1979-33 RESOLUTION NO. 79-33 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE ACKNOWLEDGING_. RECEIPT OF RESOLUTIONS OF THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF GRAND TERRACE REGARDING THE REDEVELOPMENT PLAN FOR THE GRAND TERRACE COMMUNITY REDEVELOPMENT PROJECT AND DIRECTING THE HOLDING OF A JOINT AGENCY AND CITY COUNCIL PUBLIC HEARING THEREON WHEREAS, the City Council of the. City _of..Grand Terrace (the "City Council") has received from the Community Redevelopment Agency of the City of Grand Terrace (the "Agency") its Resolution entitled: "Resolution of the Community Redevelopment. Agency of the City of Grand Terrace Directing the Holding of a Joint Agency and City Council Public Hearing on the Redevelop- ment Plan for the Grand Terrace Community Redevelopment Project and Requesting the City Council to Consent to Same." NOW, THEREFORE, the City Council of the City of Grand Terrace does hereby resolve, determine and order as follows: Section 1 . A joint public hearing on the proposed Redevelopment Plan for the Grand Terrace Community Redevelopment Project ("Redevelopment Plan") is hereby ordered to be held by the City Council and the Agency as follows: Date: September 20, 1979 Time: 6:00 p.m. Place: First: Baptist Church of Grand Terrace 12354 Mount Vernon Grand Terrace, California Section 2. The City Clerk is hereby directed, in cooperation with the Secretary of the Agency, to cause notice of such joint public hearing, substantially in the form attached hereto as Exhibit "A", to be published once a week for four (4) successive weeks prior to the hearing. Section 3. The City Clerk is hereby directed to cause copies of the notice of such joint public hearing, together with the Redevelop- ment Plan, to be mailed by certified mail with return receipt requested to the last known assessee of each parcel of land within the boundaries of the Grand Terrace Community Redevelopment Project, as proposed, at his last known address as shown on the last equalized assessment roll of the County of San Eernard.ino. Section 4. The City Clerk is hereby directed to cause copies of the notice of such joint public hearing together with the Redevelopment Plan, to be mailed by certified- mail with return receipt requested to the governing body of each of the taxing agencies which levy taxes upon any property in the Grand Terrace Community Redevelopment Project, as proposed, and to the County of San Bernardino and the California State Board of Equalization. Section 5. The City Clerk is hereby directed to transmit a copy of this Resolution to the Redevelopment Ageny. APPROVED, PASSED and ADOPTED this 26th day of July, 1979. DATED: July 26, 1979 City Clerk of the City of Grand Terrace and of the City Council thereof (SEAL) EXHIBIT "A" NOTICE OF JOINT PUBLIC HEARING BY THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIF- ORNIA, AND THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF GRAND TERRACE ON THE PROPOSED REDEVELOPMENT PLAN AND DRAFT ENVIRONMENTAL IMPACT REPORT FOR THE GRAND TERRACE COMMUNITY REDEVELOPMENT PROJECT NOTICE IS HEREBY GIVEN that- the City Council of the City of-Grand Terrace and the Community Redevelopment Agency of the City of Grand Terrace will hold a joint public hearing on the proposed Redevelopment Plan and Draft Environmental Impact Report for the Grand Terrace Community Redevelopment � _Project­on- Thursday, September 20, 1979, at the hour of 6:00 p.m. in the First Baptist Church of Grand Terrace, 12354 Mount Vernon Avenue, Grand Terrace, - California. The purpose of the hearing on the proposed Redevelopment Plan and Draft Environmental Impact Report is to permit persons having any objections to the proposed Redevelopment Plan or Draft Environmental Impact Report or who deny the regularity of any of the prior proceedings for the adoption of said Plan to appear before the City Council and show cause why the proposed Redevelopment Plan and/or Draft Environmental Impact Report should not be adopted or certified. The scope' and objective of the proposed Redevelopment Plan is to provide for the financing :of housing and/or--housing rehabilitation-through legally available means. The legal description of the proposed boundaries of the Grand Terrace Community Redevelopment Project designated in- the Grand Terrace Community Redevelopment Plan are shown on the map attached and incorporated herein as Exhibit "A" . On the day and at the hour and place above specified, all persons having any objections to the proposed Redevelopment .Plan or Draft Environmental Impact Report may appear and be heard. NOTICE IS FURTHER GIVEN that the proposed Redevelopment Plan, the report to the City Council prepared pursuant to the Redevelopment Law on the proposed Redevelopment Plan Rules Governing Participation by Owners and Business Tenants , Rules for Re-entry in Business and the form "Declaration of Restrictions" are filed in the office of the undersigned.
