•Recreation and Park Districts in California are independent special districts
•May be formed to enhance park services, secure independent funding streams, or coordinate recreational efforts across jurisdictions
•Establishing a Recreation and Park District involves several legally prescribed steps and must be approved and overseen by the Local Agency Formation Commission
BACKGROUND
•The district becomes a legal entity
•A board of directors is established
•Funding mechanisms and service delivery can
begin
–Property tax revenues
–Special assessments or parcel taxes (require 2/3
voter approval)
–Program fees, facility rentals, and grants
ONCE APPROVED
RECOMMENDATION
•That the City Council receive and file this
report.
•That the City Council provide direction to
staff on potential next steps if any.
