HomeMy WebLinkAboutC2- Power Presentaion For Dutch Brothers Coffee 06-19-25City of Grand Terrace June 19, 2025 Planning Commission Public Hearing City of Grand Terrace Planning Commission/ Site and Architectural Review Board Public Hearing Presented By Lisette Sanchez-Mendoza Consultant Planner, Planning & Development Services Continued Public Hearing for Site and Architectural Review 24-03, Conditional Use Permit 24-02, Sign Program 24-01, and Environmental Review 24-01 June 19, 2025 Dutch Brothers Coffee Project June 05, 2025, Public Hearing Summary •Staff introduced the project and gave a presentation. •The Planning Commission had questions and discussion regarding public art, public health permits, encroachment permits, signage, hours of operation and onsite circulation and traffic. •The Planning Commission shared concerns regarding potential traffic impacts and continued the public hearing directing staff to bring in the Traffic Engineer to explain the Traffic Impact Analysis and address the Planning Commission concerns with the current site plan. Corrections •The Initial Study incorrectly identified the Victor Valley Wastewater Reclamation Authority (VVWRA)as the wastewater treatment provider. o Accurate Information:Wastewater from the project will be treated by the City of Colton’s wastewater treatment plant. The findings remain valid because the project is within the combined treatment capacity of Colton’s wastewater treatment facilities. •Condition #58 of Exhibit B will be removed as the City currently does not have reclaimed water service available and has no immediate plans to install reclaimed water infrastructure. o 58. All irrigation shall be "purple pipe" at the property, and when reclaimed water EXHIBIT B Exhibit B Resolution No. 2025-Page 9 of 14 infrastructure becomes available to the Project, the Property Owner shall disconnect irrigation from potable source and connect to reclaimed water source resulting in a non-potable irrigation. Corrections •Condition #38 of Exhibit D has been amended as follows: o 38. Drive thru lane queuing shall not back in onto Barton Road or Commerce Way and shall not impede traffic from exiting the drive thru. Traffic control measures shall be submitted to the Planning Department for review prior to the issuance of the Certificate of Occupancy.
