•AB 98 (Planning, Logistics, and Neighborhood Standards Act)
establishes statewide standards for logistics facilities
•Focuses on site design, truck circulation, buffers, and separation
from sensitive receptors
•SB 415 refines and clarifies AB 98 standards for consistent local
implementation
•Cities are required to incorporate these standards into their zoning
codes
Summary
Purpose
•Ensure compliance with new State law requirements
•Provide clear, objective standards for logistics facilities
•Improve protection for nearby homes, schools, parks, and other
sensitive uses
•Increase transparency and predictability for applicants, staff, and
the public
Zoning Code Changes
•Creates a new chapter for Logistics Use Standards (Chapter 18.75)
•Adds State-aligned definitions for Logistics Use and Sensitive
Receptor
•Separates logistics uses from other industrial uses in the use table
•Establishes setbacks, buffers, truck circulation, and building
orientation standards
•Applies enhanced standards within 900 feet of sensitive receptors

•Duly noticed Planning Commission public hearing was held
December 18th, 2025
•Planning Commission reviewed the amendment for consistency
with State law, the General Plan, and Housing Element
•Planning Commission recommended City Council approval of the
zoning code amendment with no changes
•Text amendment only – does not approve a specific development project
•Not a project under CEQA pursuant to Sections 15060(c)(2) and
15061(b)(3)
•Staff recommendation:
•City Council adopt the ordinance approving ZCA 25-04
