FINDINGS
•Consistency with Community Values:The prohibition on commercial cannabis activity continues to reflect the values and preferences previously expressed by the Grand Terrace community.
•Low Rate of Cannabis-Related Complaints:The City has not experienced a significant volume of complaints or violations related to personal cultivation or illegal dispensary operations.
•Effective Enforcement Tools in Place:The current code provides adequate authority for staff to respond to cannabis-related code enforcement issues, including illegal commercial activity.
•No Mandate for Local Commercial Activity:State law continues to allow cities to prohibit commercial cannabis uses. There is no legal obligation to revise the City’s existing prohibitions.
•No Immediate Economic Benefit Identified:While some jurisdictions have pursued cannabis as a revenue source, the potential fiscal benefit to Grand Terrace is uncertain and may not outweigh the costs and community impacts.
