HomeMy WebLinkAboutF. 13 - ZCA 26-01 Employee HousingCity of Grand Terrace May 12, 2026 City of Grand Terrace City Council Public Hearing Presented By Gabriel Arguelles Planning & Development Services Zone Code Amendmnet (ZCA) 26-01 Agricultural Employee Housing •Establishes regulations for agricultural employee housing in AG -1 and AG -2 overlay districts •Defines housing types including small-scale, large-scale, and seasonal employee housing •Creates objective development standards (parcel size, setbacks, infrastructure, safety) •Allows qualifying projects to be approved ministerially (by-right) Summary Purpose •Required to comply with: California Employee Housing Act •Supports the City’s Housing Element (2021–2029) Program 12 •Remove constraints on housing •Allow housing for agricultural workers Zoning Code Changes •Standards include: o Minimum parcel sizes o Unit limits Setbacks and lot coverage o Infrastructure requirements (water, wastewater) o Fire and safety access o Includes annual verification + occupancy requirements Planning Commission Actions o Conducted a duly noticed public hearing on March 19th o Received staff presentation and public testimony o Directed revisions to the ordinance, including updates to the temporary grazing regulations in the AG -1 Overlay District o Adopted a Resolution recommending City Council approval of the proposed Ordinance o Recommended the City Council determine the project is exempt from CEQA •CEQA Exemption o Not a project (CEQA Guidelines §15061(b)(3)) •No fiscal impact o Regulatory update only o Future projects subject to normal fees •Staff recommends: o Adopt Resolution recommending approval Environmental Review, Fiscal Impact & Recommendation Thank You Questions/ Comments
