HomeMy WebLinkAboutC.2 Public Hearing - ZCACity of Grand Terrace Public Hearing Introduction and First Reading of an Ordinance approving Zoning Code Amendment (ZCA) 24-04 May 2, 2024 April 8, 2025 City Council Public Hearing ZCA 24-04 •Zoning Code Amendment No. 24-04 (Staff Report) •Ordinance with Findings (Attachment 1) •Redlined edits (Attachment 2) •Environmental Exemption (Attachment 3) Background •2024 - City updated standard hours of operation of businesses •Council directed Staff to go through the Municipal Code to ensure noise and the business hours are harmonious •ZCA 24-04 represents that clean-up of the Municipal Code HOURS / NOISE / MISCELLANEOUS FIXES •Planning Commission: 11/21/2024 and 2/27/2025 •Recommendations are incorporated •City Council: 03/25/2025 and 04/08/2025 •Recommendations are incorporated Revisions •Home Occupation Permit (Ch.5.06) and Massage Parlors and Massage Technicians (Ch. 5.48): To replace all use of massage “parlor” with massage “clinic” •Noise (Ch. 8.108): To add language that the Building Official may, in their reasonable discretion, extend or limit construction hours in Section 8.108.060 •Wireless Telecommunications Facilities in the Public Right-Of-Way (Ch. 12.56): To make Section 12.56.070 read better so testing times and run times of the generators are clear Staff Revisions •Objective Design Standards (Ch. 18.64): For ODS development application of ten (10) or fewer dwelling units the project is required to be Department of Energy Zero Energy Ready Home Program certified Conclusions •2030 VISION STATEMENT: ZCA 24-04 supports Goal 3 to promote economic development by preparing for future development by updating the Municipal Code to ensure land use and operation standards are current per the Land Use Element Implementation Plan Goals 2.1 and 2.3 and Policies 2.1.4 and 2.3.5. •ENVIRONMENTAL REVIEW: Exempt from California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) – Common Sense Exemption. •NOTIFICATION: Published in 3/13/2025 Grand Terrace City News/Posted in Public Places by Clerk. No comments. •FINDINGS: All findings can be made and are included within the Ordinance. •FISCAL IMPACT: None. •Second Ready to be scheduled on May 13th Staff Recommendation a. Conduct a Public Hearing; and b. Introduction and First Reading of an Ordinance of the City Council approving ZCA 24-04 with the addition of language that the Building Official may adjust construction hours; and c.
