Approval of Regular and Special Meeting Minutes of July 24, 2018, .July 26, 2018 and August 7, 2018 Jeremy Rivera, Grand Terrace requested clarification on the San Bernardino County Sheriff's Department contract and what he believes to be a discrepancy in the hours per week listed in the Power Point presentation and he wanted to comment on the City owned property located at 22273 Barton Road and requested that the City Council direct the City Manager to get the property developed. Notice of Completion for the Work Completed by Precision Concrete Cutting to Repair Uneven Sidewalk at Various Locations Council Member Bill Hussey asked Staff why areas in the City were overlooked for sidewalk repair. Alan French, Public Works Director explained that the uneven sidewalks throughout the City were inventoried and based on available funding, segments are selected based on the severity of the repairs. PUBLIC COMMENT Jeremy Rivera, Grand Terrace expressed his concerns about comments directed at him from the dais at the last meeting. He challenged a member of the Council to find replacement child care services for the City, shared his thoughts about Facebook and believes 400 signatures on a petition for an extra deputy 40 hours a week is a pretty good indication what residents want. David Hahn, Executive Director, Habitat for Humanity thanked City Council for approving the $35,000 short term loan and announced the agency is ready to repay the loan to the City and presented the check to Assistant City Manager, Cynthia Fortune. D. CITY COUNCIL COMMUNICATIONS Council Member Kenneth J. Henderson Council Member Kenneth J. Henderson attended the scheduled Movies in the Park over the last few weeks and is proud to have been a part of such a wonderful family event for .the community. Council Member Henderson attended a meeting with Supervisor Ramos and Mayor McNaboe to obtain further details about the Fire District proposing annexation and imposing a parcel tax assessment without a vote of the people. As a result of that meeting he has requested that the item be agendized again for a future detailed discussion to give residents another opportunity to hear from staff and Fire District personnel to get a better understanding of what the proposal is all about and to determine what course of action the City may want to take, individually or collectively, at the upcoming October 16th meeting which could impact the Board's deliberations. City of Grand Terrace Page 3 Minutes Grand Terrace City Council August 14, 2018 Council Member Bill Hussey Council Member Bill Hussey expressed his appreciation to Habitat for Humanity for building the homes for those that can call Grand Terrace home. He attended the League of California Cities Division meeting on June 14th where Supervisor Curt Hagman discussed the increased air traffic occurring at Ontario International Airport. Council Member Hussey also has an opportunity to speak with Loma Linda Mayor Pro Tern Phill Dupper and they discussed the FP-5 annexation and parcel tax assessment. Council Member Duper suggested the City Managers from Grand Terrace and Loma Linda get together to discuss partnering for fire services. Residents have expressed concern for his health and he explained that the change in appearance is due to weight loss and wanted to share information on the VA MOVE Program for those interested in managing their weight. Council Member Hussey also wanted to share his experience recently with loose dogs approaching him, his wife and dogs. They were aggressive, but thankfully no one was injured. He took the opportunity to encourage responsible pet ownership to keep everyone, including the animals, safe. Council Member Doug Wilson Council Member Doug Wilson applauded the first responders for apprehending a suspected burglar with the aid of ALPR cameras and expressed his thanks. Mayor Pro Tern Sylvia Robles Mayor Pro Tern Sylvia Robles explained that the child care facility was running a deficit and the deficit limited the City to fund sheriffs. The City leased the child care building to another entity;. however, they were unable to make it work. She also explained that she requested a poll for law enforcement, which she received a second, to obtain data that will assist the City Council with their discussions. Mayor Pro Tern Robles attended Omnitrans Plans and Programs Committee on July 25, 2018 and discussed the following: Received and forwarded to the Board of Directors the West Valley Connector Project.Update and the OmniConnects Short-Range Transit Plan Recommended the Adoption of the Triennial Title VI Report for Submission to the Federal Transit Administration Authorized of a One-Year Pilot Adopt-A-Stop Program Received and forwarded to the Board Customer-Based Ridesharing and Transit Interconnectivity Study Presentation City of Grand Terrace Page 4 Minutes Grand Terrace City Council August 14, 2018 