Becky L. Cogley, Business Development Manager for the American Red Cross gave a
presentation on the importance of donating blood and informed City Council and the
public of the upcoming Blood Drive scheduled at City Hall in the Community Room on
August 1, 2018 from 1:30 p.m. to 7:30 p.m.

Council Member Kenneth J. Henderson, asked which direction the City sales tax
revenue was trending prior to the loss of the City's number one sales tax producer.
Cynthia Fortune, Assistant City Manager explained the City sales tax revenues were
increasing.
Mayor Darcy McNaboe asked what the information under Revenues, Line Item Use of
Money& Property on Packet Page 59 indicate.
Assistant City Manager Fortune stated the Use of Money & Property is any interest on
investments the City receives and rentals or lease.

7. City Department Monthly Activity Report (February 2018)
RECEIVE AND FILE.
Mayor McNaboe expressed concern with the increase in street sweeping citations
issued and what plan is in place to increase voluntary compliance.
G. Harold Duffey, City Manager suggested modifying street sweeping hours and
increase sign distribution. The City's goal is to reach compliance, not generate revenue.

C. PUBLIC COMMENT
Don Larkin, Chair of the Veterans Wall of Freedom and the Foundation of Grand
Terrace invited the City Council and public to its Memorial Day Ceremony on Monday,
May 281" at 10:00 a.m. to pay tribute to Veterans. The organization has created a time

capsule and reminded those who wish to include a small memento of a Veteran's
service into the time capsule, this would be the opportunity.
Sally McGuire, Grand Terrace Chamber of Commerce reminded City Council of the
upcoming Annual State of the City Address this Thursday, April 26, 2018 beginning at
6:00 p.m.
D. CITY COUNCIL COMMUNICATIONS
Council Member Kenneth J. Henderson
Council Member Kenneth J. Henderson commented on the grand opening of the Grand
Terrace Dog Park and stated it is a wonderful addition to the beautiful community. He
thanked everyone involved for their hard work.
He wanted to inform the Council of a recent conversation he had with representatives
from the Lewis Group Opera ting'Companies and the City Manager. As a result of that
conversation, the Specific Plan will be delayed slightly and the reason for that is the
significant.environmental work that is necessary. The plan incorporates 131 acres while
the Lewis Group is doing the specific planning effort with the cooperation of the other
property owners. There is a project wide EIR and a program EIR, both of which are
being developed by Lewis consultants which includes biological work, surveys,
burrowing owl survey and those must be completed at a certain time. The Lewis Group
anticipates full and complete approval by May 2019.
Council Member Bill Hussey
Council Member Bill Hussey thanked everyone for coming out to the Council meeting
and encouraged residents to donate blood at the upcoming blood drive hosted by the
City. He also mentioned the success of Community Clean Up day held this. past
Saturday and thanked the volunteers and those who coordinated the event.
Council Member Hussey attended the League of California Cities meeting on April 12th
and the topic of discussion was_the CalPERS System and its burden of unfunded
liability.
He attended the Solid Waste Advisory Task Force meeting where discussion was held
on medical waste, assembly bills for plastic straws and tire recycling programs. He also
stated that the City of Ontario is opening a carpet recycling plant.
Council Member Hussey reminded the public to please pick up after your pet at the
recently opened Dog Park.
Council Member Doug Wilson
Council Member Doug Wilson thanked Council Member Henderson for the update on
the Lewis Group. He commented on how the Specific Plan is proceeding. It has always

been his vision to have a Specific Plan in place that would address the use in the
project area which would allow local control. He also commented on the environmental
procedures required by State law that tend to delay projects.
Council Member Wilson also commented that due to slightly diminished tax revenue,
the City Council should proceed very cautiously with its spending.
Mayor Pro Tem Sylvia Robles
Mayor Pro Tern Sylvia Robles stated she values Staff and appreciates how Staff treats
City Council when they attend events.
On Thursday, April 12, 2018 she attended two (2) meetings; an Omnitrans
Subcommittee Meeting on Administration and Finance but will report on that when the
Committee acts upon those items at the Board meeting next week. She also attended
the Revenue and Taxation Policy Committee meeting and discussed the following
topics:
• How Local Sales Tax Will be Allocated
• Measures on the June Ballot which need Support:
o Prop 68-Water Bond
o Prop 69 - Protecting Transportation Funds
o Prop 72 - Rain Water capture and Property-Tax Exemption
• League Supported Measure for the November Ballot`.
o $4 Billion Affordable Housing Bond
• League Opposed Measures:
o Tax Fairness, Transparency and Accountability Act of 2018 - Requires all
local proposed tax increases subject to alwo-thirds vote.
o Repeal & Restrictions on Transportation Funding
• Presentation on Next Steps on Tax Increment(RDA)
• Pension Reform Update
Mayor Darcy McNaboe
On April 11, 2018, Mayor Darcy McNaboe attended General Policy Committee for
SBCTA and discussed the following:
• FY 2017/2018 Budget Amendments and Close Fund for Project Advance
Agreements.
• FY 2017/2018 Work Goals and Objectives for Transit Authority Staff and their
Projects.
• Recommended the Board Approve an Agreement with the California Highway
Patrol for Daily Oversight of State and Locally Funded Freeway Service
Patrol.

