G. Harold Duffy, City Manager introduced the City's newest staff member, Teresa
Jones, Code Enforcement Officer.
Teresa Jones introduced herself and provided some background information to the City
Council.

Mayor Pro Tern Sylvia Robles asked for introduction of another staff member who
attended the City Council meeting.
Todd Nakasaki, Management Analyst Finance formally introduced himself to the City
Council.
D. CITY COUNCIL COMMUNICATIONS
Council Member Kenneth J. Henderson
Council Member Kenneth J. Henderson thanked Bobbie Forbes in her efforts collecting
signatures to enhance public safety efforts for the City.
Council Member Bill Hussey
Council Member Bill Hussey announced several members of the public participating in
Back to Blue and offered to pay for first responders dinners at a local restaurant, Kaz
Ramen. He also announced Community Clean Up scheduled for April 21, 2018
beginning at 8:00 a.m. in the CVS parking lot. On April 22, 2018 Grand Terrace High
School will be hosting a pancake breakfast at Applebee's on Mulberry Street in
Riverside.
Council Member Hussey would like to follow up on how many signatures resident
Bobbie Forbes obtained for her public safety petition and would like to agendize an
initiative for additional law enforcement.
Council Member Doug Wilson
Council Member Doug Wilson commented on the recent earthquake and encouraged all
residents to be prepares for emergency management.
Mayor Pro Tem Sylvia Robles
Mayor Pro Tern Sylvia Robles attended the April 4, 2018 monthly Board of Director's
meeting for Omnitrans and discussed the following:
Authorized the CEO/General Manager to Proceed with the Purchase of Two
Parcels of Vacant Land Adjacent to the South I Street Facility
Authorized Bench Contracts for Automatic Transmission Fluids
Authorized Award for Solar Lighting for Bus Stops
Authorized New CEO Contract
Mayor Pro Tern Robles requested the creation of an Ad Hoc Committee to help
determine, review and possibly reorganize the City Council agenda. She would like to
see Council comments at the end of the agenda, Council comments reporting out of
committees limited to three (3) minutes and establish a process for agendizing future
agenda items.

Mayor Darcy McNaboe attended the April 4, 2018 SBCTA Board Meeting and
discussed the following items:
Approved an Exception to Rail Property Policy to Waive Use Fees Associated
with the University Station Parking Area Lease to be Constructed in the City of

Received an Update on the West Valley Connector Project to Approve
Amendment to Service Agreement with Parsons Transportation Group for
Architectural Engineering and Final Design Services for the West Valley

Authorized an Amendment to Contracts with Mott MacDonald Group and WSP

9. Zoning Code Amendment 17-04
Mayor Darcy McNaboe opened the Public Hearing at 7:06 p-m.
Sandra Molina, Planning and Development Services Director gave the PowerPoint
presentation for this item.
Mayor McNaboe announced that written correspondence received on this item from
Varner & Brandt, representatives of the Davis Family Trust.
Council Member Kenneth J. Henderson requested Council consider placing a time
limitation on interim use.

Council Member Doug Wilson believes 18.36.030 A. Business and office facilities
should be a permitted use and not require a Conditional Use Permit.
Director Molina recommended Section 18.36.030 D. General assembly facilities, be
removed from the zoned district.
Mayor Pro Tern Sylvia Robles asked when the next General Plan update is scheduled.
Director Molina responded two (2) more years.
Jeffrey McConnell, Grand Terrace had concerns regarding interim use, the length of
time for interim use, what he believes is the City Manager's ability to decide interim use,
allowing trucks in the area, and the property owner's ability to renew a Conditional Use
Permit at the counter.
Mayor McNaboe closed the Public Hearing at 7:33 p.m.
Discussion ensued on standards, infrastructure and street improvements for trucks.
Council Member Doug Wilson pointed out a typographical error in the staff report on
Packet Pg. 178, "Front Yard" the setback standard printed is 1525, with 10' landscape
setback.
Director Molina stated the setback should read 25' landscape setback.
Mayor Pro Tem Robles is concerned with the subject property area constantly being
amended and the time limit placed on interim.
Mayor McNaboe recommended the definition on interim should be addressed on a
case-by-case basis.
G. Harold Duffey, City Manager spoke with the City Manager of Colton and the section
off Barton Road going into the area in question will be designated a non-truck route and
should be helpful preventing trucks from getting stuck.
City Manager Duffey also asked the City Council to consider whether to grant an interim
use to a facility that has located illegally.
Council Member Henderson moved to approve Agenda Item No. 9 and introduce the
ordinance, with the removal of Section 18.36.030 - Conditionally permitted uses A.
Business and office facilities and moving that section to 18.36.020 - Permitted uses and
removal of Section 18.36.030 - Conditionally permitted uses D. General assembly
facilities. Also, staff is to return to the City Council with an update to the ordinance as it
relates to Interim Use and correct the typographical error located under Section
18-40.050 - Site development standards to read 25' landscape setback in the table.

