Training Course
Sandra Molina, Planning and Development Services Director recapped a previous
decision by City Council to re-establish CERT. Director Molina introduced the trainers

C. PUBLIC COMMENT
Bobbie Forbes, Grand Terrace is disappointed that former employee Barrie Owens no
longer works for the City, however wishes her the best. She expressed her
disappointment with the community for not supporting her petition to add the presence
of an additional public safety officer to the City.
D. CITY COUNCIL COMMUNICATIONS
Council Member Kenneth J. Henderson
Council Member Kenneth J. Henderson requested that a team building workshop for the
City Council be scheduled soon. He also requested that the 2011 Tax Allocation Bonds
issue be brought back to City Council as soon as possible to identify potential use of
those bond proceeds to supplement the City's Vision 2030 program.
Council Member Henderson attended the City's Little League opening ceremonies and,
along with Mayor Pro Tem Sylvia Robles, attended a seminar at Claremont College
called Inland Empire Vision 2018. Agenda items were presented as follows:

Council Member Henderson is going to complete a review of the materials received at
the seminar and will present the information to City Council.
Council Member Bill Hussey
Council Member Bill Hussey thanked Bobbie Forbes for the hard work she has put into
her petition. He also commented on recent mail theft in the community and provided the
residents with ways to be proactive.
Council Member Hussey also attended the Grand Terrace Little League opening
ceremony.
Mayor Pro Tern Sylvia Robles
Mayor Pro Tern Sylvia Robles attended the City of Grand Terrace Little League opening
ceremony. She also reflected on the recent passing of Grand Terrace resident JoAnn
Johnson.
Mayor Pro Tern Robles gave a PowerPoint presentation on the Inland Empire Economic
Forecast & Analysis 2018 providing information on the following:

8. City Department Monthly Activity Report (January 2018)
G. Harold Duffey, City Manager gave the PowerPoint presentation for this item.
City Manager Duffey provided the City Council with information on each City
department's monthly data and activity.
Mayor Pro Tern Sylvia Robles expressed her concerns regarding loose dogs and the
responsibility of property owners, along with the number of barking dogs and
investigations.

9. Omnitrans Bus Shelter Agreement
Alan French, Public Works Director gave the PowerPoint presentation for this item.
Council Member Bill Hussey asked if advertising in bus stop shelters is regulated.
Richard Adams, ll, City Attorney explained that contained in the agreement, there are
some limitations to the advertising element.
Anna Jaiswal, Development Planning Manager with Omnitrans stated there are some
clauses contained in the agreement regarding content and restrictions, however the
agency must be careful not to restrict an advertiser's First Amendment Rights.
1. RECOMMENDATION: THAT THE CITY COUNCIL APPROVE THE PROPOSED
OMNITRANS BUS SHELTER AGREEMENT IN SUBSTANTIALLY THE FORM AS
ATTACHED, AND
2. AUTHORIZE THE CITY MANAGER TO EXECUTE THE AGREEMENT ON
BEHALF OF THE CITY COUNCIL AND ANY AMENDMENTS.

Alan French, Public Works Director gave the PowerPoint presentation for this item.
Council Member Kenneth J. Henderson asked which City department would enforce the
rules if a complaint was made regarding a violation at the park.
Director French stated it would be Code Enforcement's responsibility to address the
issue.
Mayor McNaboe asked what mechanism is in place for residents to file complaints.
Director French stated contact information will be placed on signs throughout the park.

11.Adoption of a Resolution to Apply For, and Accept, If Awarded, Funds from the
California Natural Resources Agency's Urban Greening Grant Program
Sandra Molina, Planning and Development Services Director gave the PowerPoint
presentation for this item.
Mayor McNaboe asked if the City would have a way of securing its project in the area of
the Santa Ana River Trail with law enforcement.
Director Molina explained that the City would enter into an Operational Maintenance
Agreement with the City of Colton. In addition, some semblance of lighting and security
cameras will be placed throughout the area of the pathway.
Jeffrey McConnell, Grand Terrace provided information to the City Council about people
walking along the pathway and trespassing onto the property of residents in the area
stealing food, utilizing their facilities and homeless bathing and shaving in the horse
troughs. The area's property owners would like to be involved in the decision-making
regarding this project.

Bobbie Forbes, Grand Terrace provided information on vehicles trespassing in the area
by the homeless camp and carrying on late in the evening with what she believes is
gunfire and setting off firecrackers.

Discussion was held regarding vehicles parking a minimum distance from an
intersection to provide a clear line of sight.

Bobbie Forbes, Grand Terrace explained she has received numerous calls regarding
automobile brokering and is concerned these businesses are being conducted out of
homes.
Mayor Pro Tern Sylvia Robles asked if the City can find out who is brokering
automobiles in the City.
G. Harold Duffey, City Manager stated the City will contact its sales tax consultant to
find out how many brokers are in the City.

14.Housing Element Annual Progress Report for the 2017 Calendar Year
Sandra Molina, Planning and Development Services Director gave the PowerPoint
presentation for this item.
Council Member Kenneth J. Henderson asked if the City is consulting with the State to
ensure it is taking the appropriate steps to ensure compliance with State regulations.
Director Molina stated that the City will reach out to the State and have a discussion on
the City's performance.
Jeffrey McConnell, Grand Terrace wanted to remind all who are not familiar, the City
had its RHNA numbers down to 25 and the State increased the numbers to 200.

Director Molina clarified that the City has a State Certified Housing Element where the
City Council approved a Zone Change and General Plan Amendment to re-zone some
property on Grand Terrace Road and once that was complete, the State found the City's
Element in compliance.
