A. SPECIAL PRESENTATIONS
Proclamation - Proclaiming the Month of January 2018 as National Mentoring Month
Janki Patel, Community and Events Coordinator for Children's Network was present and
accepted the City of Grand Terrace Proclamation proclaiming the Month of January
2018 as National Mentoring Month on behalf of Children's Network. Ms. Patel provided
some statistics on the need for mentoring.

A Certificate of Recognition was presented to Robert Carpenter and his team, the 501 st

Terrace's Light Up Grand Terrace event.

C. PUBLIC COMMENT
Donna Henderson, Grand Terrace expressed her opposition to the City of Grand
Terrace's demand to force Riverside Highland Water Company to pay a franchise fee
and street cut fees.
Daniel Peeden, District Representative for Assemblymember Eloise Gomez Reyes
announced the unveiling of the Rosa Parks Statue scheduled for Friday, February 2,
2018 at the Rosa Parks State Memorial Building, located at 464 W. 4th Street, San
Bernardino. He also wanted to share Assemblymember Reyes' invitation to a
Community Coffee scheduled for Saturday, February 3, 2018 from 8:00 a.m. - 9:30 a.m.
located at McDonald's, 22257 Barton Road, Grand Terrace, CA 92313 to discuss state
and legislative issues that affect the community.
Hannah Mousa, Intern with Supervisor James Ramos' office and works closely with
District Representative Gayle Covey introduced herself to Council. Ms. Mousa is
representing the County Board of Supervisors and when Ms. Covey is not available, Ms.
Mousa will be available to the City of Grand Terrace.
Lyndon Jones, Grand Terrace extended his appreciation and sincerest thanks to Mayor
Darcy McNaboe for donating silverware to the Grand Terrace Senior Center.
Chuck Hornsby, Grand Terrace expressed his concern with the fireworks that go far
beyond July 4th and the intensity of the type of fireworks being set off. He asked
Council to find a way to get the residents to tone down their fireworks and enforce a
timeline that fireworks can be used; a little before and a little after the 4th of July.
D. CITY COUNCIL COMMUNICATIONS
Council Member Kenneth J. Henderson
Council Member Kenneth J. Henderson attended the District 47 Young Legislators
Inaugural Graduation, where 32 young legislators and leaders from the Inland Empire
participated. Assemblymember Reyes and her staff sponsored and helped organize the
event with the participants coming from several local high schools. One resident from
Grand Terrace, Ariel Ideishi was one of the graduates and Council Member Henderson
had the honor of presenting her with a Certificate of Recognition on behalf of Mayor
McNaboe and the City Council.

Council Member Bill Hussey
Council Member Bill Hussey thanked everyone for attending the Council meeting. He
congratulated all volunteers that received certificates and appreciates them as they are
what helps make Grand Terrace grand. He stated that mentoring is a great program and
the Earned Income Tax Credit is very helpful to those that need it.
He reminded residents to report illegal fireworks to the Sheriff, contact City Council or
City staff and they will work together to resolve the issue and emphasized members of
the public to not confront any individual setting off fireworks.
Council Member Doug Wilson
Council Member Doug Wilson supports mentoring as he teaches 25-45 year old
students to help them through a transitional phase in their life which helps provide skills
to support their families. He is also happy to see that Assemblymember Reyes has
taken an active role.
He also extended his appreciation to the Sheriffs department where they made an
extraordinary effort apprehending a criminal who shot an individual this week.
Thankfully the victim is recovering.
Mayor Pro Tern Sylvia Robles
Mayor Pro Tern Sylvia Robles attended the monthly Board of Directors meeting for
Omnitrans. On January 19t" she attended the Policy Committee meeting for Revenue
and Taxation in Sacramento. This is the committee's first meeting and it set the table
about upcoming issues that will be discussed. There is still no clarity whether there will
be a gas tax repeal on the ballot. Carl DeMaio from San Diego held a large event and
looks like he will get the 526,000 signatures he needs to qualify.
The City will start receiving its first revenues from the gas tax. There are various
formulas in place to fund schools with the tax proceeds, which leaves $7 billion for the
state legislature's discretion. Mayor Pro Tern Robles believed the state legislature
wanted more money to spend and as a result, for the gas tax to pass, it had to promise
to pay back the money it borrowed from those proceeds to the general fund. That
money should have gone to the Transportation Fund. More information is located on the
League of California Cities' website. They will meet again in March 2018 and she will
provide more information on how things are going regarding this issue.
Mayor Darcy McNaboe
Mayor Darcy McNaboe attended the SBCTA General Policy Committee meeting,
however stated the Metro Valley Study session was cancelled.