10.Award of April 2018 Community Benefit Funds to the Grand Terrace Little League
G. Harold Duffey, City Manager gave the presentation for this item.
Cynthia Fortune, Assistant City Manager introduced Michael Orem from the Grand
Terrace Little League.
Council Member Hussey asked Mr. Orem to say a few words.
Mr. Michael Orem thanked the City Council for their generosity and support.
Mayor Darcy McNaboe asked staff to check into whether the City should be responsible
home plate replacement as part of a baseball field.

Council Member Doug Wilson pointed out a typographical error in the staff report where
it references Tentative Tract Map number when it should reference a Final Map number.

2. APPROVE THE SUBDIVISION IMPROVEMENT AGREEMENT ("STREETS AND

Discussion ensued regarding the use of the Hybrid Electric Service Truck, bid(s)
received and the request for proposal process for this item.

AIR QUALITY IMPROVEMENT FUND (FUND 15) BALANCE TO ACCOUNT 15-

THE PURCHASE OF AN ELECTRIC HYBRID FORD F-250 SERVICE TRUCK

13.Approval of Successor Agency's Last & Final Recognized Obligation Payment Schedule
(ROPS) for July 1, 2018 to June 30, 2034
Cynthia Fortune, Assistant City Manager gave the PowerPoint presentation for this item.
Discussion ensued regarding whether to approve the Last and Final ROPS, make a
determination on when to defease the bonds and the financial needs impacting the City.
G. Harold Duffey, City Manager explained the item will allow the City to submit the Last
and Final ROPS but if the DOF disagrees, the alternative is to agree to the DOF's
recommendation that the City use the bond proceeds to pay the debt service which will
allow the City access to $2 million. If the City doesn't agree, the City will continue to
approve annual ROPS with no access to the 15%.
Jeffrey McConnell, Grand Terrace commented on his understanding how the bond
proceeds work; use for infrastructure improvements. He doesn't want the City to be
penalized for using the funds if it is not supposed to, however what money is received,
he would like to see it used for infrastructure projects.
Council Member Doug Wilson made a motion to approve Staffs recommendation. The
motion by Council Member Wilson died for lack of a second.
Mayor Pro Tern Sylvia Robles made a motion to approve Staffs Recommendations
Nos. 1 and 2 only.
After further discussion, Mayor Pro Tem Robles withdrew her motion.
Mayor Pro Tern Sylvia Robles made a motion to approve Staffs Recommendation No. 1
and revised Recommendation No. 2 to Approve the Department of Finance
recommendations.

H. CITY MANAGER COMMUNICATIONS
G. Harold Duffey, City Manager announced the following:
On April 26, 2018 an Evening Under the Stars, the Annual State of the City Address
with Mayor McNaboe beginning networking and cocktails from 6:00 p.m. to 7:00 p.m.
with the State of the City Address beginning at 7:00 p.m.
The City recently published, in Blue Mountain Outlook, its Public Works 2017/2018
Projects list.
On April 14, 2018 the City of Grand Terrace Dog Park Grand Opening with celebrity
dogs McGruff with the San Bernardino County Sheriff's Department, Bogey with Fiesta
Village and Sparky with the San Bernardino County Fire Department in attendance.
On April 21-22, 2018 residents will be able to obtain free mulch at the corner of Mt.
Vernon Avenue and Canal Street in celebration of Earth Day.
On May 6, 2018 from 1:00 p.m. to 4:00 p.m. the Historical and Cultural Activities
Committee will host their Annual Art Show.
City Manager Duffey announced some improvements Staff has made to Channel 3 by
showing Introducing Cooking & Kids immediately following the 2:00 p.m. and 6:00 p.m.
Council Meeting replays. Also, the 2:00 p.m. replay is the first meeting of the month and
the 6:00 p.m. showing is the second meeting of the month.
