Update on Interstate 215: Barton Road Interchange, Grand Terrace - James
Ramos, Third District Supervisor
James Ramos, Third District Supervisor provided an overview of the Interstate 215:
Barton Road Interchange Project which will include replacing the Barton Road
overcrossing, reconstruction widening of Barton Road from west of Grand Terrace Road
to east of Vivienda, realignment of existing entrances and exit ramps, traffic signal
modification, improvements to sidewalks, bike lanes on Barton Road, and creation of a
roundabout west of the bridge at southbound on and offramps. Some local streets will

be reconfigured and improved such as the realignment of La Cross Avenue, Michigan
Street will transition into a cul-de-sac and Vivienda will connect with Commerce Way.

8. Annual Financial Report for the Year Ended June 30, 2017
Council Member Doug Wilson commented on the increase of the City's net pension
liability increase which causes concern and is something Council needs to keep an eye
on.
Looking at Capital Assets under Land, Council Member Wilson asked what the Deletion
column represents.
Cynthia Fortune, Assistant City Manager explained that represents either the City sold
the land or transferred the land from the City.
Mayor Pro Tern Sylvia Robles pointed out that Council Member Wilson was the
alternate for the San Bernardino County Transportation Authority and was instrumental
in calling out the oversight of the City of Grand Terrace and how critical it was to future
development and increasing the City's financial stability and wanted to recognize him
publicly for his participation.
Cynthia Fortune, Assistant City Manager presented a Power Point presentation for this
item.

C. PUBLIC COMMENT
Daniel Peeden, Assemblymember Eloise Reyes office announced an upcoming event
on May 19, 2018 from 8-12, Stand Up to Stigma - Let's Talk About Mental Health. He
also announced Assemblymember Reyes' 30 under 30 Award Ceremony taking place
during the summer of 2018. Mr. Peeden encouraged the City to nominate individuals
from the City of Grand Terrace to receive this award.

10.City Council of the City of Grand Terrace to Consider Placing a Parcel Tax Measure
Before the Voters of the City at the November 6, 2018 General Municipal Election to
Fund Law Enforcement Services and Related Election Requirements
Mayor McNaboe opened the Public Hearing at 6:45 p.m.
G. Harold Duffey, City Manager and Doug Wolfe, Lieutenant with the County of San
Bernardino Sheriff's Department gave Power Point presentations for this item.
Council Member Bill Hussey asked if the ballot measure passes, how will Staff ensure
the money collected will be spent only on what the residents voted for.
City Manager Duffey explained when the parcel tax is collected the proceeds will be
held in a special fund. Every year the City will submit its Schedule A and the City will
have "X" number of hours that it pays for in its contract. If the hours are not 208 and
above, the City will not have access to those funds.
Mayor Pro Tern Robles asked why Staff only brought back one choice for discussion; a
parcel tax to bring before the voters.
City Manager Duffey stated as the policy implementer, he was given direction to bring
this item back and based on workshops and discussions, Staff was asked to bring back
a measure that duplicated the citizen driven petition to place an initiative on the ballot
for law enforcement services.
Mayor McNaboe asked if the citizen-initiated petition were to begin from scratch would
there be enough time to place it on the November 2018 ballot.
Debra Thomas, City Clerk informed Council there was not enough time to meet the
deadlines.
Council Member Henderson asked Lieutenant Wolfe to describe the response times for
the City.
Lieutenant Wolfe stated if the one scheduled 24-7 deputy escorts someone to jail, there
is no deputy working in the City. If a Priority One call goes out, it will take a long time
before a deputy can get into the City.

Discussion was held on the difference between a special tax requiring a two-thirds vote
versus a general tax.
Council Member Wilson believes the City is very vigilant and due to that vigilance, has a
higher call rate. Based on the numbers presented, he wants to make sure that the City
is going to receive a benefit if the City finds the funding for additional law enforcement.
Lieutenant Wolfe has stated the City of Grand Terrace is a safe community. Some of
the surrounding areas are not. The ability to stop outside forces from committing crimes
in the City is by contacting those individuals when appropriate.
City Manager Duffey explained the City gets a report each week on the types of calls.
Looking at the report, there are pedestrian, and vehicle stops. A majority of the time
those stops result in possession of drugs and/or guns. Adding the 40-hour deputy, is
ultimately a preventable measure which assists the City in maintaining its quality of life.

Mayor McNaboe closed the Public Hearing and recessed the City Council meeting at
8:12 p.m.
Mayor McNaboe reconvened the City Council meeting at 8:19 p.m.
Council Member Henderson asked the residents if they would be willing to vote on
whatever issue the City Council might place before them on the November 2018 ballot
for enhanced law enforcement services. He explained to the residents the steps taken
to establish sales tax revenues to get just to the level the City was back in 2008 which
should concern everyone as that means sales tax is stagnate. He also explained the
increase in the sheriff's contract and how that is outpacing tax revenue.