Administration Matters Discussion, the Board recommended:
Adopt SBCOG FY 2018-19 Mandatory Assessment and Additional Mandatory
Obligations
Approve and Authorize Amendments for Call Box/Call Answering Services and
related agreements with the Riverside County Transportation Commission and
Orange County Transportation Authority.
The Board act on the expansion of freeway service patrol.
The Board receive and file an audit of SBCTA's Procurement files resulting in no
finding for FY 2016-17
For the Council of Governments, the Board:
Received and fled the January 2018 State and Federal Legislative Update
Held discussion regarding Transportation Programming and Fund Administration
where the Board approved the 2019 San Bernardino County Transportation
Improvement Program
On January 17, 2018 the Oversight Board for the Successor Agency of the City of
Grand Terrace met and voted to approve the Successor Agency's Recognized
Obligation Payment Schedule for 2018-2019.
Mayor McNaboe suggested the City engage the local schools in an educational
campaign about why safety measures are important regarding fireworks.
E. PUBLIC HEARINGS
5. Zoning Code Amendment 17-03 and Zone Change 17-01
Mayor Darcy McNaboe opened the public hearing at 6:55 p.m.
Sandra Molina, Planning and Services Director gave the Power Point presentation for
this item.
Mayor McNaboe asked Director Molina why the area changed from light agriculture to
the M-2 industrial.
Director Molina stated she does not have the discussions of previous Council regarding
the M-2 zoning.
Council Member Doug Wilson believes if the floodplain overlay in the area was
mitigated, the area would be better suited for rural, therefore asked why the zoning
being recommended is a good idea.

Director Molina stated there are existing property owners that wish to maintain the M-2
zoning and that was also the basis for proposing the AG-2 Overlay District that allows
for the greatest flexibility in the area.
Council Member Wilson stated in relation to the FEMA designation, by initiating a
process mitigating the floodplain, one-foot flood level bringing in silt build up over an
agricultural use would not be a bad thing. The M-2 designation with a one-foot flood
zone would be more detrimental in the long run. Why would the City consider split
zoning in this area; when he served on the Planning Commission it would never have
even considered this.
Director Molina stated even if the floodplain designation was not in place, the proposal
being brought forward works independently of that floodplain designation. The City is
looking at the best mechanism which would allow ranchettes but still have flexibility for
all property owners.
Council Member Wilson believes the recommendation for the area is over-regulated and
should be designated agricultural.
Mayor McNaboe asked Council Member Wilson if he had a change of heart about the
designation for the area from 2010 when the City had to change the FEMA designation.
Council Member Wilson stated there were several members of the community that were
concerned they were going to get overrun by the city's re-designation of the area and
they would not be able to rebuild in the event of a fire due to the M-2 designation. He is
looking for some answers regarding the original use.
Council Member Hussey questioned prohibited uses in the area for personal use.
Director Molina stated staff is trying to allow the ranchette with the
commercial/agricultural uses and to balance the type of uses that would be permissible
in the zoning. Staff is trying to avoid intensive type of agricultural uses such as animal
slaughtering, composting or recycling.
Council Member Hussey believes composting is necessary for agriculture and that
agriculture and animal slaughtering go hand in hand.
The following members of the public spoke in opposition to the recommendation of the
City Council to approve an Addendum to the Certified Final Environmental Impact
Report prepared for the General Plan and Adopting Zoning Code Amendment No. 17-
03 Revising Title 18 of the Municipal Code by adding Chapter 18.56 to Establish the
Agricultural-2 (AG-2) Overlay District, and Zone Change 17-01, Revising the Official
Zoning Map to apply the AG-2 Overlay to certain properties.

