Site Description and Surrounding Land Uses Site Plan (Exhibit A) Building Renderings (Night) Building Renderings (Day) West Elevations- View from Michigan cul-de-sac South Elevations- View from project parking lot East Elevations- View from Commerce Way North Elevations- View From Barton Road Trash Enclosure Landscaping Signage Signage Public Art •The project is subject to the City’s Art in Public Places ordinance. •The applicant has elected to fulfill this requirement by paying the in-lieu fee rather than installing public art on-site. •Payment of the in-lieu fee is included as a formal condition of approval for the project. Environmental Review 24- 01 •An Initial Study/Mitigated Negative Declaration (IS/MND) and Mitigation Monitoring and Reporting Program (MMRP) were prepared consistent with CEQA. •Potential impacts on cultural resources, geology, and hazardous materials were identified but will be mitigated to less than significant levels. •The IS/MND was circulated for public review and comment; the Final MND is provided as “Exhibit AA” in Attachment 1. Findings The Applicant/ Project is consistent with: •The Project is consistent with the goals and policies of the General Plan •The Project is consistent with the Land Use/ Economic, Environmental, and Infrastructure Goals found within the Barton Road Specific Plan (BRSP) and the associated objectives and policies for each goal •Project shall comply with the Conditions of Approval Notification The Public Hearing Notice for the Project was published in compliance with the City’s Municipal Code and the City’s “Expanded Public Noticing and Outreach Policy for Public Hearings and Public Workshops.” Staff Recommendation Based on the findings and analysis in the staff report, staff recommends that the Planning Commission/Site and Architectural Review Board approve/adopt: •Adopt Resolution Attachment 1- Approving Initial Study/Mitigated Negative Declaration (IS/MND) and the Mitigation Monitoring and Reporting Program (MMRP) •Adopt Resolution Attachment 2- Approving SA 24-03, CUP 24-02, SP 24-01, E 24-01 Thank You Questions/ Comments Past Aerial Image Signage February 11, 2025 City Council Meeting Application/ Project •The Applicant, Dutch Brothers Coffee, represented by John Caglia, filed an application for Site & Architectural Review 24-03 •Applicant requests to establish a “Coffee Shop” and construct a 984 square foot building with drive-thru and walk-up service •The Barton Road Specific Plan (BRSP) General Commercial (GC) Planning Area 1 (P.A.1.) •Drive-thru and coffee shop land uses are permitted within Barton Road Specific Plan Planning Area 1 •Site improvements include 40% landscaping, 50% for parking and drive aisles, and 7% pedestrian walkways. Corrections •Correction Identified:The Initial Study incorrectly identified the Victor Valley Wastewater Reclamation Authority (VVWRA)as the wastewater treatment provider. •Accurate Information:Wastewater from the project will be treated by the City of Colton’s wastewater treatment plant. •Clarification:The findings remain valid because the project is within the combined treatment capacity of Colton’s wastewater treatment facilities.
