Mobile food vendors are an
increasingly popular form of food
service
Their presence in public rights-of-way
and private lots without regulation has
the potential to cause disruption
California Vehicle Code authorizes local
governments to regulate mobile food
truck operations
Grand Terrace lacks a comprehensive
regulatory framework specific to
mobile food trucks
Place mobile food trucks
under regulations similar
to brick-and-mortar
locations.
Allow use for private
events.
Constrains activities to
commercial locations.
Time, Place, and Manner Restrictions
•Limits mobile food truck operations to specific
zones where restaurant uses are allowed.
•Prohibits operation near crosswalks, intersections,
schools, parks, libraries, and other sensitive land
uses.
•Establishes operating hours between 7:00 a.m. and
7:00 p.m.

Public Safety and Traffic Flow
•Requires adequate visibility and clearance around
intersections, driveways, and fire hydrants.
•Prohibits obstruction of sidewalks, drive aisles, or
emergency access routes.
•Requires maintenance of cleanliness and debris
control around vending areas.

Health and Safety Requirements
•Establishes distance requirements from restrooms.
•Requires adequate waste receptacles and disposal.
•Prohibits use of amplified, alcohol sales, overnight
parking or restocking on public streets.
•Prohibits use of additional furniture such as tables,
chairs, and umbrellas in public areas.

Health and Safety Requirements
•Requires compliance with San Bernardino County Public Health and Fire Department inspections.
•Must have a business license and pay taxes in the City.
•Must receive a Temporary Use Permit through the Planning Department.
•Must provide site plans, health certifications, insurance, restroom access agreements (if applicable), and waste disposal plans.