Bobbie Forbes, Grand Terrace asked if the majority property owner had been notified of
the meeting. She is not opposed to the zone amendment but has concerns that the lot
sizes in the area are too small for home building and animal keeping.
Mayor McNaboe recessed the public hearing at 7:55 p.m.
Mayor McNaboe reconvened the public hearing at 7:58 p.m.
Director Molina stated that the City is not trying to regulate animal slaughtering for
personal use. She also stated that the existing homes within the project area are
grandfathered. If the homes became unoccupied over 180 days, then the
nonconforming grandfathered status would be lost.
Director Molina clarified that a prior City Council wanted to bring forward independent
separate zoning code changes to consider. The statement made during public comment
inferred that the area was to be deleted and no longer considered. That is not the case.
Additionally, there was a comment made that the entire area was zoned A-1 at one time
and that too is not the case. The north half was under the County floodplain. Regarding
Conditional Use Permits, minor changes do not require a standard hearing nor the full
fee. Fees for minor changes would be $400.00.
Mayor McNaboe asked what the process would be to have the Army Corp of Engineers
come out, review the area and remove the floodplain designation.
Alan French, Public Works Director informed Mayor McNaboe the process to remove
the floodplain designation is a Conditional Letter of Map Revision (CLOMAR). It is a
lengthy process and the property owners, not the City, would need to initiate the
process.
Director Molina explained that the property is zoned under the City's zoning map. If
someone went through the process and removed the FEMA designation, the underlying
zoning under the City would remain.

Council Member Kenneth J. Henderson believes this is a property rights issue and
shared his thoughts on why he believes the proposal tonight is a win-win for everyone.
Mayor McNaboe closed the public hearing 8:09 p.m.
Mayor Pro Tern Sylvia Robles shared her perspective about the issue and would like to
see the area split zoning; agricultural for one area and allow the other area to remain M-
2 but revert to agriculture if after five (5) years nothing is developed on the property.
Council Member Bill Hussey expressed his concern about the area and what he
believes would work and not work regarding development. Movement of trucks in and
out of the area is not easy and he agrees with Mayor Pro Tem Robles, he would like to
see the area agriculture, not commercial.
Council Member Wilson values agricultural use and believes it is probably the best use
for the area. Due to changes over the years, he encouraged property owners to
consider removing the floodplain designation.
Council Member Henderson agrees with the approved use of commercial-agriculture for
the properties that would be able to take advantage of the proposed agricultural overlay
but does not support the infringement on the property rights of the owners in the
industrially zoned property.
Mayor McNaboe understands Council was asked to change the zoning to allow
ranchettes. There are property owners that like their M-2 zoning. The City hired
consultants to come in and decide what could be done. Before Council is a solution that
will allow ranchettes, however she is hearing from the public that staff has not listened
to their request. The Mayor believes the zoning being brought forward is a good way to
create a compromise and allow for those that want ranching opportunities and for those
that want M-2 zoning.

18.56 TO ESTABLISH THE AGRICULTURAL-2 (AG-2) OVERLAY DISTRICT,
AND ZONE CHANGE 17-01, REVISING THE OFFICIAL ZONING MAP TO APPLY

Council Member Henderson made a motion to approve Staffs recommendation. The
motion by Council Member Henderson died for lack of a second.

6. Approval of a Contractor Agreement Amendment Between the City of Grand Terrace
and Clean Street for Street Sweeping Services

Mayor Darcy McNaboe asked why the camera services were removed.
Director Molina stated that the laws have changed for the previous program therefore,
until such time that the City can work the program back in, Code Enforcement will go
back to the way it used to enforce.

