HomeMy WebLinkAboutAB 98 - Study Session_2City of Grand Terrace Truck Route and Signage Update CITY COUNCIL AND PLANNING COMMISSIONSTUDY SESSIONSEPTEMBER 21, 2026 Introductions What are truck routes? Recent state requirements Overview of this planning effort Grand Terrace’s current truck route network Open discussion and questions Next steps and opportunities for community input Agenda Trucks routes are public streets and highways that are designated for use by trucks, with limited exceptions for them to use other streets. They connect trucks to destinations to pick up or deliver goods and materials, plus connect to regional freeways and highways. Truck routes direct truck traffic to streets appropriate for larger vehicles and away from residential streets. The City of Grand Terrace currently designates truck routes for trucks exceeding 10,000 pounds in its Municipal Code, Article 10. What Are Truck Routes? AB 98 contains new limitations on warehousing/logistics uses and requirements for Circulation Element updates: Local agencies are prohibited from approving new or expanded “logistics uses” near sensitive receptors, unless state standards are met. Requires local jurisdictions to update General Plan Circulation Element with specific requirements for truck routes. Truck route requirement goes into effect by 2028 (or 2026 for warehouse concentration region). Recent State Requirements AB 98 Circulation Element requirements: Identify truck routes to accommodate truck traffic and avoid residential areas and sensitive receptors. Maximize use of highways, arterial roads, major thoroughfares, and local commercial streets. Require logistic use projects to be accessible by truck routes. Other requirements such as truck route signage, available maps, and public involvement. Recent State Requirements AB 98 defines a sensitive receptor as: 1.A residence, including, but not limited to, a private home, apartment, condominium unit, group home, dormitory unit, or retirement home. 2.A school, including, but not limited to, a preschool, prekindergarten, or school maintaining kindergarten or any of grades 1 to 12, inclusive. 3.A daycare facility, including, but not limited to, in-home daycare. 4.Publicly owned parks, playgrounds, and recreational areas or facilities primarily used by children, unless the development of the park and recreation areas are included as a condition of approval for the development of a logistics use. 5.Nursing homes, long-term care facilities, hospices, convalescent facilities, or similar live-in housing. 6.Hospitals, as defined in Section 128700 of the Health and Safety Code. Recent State Requirements SB 415 mainly serves a “clean up” of AB 98. The key point related to truck route maps is: Jurisdictions outside of the warehouse concentration region can adopt an ordinance (instead of updating their Circulation Element). SB 415 does not change AB 98’s deadlines. Recent State Requirements What this means: The City will evaluate its existing truck route network and identify whether changes are needed. Review connections to freeways and adjacent cities. Explore opportunities to streamline the network. Maintain access to logistics uses. Avoid truck traffic near residential and sensitive uses to the extent feasible. What Do These Requirements Mean? What this doesn’t mean: Removing truck routes in a way that makes logistics uses inaccessible Completely remove all effects of trucks on residential and sensitive uses. Existing Conditions Analysis and Inventory Document and verify existing truck routes and related signage. Traffic and truck data collections. Gather and map land use, demographic, and transportation data. AB 98 Compliance Review Examine proximity to residential areas and sensitive uses. City of Grand Terrace Truck Route and Signage Update Last revised in 2016. Detailed in City’s Municipal Code (Article X, Section 04-630). Consists of Barton Road and portions of Mt. Vernon Avenue, Main Street, and La Cadena Drive. Not shown in General Plan Circulation Element (2010). Not currently provided online (as PDF or interactive map). Current Truck Route Network General Plan Circulation Element includes some supporting policies and actions: Policy: The City shall route truck traffic away from residential areas and work with regional agencies in order to mitigate potential impacts from regional traffic. Action: Designate truck routes through the community based upon coordination with the County Sheriff and California Highway Patrol. Action: Review commercial and industrial projects to assure that truck traffic will not impact residential neighborhoods. Current Truck Route Network Current Truck Route Network Routes travel near sensitive uses. The majority of the city is residential, especially along Mt. Vernon Avenue and along Barton Road. Schools, daycare, parks, and assisted living are located throughout the city, with several east of Mt. Vernon Avenue.
