Staff Recommendation
Planning Commission adopt a Resolution (Attachment
1) recommending City Council approve ZCA 24-04
along with any recommendations the commission may
have.
Background
•Planning Commission reviewed this item on 11.21.2024
•Provided staff with direction on several sections of the code
•Staff has returned with those edits for consideration.

•Garage Sales end at sunset and not dusk
•City Manager “or their designee” to be standard language
•Add noise standards for commercial and residential areas
•Automotive repair should end at sunset
•Require security cameras for sidewalk vending
•Require CUP for agricultural land use overhead irrigation
Chapter 5.40 GARAGE SALES
Goal: Look at the hours when
garage sales occur to ensure
minimal impact.
Current hours are 8am to 8pm.
Revised hours from 7am to
sunset. No garage sales in the
dark.

Chapter 5.42 INTEGRATED WASTE MANAGEMENT
Goal: Look at the hours when
trash collection occurs to ensure
minimal impact.
Current hours are 6am to 5pm for
residential and 5am to 5pm
commercial.
Revised to add “or their designee”
Revised hours are from 7am start
time to 5pm. No trucks picking up
before then.

Goal: Look at hours when overhead irrigation occurs to ensure minimal impact.
Current overhead irrigation hours are 8pm to 10am.
Specified that’s for residential and commercial.
Defined overhead irrigation per State.
Added CUP requirement for agricultural overhead irrigation.

Conclusions
Staff recommends Approval of Resolution (Attachment 1)
and incorporate any modifications the the Planning
Commission determines are necessary
Commission seeks Council direction on the following:
•Explore what it would take to end 8.112 fireworks; and
•Explore working with City Attorney to revise 18.82.010 -
Residential Care Facilities.
