SPECIAL PRESENTATIONS Mayor Darcy McNaboe acknowledged Irene Mason who celebrated her 100th Birthday on February 10th. Ms. Mason was a bona fide "Rosie the Riveter" during World War II. During the 1950s she moved to California and went to school at University of Southern California Riverside where she obtained her master's degree in English. During the mid- 1960s she was an English professor, however changed professions and became a Probation Officer after which she ultimately retired. She was an active member of the Grand Terrace Friends of the Library and is still going strong at 100 years of age. PUBLIC COMMENT James Western, Grand Terrace High School Principal spoke about recent legislature that has mandated school live active shooter drills. The school has been actively practicing these training drills over the last several years. These drills have been coordinated with public safety agencies and he is pleased with how well these trainings have been received. D. CITY COUNCIL COMMUNICATIONS Council Member Kenneth J. Henderson Council Member Kenneth J. Henderson attended his first meeting since appointment to the San Bernardino County Gang & Drug Task Force which was hosted by the San Bernardino County Sheriff and he looks forward to future engagement. He has been approached by several residents throughout the community which have shared their City of Grand Terrace Minutes Grand Terrace City Council and Mousing Successor March 13, 2018 concerns about speeding in the City. He wanted to assure the residents that Council is listening and will come up with a plan that is sustainable in terms of public safety and protection of the City's residents. Council Member Bill Hussey Council Member Bill Hussey thanked all of the volunteers who helped with the Blue Mountain Hike and was pleased to see the number of participants. He also announced that he was invited to Grand Terrace Elementary and had the honor of reading several books to the students. One student made his day when the student shared that he and his mother saw Council Member Hussey on television. Council Member Hussey also attended a Community Cabinet meeting with G. Harold Duffey, City Manager which partners together to support schools and build community involvement in education. Council Member Hussey wanted to thank Staff for the yard sale sign program and believes it has been very successful. He also wanted to comment that he has been involved in active shooter classes through his church and believes that due to the changing times the community now lives in, it is important training for everyone. Council Member Hussey wanted to express his condolences to the Pomona police officer who recently perished in the line of duty. Council Member Doug Wilson Council Member Doug Wilson attended The Bridge Interfaith Conference held at San Bernardino Valley College and hosted by Assemblymember Eloise Reyes. The invitees were political figures, area representatives, as well as faith figures and support groups. The purpose of the event, with more to be scheduled in the future, is to bridge the gap between faith-based organizations, the community and public officials. He also announced that Council was scheduled to attend a City/County Conference in Lake Arrowhead on Thursday, March 15 and 16 however it has been cancelled due to snow. Mayor Pro Tem Sylvia Robles Mayor Pro Tem Sylvia Robles attended the monthly meeting of the Omnitrans Board of Directors. An item of importance was discussion regarding the performance evaluation of the CEO which the Board of Directors delegated back to the Executive Committee to complete negotiations on a new contract. Mayor Darcy McNaboe Mayor Darcy McNaboe attended the California Joint Powers Insurance Authority Executive Meeting held on February 28, 2018. An overview was provided on how revenues are invested. During discussion regarding claims, Mayor McNaboe expressed the importance of having a hazard mitigation program in place. City of Grand Terrace Minutes Grand Terrace City Council and Housing Successor March 13, 2018 On March 1, 2018, Mayor McNaboe met with Southern California Edison Legislative Representative Mark Cloud, District Manager James Harris and several communications representatives. Discussion was held regarding the power instability issues in the south side of the City. The representatives were able to map some of the power outages due to planned outages and upgrades, however other outages were never reported. The representatives will provide residents with a meeting schedule where residents can obtain information on outages, programs and alerts. Council Member Kenneth J. Henderson wanted to share with the residents how important this project is along with how the economic impact will benefit the City. Council Member Bill Hussey asked if the project's improvements required by the City will include baseball field lights. Director French stated the requirements will include baseball field lighting. 7. RECEIVE THE REPORT ON THE DISPOSITION AND DEVELOPMENT AGREEMENT BETWEEN THE CITY AND LEWIS LAND DEVELOPERS, LLC; 2. APPROVE A SOLE SOURCE CONTRACT WITH INTERWEST CONSULTING GROUP FOR PROJECT MANAGEMENT SERVICES RELATING TO THE DESIGN AND CONSTRUCTION OF COMMERCE WAY; AND 3. Chair Darcy McNaboe asked for clarification: by approving the sale, does not mean the Council is approving the project. Director Molina indicated that is correct. Board Member Kenneth J. Henderson asked if the City has the right to purchase the property if no action after 18 months, what amount can the City purchase the property. Henderson asked if the passage of Proposition 69 would preclude the State from borrowing from the fund. City Manager Duffey explained this proposition is providing a secure mechanism for repayment if any money is borrowed. Harold Duffey, City Manager announced the City's upcoming Annual Spring Cleaning of Inoperative Vehicles to be conducted between April 13 and April 22, 2018. He also received a request from a resident to focus on the issue of trash containers being left out in public view. He reminds residents to put their containers back and out of sight. City Manager Duffey provided Southern California Edison's website to access information on outages and how to sign up for Outage Alerts. He provided Council with a current Outdoor Concert schedule for the National Orange Show and stated it will be updated regularly and can be found on the City's website. City Manager Duffey provided "New to Grand Terrace Information" and by selecting the QR Code, information about the City is provided. City of Grand Terrace Minutes Grand Terrace City Council and dousing Successor March 13, 2018 He shared some photographs of the Pokemon that appeared throughout the Blue Mountain Hike and stated approximately 400 hikers participated. City Manager Duffey announced the Household Hazardous Waste Collection is scheduled for Saturday, March 24, 2018 from 8:00 AM. to 12:00 PM. He also announced on May 6, 2018 from 1:00 PM to 4:00 PM is the Annual Historical & Cultural Activities Committee Art Show. Beginning in April, blue banners will replace the 40th Anniversary banners placed throughout the City promoting the art show and there will be a music element added to the event. On April 14°h at 9:00 a.m. is the Grand Opening of the City of Grand Terrace' Dog Park. Mayor Pro Tern Sylvia Robles asked if shredding could be included in the Household Hazardous Waste Collection event. Council Member Bill Hussey stated complaints are received about inoperative vehicles and trash bins remaining on the street. He explained that Council takes those complaints seriously on behalf of its residents. I. CLOSED SESSION - NONE J.
