Hills,
Preston corridor and portions of Observation St
•The City has served an estimated 5500 individuals at the
warming/charging centers
•Charging/Warming station is operational 0800 to 2000 (8pm) at the Senior
Center.
•Charging/Warming station is operational at City Hall 24 hours.
•Both centers offer water, coffee and light snacks.
•Both centers offer WiFi and a microwave.
Current Conditions cont.
•Lunch is served daily at the senior center. Over 800 meals have
been served.
•City Staff is doing daily wellness checks at senior apartments and
other locations.
•If you would like to have a wellness check performed for someone,
provide their name and address, and your contact number to the City
Clerk. We will only notify you if there is an issue. No news is good news.
Current Conditions cont.
•The traffic signal at Honey Hills and Barton is non-operational. This is a 4-way stop intersection. Please obey the traffic signs.
•Be aware that additional outages may affect other signals and drive with caution. If the light is out, let us know and treat the intersection as a 4-way stop.
•There are refrigeration facilities for medications at City Hall
•We continue to assist businesses with a freezer truck at City Hall to store inventory on a first come, first serve basis.
Current Conditions cont.
•Staff has committed approximately 1000 man hours to the
incident on a 24 hour basis.
•CERT Team is activated. Members have provided over 60 hours of
support staffing primarily in overnight staffing at City Hall.
•Public Works continues to monitor traffic signals and debris on
the streets.

•Major streets have had extra street sweeping to remove debris.
Regular sweeping schedule will continue
•Building Inspections are continuing.
•We would like to thank the Water District for their extraordinary
efforts in keeping our water flowing. During the power outages this
has been no small feat, and we are grateful for their diligence.

What IS happening
•The City will continue to operate warming/charging centers until
power is restored
•The City will continue to provide one warm meal per day to seniors
•The City will continue to do welfare checks as requested
What is NOT happening
•The City is not giving away free generators to residents
•There have been no deaths or injuries associated with the incident
•There have been no reported cases of looting or robbery