Council Member Kenneth J. Henderson asked if Applicant has complied with the
Conditions of Approval.
Director French stated Applicant has met the conditions, or a bond has been posted to
cover the improvements.
G. Harold Duffey, City Manager explained that this is the Habitat for Humanity project
and the organization needs to replace its Executive Director. Staff is concerned that
without the Executive Director in place, they agency cannot obtain the final bonds. Staff
is asking Council to approve the item with the condition when the agency submits the
bond, the City will record the map.
1) APPROVE FINAL PARCEL MAP NO. 19384;
2) APPROVE THE SUBDIVISION IMPROVEMENT AGREEMENT ("STREETS
AND STORM DRAIN AGREEMENT") AND BONDS AS THE IMPROVEMENT

9. Events to Celebrate the City of Grand Terrace's Fabulous 40th Anniversary
G. Harold Duffey, City Manager gave the Power Point presentation for this item.
Council Member Doug Wilson asked if there would be enough time to install the letters
"GT" on the mountain since this is the 40th year of the City of Grand Terrace.
City Manager Duffey is working with groups to fashion what that will look like, cost and
will report back to Council.
Mayor Pro Tern Sylvia Robles is not happy with the color scheme for the 40th
Anniversary. In addition, since it is an election year, she would like to receive a timeline
to put everything together as there are three seats open for election.
City Manager Duffey explained Ruby Red is the 40th Anniversary color and that was the
driver for the color scheme however apologized if he missed the boat on the color.

Mayor Darcy McNaboe is concerned about holding an anniversary party in addition to
the City's annual birthday party. She does not believe the gala is something to push for.
Mayor McNaboe is also concerned about how much of a distraction it would be in
relation to staff time.
City Manager Duffey explained to accomplish these things, staff will rely on community
partners, but the City will need to take the lead.
Discussion ensued regarding the remaining events, as well as whether all or a portion of
the events will be held.
Bobbie Forbes, Grand Terrace voiced her opposition to fireworks at any event and has
concern that promoting fireworks causes more individual to set them off publicly.

10.San Bernardino Council of Government (SBCOG) Funding Request and Different
Distribution Methods for Member Agencies
G. Harold Duffey, City Manager gave the Power Point presentation for this item.
Council Member Kenneth J. Henderson asked how the allocation will be reconciled.
City Manager Duffey explained by majority vote.
Mayor Darcy McNaboe stated that some discussion was held that if the allocation was
even, it would create a hardship on smaller cities and larger cities don't want to pay
more. The original allocation proposal was evenly distributing the cost across all and
another one proposed was allocated by assessed value and population.
Council Member Henderson requested Mayor McNaboe provide her recommendation to
the Council since she is the City's SBCTA representative and has been involved in the
discussion.
Mayor Pro Tern Sylvia Robles is flexible on the item however she hasn't been happy.
She believes it conflicts with her understanding of representative government. She is
disappointed that the City is funding someone else's priorities however she believes the
City can work to get some focus on things that matter to the City.
Council Member Doug Wilson would like to support Option No. 3.

Council Member Bill Hussey knows that the City's voice needs to be heard therefore he
agrees the City needs to pay the allocation.
Mayor Pro Tem Robles would like to revisit the City's participation in the Council of
Governments in two (2) years.
Mayor McNaboe stated that is a current discussion, i.e. is the Council of Governments
something the region will get a benefit from.
Council Member Henderson would like to move the item with Mayor McNaboe having
the authority to select one (1) of the three (3) options discussed when it is time to vote
at the COG level. if another option is selected at the COG level, bring that option back
to Council for discussion.

Minutes Grand Terrace City Council January 23, 2018
H. CITY MANAGER COMMUNICATIONS
G. Harold Duffey, City Manager updated Council on the dog park with an anticipated
completion date of no later than February 13tn
City Manager Duffey also informed Council that on Thursday, January 25'n the 2018
Point in Time Homeless Count was conducted. Giveaway bags were provided to all
homeless located in the area.

Mayor McNaboe adjourned the City Council meeting at 9:35 p.m. The Next Regular City
Council Meeting will be held on February 13, 2018 at 6:00 p.m.