• Recommended Approval of the Salary of One-Half of a Full-Time CHP Officer
for a Three-Year Period. The Agreement Provides CHP Oversight for the

• Approve a Contract between the SBCTA and the City of Rancho Cucamonga
for Funding of Traffic Signal Synchronization.
On April 12, 2018, Mayor McNaboe attended the Metro Valley Study Session and
discussion was held on the following:
• Major Projects Status Report through March 2018 which Featured Discussion
on the Barton Road/1-215 Interchange.
• Approve' a Contract with KKR for Design Build Legal Services for the Mt.
Vernon Avenue Viaduct Project.
• Receive a Status Report on Measure I Valley Freeway Interchange Phasing
Program.
Mayor McNaboe gave thanks for the Dog Park opening on April 14t" and extended her
thanks to the following:
• Dog Park Committee Members of the Foundation of Grand Terrace
• Former City Council Members for creating the opportunity for the Dog Park to
be in its current location
• Her City Council colleagues
• Staff
• The San Bernardino County Sheriff, San Bernardino County Fire and Fiesta
Village Mascots in attendance
• Each of the sponsors who donated benches toward the maintenance
endowment fund
• Citizens on Patrol .
• The residents who attended the event
She also gave a special thank you to the Balloon Team who provided balloon
decorations for the park at no charge.
Mayor McNaboe noticed grading taking place at the Habitat for Humanity location on
Michigan Street and she is pleased to see that project;moving forward.

8. Purchase of Automated License Plate Reader Cameras for Certain Intersections in the
City of Grand Terrace
Cynthia Fortune, Assistant City Manager gave the Staff Report and Doug Wolfe,
Lieutenant with the San Bernardino County Sheriffs Department gave the PowerPoint
presentation for this item.
Jeffrey McConnell, Grand Terrace is pleased that the City is introducing ALPR cameras.
He requested Council consider posting signs that the City is cyber protected.
1. APPROVE THE - PURCHASE AND INSTALLATION OF EIGHT (8)
AUTOMATED LICENSE PLATE READER (ALPR) CAMERAS FROM
VIGILANT SOLUTIONS INC. IN THE AMOUNT OF $149,254 (INCLUDING A
5% CONTINGENCY).TO BE INSTALLED AT CERTAIN INTERSECTIONS OF
THE CITY OF GRAND TERRACE AS RECOMMENDED BY THE SHERIFF'S
DEPARTMENT;
2. AUTHORIZE RESOLUTION 2018-XX APPROVING THE USE OF BOND
PROCEEDS FOR THE PURCHASE AND INSTALLATION OF THE ALPR
CAMERAS;
3. AUTHORIZE THE APPROPRIATION OF $149,254 OF THE $2M IN 2011A
BOND PROCEEDS UPON APPROVAL BY THE DEPARTMENT OF FINANCE

9. Notice of Completion for the Work Completed by Pavement Coatings for the Fiscal Year
2016-17 Capital Improvement Program
Alan French, Public Works Director gave the PowerPoint presentation for this item.
Council Member Wilson suggested when slurry sealing in the future, it might be a good
idea to provide the contractor with a map to avoid slurry sealing the wrong street.
Council Member Hussey has concerns when utility companies open the street shortly
after the City slung seals.. He would like to ensure that the repairs to the street match
the original slurry seal.

Council Member Henderson echoed Council Member Hussey's concerns. When street
cutting work was conducted on the roadway in which he lives, the work was not
satisfactory. He also asked if Barton Road would be grind and overlay when it is time to-
resurface.
Director French explained it would be grind and overlay due to its thickness.

