Vision
This item supports Goal #1 of the City,
"Ensure Our Fiscal Viability“, by
implementing a funding mechanism via the
formation of a Community Facilities District
for the maintenance of new landscaping
and lighting installed due to new
development.

Background:
On March 25, 2015, City Council approved
a resolution declaring its intention to
establish Community Facilities District
2025-1 (Public Maintenance Services).

CFD Special Tax Basis
Law requires the special tax to be based on cost or other reasonable basis:
–The City’s current maintenance contracts and utility rates were used to estimate CFD Budget for Fiscal Year 2025/26 and the corresponding Special Tax rates.

CFD Special Tax Rates
Based on the budget, the initial Fiscal
Year 2025/26 CFD special tax rate is
$1,816 per single family residential unit.
Special Tax Revenue may be used each
year in any amounts at the City’s
discretion to fund the authorized
services and maintenance.
Recommendation
•Hold a public hearing to allow any interested
persons to be heard on matters related to the
proposed CFD
•Announce ballot results.
•Adopt resolutions outlined in the staff report.
•First reading of ordinance.
