•Key action is the upzoning of properties listed in the
Housing Element
•Rezoning is associated with an Environmental Impact
Report (EIR)
•Rezoning with an EIR can take 1.5 years or more,
depending on the project's complexity and potential
delays

•Unlike other elements, it is governed by detailed
statutory requirements and must be updated on a
regular basis.
•Must be reviewed by the State Department of Housing
and Community Development (HCD) for compliance
•The 2021-2029 Housing Element and is schedule to go to
Planning Commission on February 27th and City Council
on March 25th

Public Health & Safety
•Housing Element update triggered the need for revisions
to the Public Health & Safety Element
•State law requires the creation of the Environmental
Justice Element
•To update the Public Health & Safety, the Local Hazard
Mitigation Plan Must be revised
•The LHMP is a plan to identify natural hazards, like
wildfires and earthquakes, and prepare for them to
reduce risks and strengthen recovery efforts

•Updating the LHMP ensures eligibility for federal disaster
assistance and grants, promotes collaboration across city
departments, and supports community resilience
•The Grand Terrace LHMP expired in August of 2023 so
Grand Terrace currently does not have a current LHMP.
•Focus Meetings and Stakeholder meetings: 2/25 through
3/18. Public review: 3/19–4/2. Submit to Cal OES/FEMA
by 4/4. Plan review: 3–4 months. City Council approval:
July/August 2025.