Agenda Item No. 10 pulled due to withdrawal of the Grand Terrace Foundation's
application for Community Benefit Funds.
APPROVE THE AWARD OF $2,000.00 OF THE CITY'S -COMMUNITY BENEFITS
FUND TO THE FOUNDATION OF GRAND TERRACE TO HELP FUND EQUIPMENT
AND SUPPLIES NEEDED FOR THE 2018 GRAND TERRACE COMMUNITY DAYS
ON JUNE 2, 2018.
RESULT: NOT DISCUSSED
11.Consider a Request by the Foundation of Grand Terrace to Have a Beer Garden at
Community Day 2018
Mayor McNaboe explained that she is part of the Foundation of Grand Terrace's Board,
however not the committee, which is the subject of this agenda item. She also does not
have a financial conflict of interest however, the City Attorney suggested she poll the
Council Members to-see if they would like her to recuse herself, and if so, she would be
happy to do so.
No Council Member requested Mayor McNaboe recuse herself.
Sandra Molina, Planning and Development Services Director gave the presentation for
this item.
Council Member Henderson asked if the City has ever issued a permit allowing the sale
or use of alcoholic beverages at any of its public facilities. -

Director Molina stated, in her memory, she is not aware of Council approving the sale or
use of alcohol at any of its public facilities.
Mayor Pro Tem Robles questioned Mayor McNaboe if she would be directing any of the
revenues received from the beer garden.
Mayor McNaboe stated she would not be directing the funds.
Council Member Hussey asked if the Foundation was seeking to add the beer garden
since it is the City's 401'Anniversary.
Sally McGuire, Foundation of Grand Terrace stated they have received requests to add
a parade, a beer garden and other different things to Community Days. The parade-was
not feasible this year, so the Foundation is seeking permission to have a beer garden
Jeffrey McConnell, Grand Terrace recalls in 2001 a Budweiser truck was brought to
Richard Rollins Park for a Chamber function.
Discussion ensued among the' City Council that a beer garden at a family event and
family park is not a good fit nor do they want to set a precedent.
Council Member Wilson moved Staffs recommendation No. 2.
Council Member Henderson asked that the record reflect he voted to approve Staffs
Recommendation No. 2, Deny the Request to Allow the Beer Garden at Rollins Park in
conjunction with Community Day. He pushed the wrong voting button on the dais.
CONSIDER THE FOUNDATION OF GRAND TERRACE'S REQUEST AND MAKE
ONE OF THE FOLLOWING DECISIONS:
1. APPROVE THE REQUEST TO ALLOW THE BEER GARDEN AT ROLLINS
PARK IN CONJUNCTION WITH COMMUNITY DAY, PURSUANT TO SECTION
9.04.050 OF THE MUNICIPAL CODE, AND SUBJECT TO CONDITIONS AND
ALL RULES AND REGULATIONS AND ORDINANCES OF THE CITY; OR
2. DENY THE REQUEST TO ALLOW THE BEER GARDEN AT ROLLINS PARK
IN CONJUNCTION WITH COMMUNITY DAY.

Program, Purchase of Vehicle, And Contract for Animal Shelter Services with the
County of Riverside

Director Molina pointed out that the Staff report reflected an appropriation in the amount
of $25,000 from the Traffic Safety Fund Balance and $25,000 from the General Fund.
The appropriation being requested has been modified in the amount of $20,000 from
the Traffic Safety Fund Balance and $30,000 from the General Fund.
Jeffrey Allen, Grand Terrace encouraged the City Council to purchase. a hybrid vehicle
for the Animal Control Officer to use.
Council Member Henderson moved to approve Staff Recommendation Nos. 1-5, and
amend Recommendation No. 2 to reflect the following: Authorize the Appropriation of
$20,000 from the Traffic Safety Fund Balance and $30,000 from the General Fund
Balance to purchase a Code Enforcement/Animal Control Vehicle and install vehicle
modifications, and to cover the cost of training. and equipment to support animal control
field operations and to approve the updated Professional Services Agreement with the
County of Riverside.

2. AUTHORIZE THE APPROPRIATION OF $25,000 FROM THE TRAFFIC
SAFETY FUND BALANCE AND $25,000 FROM THE GENERAL FUND

4. APPROVE A PROFESSIONAL SERVICES AGREEMENT, IN
SUBSTANTIALLY THE SAME FORM AS ATTACHED, BETWEEN THE CITY

H. CITY MANAGER COMMUNICATIONS
G. Harold Duffey, City Manager reminded everyone of the Evening Under the Stars with
the Mayor's Annual State of the City Address on Thursday, April 26, 2018 beginning at
6:00 p.m.
On May 6, 2018 from 1-4 p.m. the Art Show will be held in the Community Room of City
Hall with an addition of music to compliment the event:
City Manager Duffey is a member of the League of California Cities Community
Services Committee and the Committee recently provided the Homelessness Task
Force Report that was commissioned by the League and eleven (11) large cities in
California. A copy of the report was provided to City Council and a copy will be posted
on the City's website for residents to review.