Mayor Pro Tern Robles explained some of the history on how the City of Grand Terrace
incorporated, touched on Prop 13 and how that benefitted the community at the time.
The City has never been solvent. The citizens need to recognize standing on its own
comes at a cost. This item is giving the voter a right to tax themselves and what is good
for the common wealth.
Council Member Hussey talked about the reasons he moved to Grand Terrace, the
quality of life and the safety of the community. He provided the public with information
on what the City Council has done to pay for and maintain public safety, however due to
the loss of some tax revenue, he is asking the voters for their help. By allowing voters to
pass the measure before them, he believes it will help keep the community safe as well
as the safety of those protecting them.
Council Member Wilson believes the issues facing Grand Terrace today result from the
breakdown of the family which he believes can be resolved starting in the home. He
does not believe you can solve everything by throwing money at it.
Mayor McNaboe appreciates the City's deputies and states they do an excellent job.
Listening to those speaking tonight she didn't hear from anyone that the City should not
have more sheriff patrol, however she did not hear from the public displaying a strong
fight to place the tax measure on the ballot. She believes the public wants Council and
Staff to find a way to increase law enforcement patrol and believes the City can do it
with the budget in place and find cuts in that budget to make it happen.
Mayor Pro Tern Robles moved, and Council Member Hussey seconded to agree, in
principal, to place an item on the November 2018 ballot for a tax measure, but have
Staff come back at a future council meeting with more options to consider as far as what
type of tax.

Alan French, Public Works Director gave the Power Point presentation for this item.
Council Member Wilson asked why there is a reversion to acreage.

Director French stated the City is processing a lien agreement for the securities of
public improvements. If the owner breaches the lien agreement, the City can process a
reversion to acreage and dissolve the map.

2. APPROVE THE SUBDIVISION IMPROVEMENT AGREEMENT ("STREETS
AND STORM DRAIN AGREEMENT") AND LIEN AS THE IMPROVEMENT

APPLICANT; IN SUBSTANTIALLY THE FORM ATTACHED.
3. AUTHORIZE THE MAYOR TO SIGN THE FINAL MAP MYLAR'S; AND
4. DIRECT STAFF TO FORWARD THE MYLAR'S TO THE SAN BERNARDINO
COUNTY RECORDER'S OFFICE FOR RECORDATION.

12.Planning Commission Appointments
G. Harold Duffey, City Manager gave the presentation for this item.
Discussion ensued about the collaborative approach the City Council has taken in the
past appointing its Planning Commissioners.
Council Member Kenneth Henderson is of the opinion when you have changes at the
City Council level, over a period of time a Planning Commissioner should reflect the
approach and philosophy of the appointing authority.

Board Member Henderson asked David Hahn, Habitat for Humanity Executive Director,
if he agreed that the issuance of the Certificate of Occupancy would not issue until the
loan the Housing Successor Agency is considering is paid off.
Mr. Hahn agreed.
Board Member Henderson moved Staff recommendation Nos. 1 and 2 with the proviso
that the proposed loan agreement include loan repayment as a condition precedent to
the issuance of a Certificate of Occupancy.

GRANTING A 6-MONTH CONSTRUCTION EXTENSION TO DECEMBER 31,

15.Economic Development Incentives Agreement with the City of Grand Terrace and
Woody's Classic Grill for the Employment of the Equivalent of 20 Full Time Employees
and Estimated Payroll of Approximately $500,000 Annually.
G. Harold Duffey, City Manager stated some recent developments came up regarding
this item. Because it is a loan and it is partially forgiven, it has been determined by the

Proprietor of Woody's Classic Grill would like to take some time to review his quotes
and estimates to determine whether he was willing to accept the City's loan because of
the prevailing wage issue. He has signed his lease and is committed to move forward
however he has requested this item be brought back on May 22, 2018.
1. THE CITY COUNCIL APPROVE AN ECONOMIC DEVELOPMENT
INCENTIVES AGREEMENT WITH WOODY'S CLASSIC GRILL LOCATED AT
22400 BARTON ROAD (FORMERLY THE FOOD CONNECTION) IN THE
AMOUNT OF $50,000.
2. THE COUNCIL MAKES A FINDING THAT THIS LOAN SERVES A PUBLIC
INTEREST BY INCREASE LOCAL EMPLOYMENT OPPORTUNITIES AND
FILLING RETAIL SALES LEAKAGE IN THE CITY OF GRAND TERRACE.
THEREFORE, THE COUNCIL FINDS THAT THE PUBLIC BENEFIT OF
INCREASED EMPLOYMENT OPPORTUNITY AND THE INCREASE IN SALES
TAX OUTWEIGHS THE PRIVATE BENEFIT OF THE LOAN.

Mayor Pro Tem Sylvia Robles
Mayor Pro Tem Robles lost a friend who was a 40-year resident, Tony Ramirez. Tony
and her husband had been friends since high school, albeit different schools and after
graduation, Tony served in the Navy for four years. Tony had begun a job at the County
of San Bernardino working at a warehouse when he found her husband worked for the
County as well. Working through the ranks, Tony and her husband worked together for
over 30 years in the Information Services department. It was devastating for Mayor Pro
Tem Robles to be awoken by her husband telling her their dear friend was lost in a fatal
car accident. Tony served the community as a soccer coach and will be deeply missed.
Mayor Pro Tem Robles wanted to share with the community, in recognition of the City's
40°h Anniversary, two of her husband's cousins were veterans of World War 11. Their
mother was an American of Spanish-Mexican descent. Obviously not being Japanese

she was able to avoid an internment camp and was able to stay at home during the war.
Her two sons being half Japanese were only able to serve in the segregated Japanese
unit, "Go for Broke". Mayor Pro Tern Robles would like to engage members of the
Japanese-American community to work on a future agenda item to rename the City's
hill.
Mayor Pro Tern Robles will be asking the Foundation of Grand Terrace to have the two
family members plaques available by the end of this month.
Mayor Darcy McNaboe
Mayor Darcy McNaboe wanted to provide information on the Regionwide Summer Food
Service Program. This project assists children 18 and younger with meals during
periods when they are out of school. She has requested that the information about the
program be placed on the City's website and Channel 3.
