unless they actively “opt out.”
•CCEs design customer rates and have
greater flexibility than IOUs.
•CCEs acquire public funding for customer
efficiency and assistance programs.
•CCEs typically buy more renewable power.
•CCEs have greater regulatory flexibility than
IOU on buying power.
•CCEs receive customer revenues from IOU, pay
off operating expenses, retain net revenues.
•CCEs can still work with
IOUs to develop reliable
electric grids in their
communities.