Mayor Darcy McNaboe Mayor Darcy McNaboe attended the SBCTA General Policy Committee meeting on August 8, 2018 and discussed the following: Recommend that the Board approve Consolidation of General Assembly with the Annual City/County Conference Recommended Approval on Amendment 1 to On-Call Labor Compliance Service Contracts with Gafcon, Inc. and GCAP Services, Inc. Received an update on FY 2018/2018 Work Goals and Objectives for the Transit Authority Recommended Approval of a Budget Amendment by an amount of sales proceeds from trucks previously purchased through a Department of Energy grant for the transition of 204 tractor/trailer vehicles to compressed or liquefied natural gas. Recommended a contract with ICF Jones and Stokes to develop a San Bernardino County Regional Greenhouse Gas Emission Reduction Plan Update. Approve the Release of Request for Proposals for SBCTA Public Outreach and Graphic Design Services in support of SBCTA Projects and Programs Recommended approval of a Policy Allocation of Senate Bill 1 Local Partnership Program Funds She also attended the Metro Valley Study Session on August 9, 2018 and discussed the following: Received a Major Projects Status Report through June 2018 Approved a Construction Zone Enhanced Enforcement Program Services with the California Highway Patrol for the Interstate 10 Corridor Contract 1 Project Approved the Release of Request for Qualifications for a Design Build contract for the Mt. Vernon Viaduct project in the City of San Bernardino Awarded of a contract with Southstar Engineering and Consulting Inc. for Construction Management Services for State Route 60 Archibald Avenue Interchange Project Mayor McNaboe received a request from the U.S. Department of State requesting the City Council consider performing passport services and the Department of State will offer a $35.00 execution fee for each passport application that is processed. Award from Community Benefits Fund to the Grand Terrace High School Football Boosters for the Grand Terrace Football Community Kick-Off Event. Todd Nakasaki, Management Analyst gave the Power Point presentation for this item. Telice Ostrinski and Tracy Preston of the Grand Terrace High School Football Boosters thanked the City Council for allowing them the opportunity to apply for the Community Benefits Fund funding for their Community Kick-Off event as it brings the community together. 1. APPROVE THE AWARD OF $2,000 FROM THE CITY'S COMMUNITY BENEFITS FUND TO THE GRAND TERRACE HIGH SCHOOL FOOTBALL BOOSTERS TO HELP COVER THE COSTS OF THE GT FOOTBALL BOOSTERS COMMUNITY KICK-OFF EVENT. CITY MANAGER COMMUNICATIONS Cynthia.Fortune, Assistant City Manager gave the City Council an update on the Barton Road Interchange Project. Beginning September 15, 2018, the traffic signal light will be moved to Barton and Commerce Way with the intersections opening scheduled for October 1 2018. The City's last Music & Movies in the Park is scheduled for'August 25, 2018 at Susan Petta Park beginning at 6:30 p.m. and will feature Boss Baby. Assistant City Manager Fortune also announced an Edison Outage School hosted by .Southern California Edison scheduled for Wednesday, August 22, 2018 at City Hall in the Community Room beginning at 6:30 p.m. SCE will provide information on its communications processes and how to prepare for maintenance, repair and rotating outages. Fortune, Assistant City Manager Negotiating parties: 22400 Barton, LLC - James D. Franklin Under negotiation: Price and terms of payment RECONVENE TO OPEN SESSION The City Council reconvened to Open Session at 7:00 p.m. REPORT OUT OF CLOSED SESSION' Mayor McNaboe reported out of Closed Session as follows: That the City Council met with its real property negotiator regarding Item I. 1 on the agenda which relates to the sale of the former Grand Terrace Child Care Development Center located at 22400 Barton Rd #200 in Grand Terrace to 22400 Barton, LLC. On July 10 2018 the City Council authorized the sale of the real property for the amount of $1,000,600 and entered into an Agreement and Escrow Instructions to accomplish the sale. Subsequent to entering into the agreement and opening.escrow, the Buyer discovered that it would be required to make approximately $218,968 in improvements to the property, which includes $196,018 in ADA Compliance improvements. The Buyer requested a reduction in the purchase price as a result of this discovery. The City Council voted to approve a reduction in the sales price of $90,000 dollars to offset a portion of the improvements and to authorize the City Manager to execute an amendment to the Sales Agreement and Escrow Instructions and any other documents necessary to carry out the Council's direction. The revised sale price is $910,000. The Motion was made by Council Member Wilson and Seconded by Council Member Henderson. The City Council voted as follows: a. Mayor McNaboe Yes b.
