1980-06 RESOLUTION NO. 80-6
RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF GRAND TERRACE, CALIFORNIA, ESTABLISHING
A PROCEDURE FOR THE AUDIT AND PAYMENT OF
DEMANDS AGAINST THE CITY
The City Council of the City of Grand Terrace does hereby
RESOLVE, DETERMINE AND ORDER as follows :
Section 1. That, except as hereinafter provided, the
City Council shall approve or reject demands against the City
only after such demands have been audited and recommended for
or against payment thereof by the City Clerk, City Finance
Officer or City Manager. Such audited and recommended demands
may be submitted separately or by register to the City Council
for approval or rejection and shall have attached thereto the
affidavit of the officer submitting the demands certifying as
to the accuracy of the demands and the availability of funds
for payment thereof.
Section 2. Upon allowing a demand or approving a register .
of audited demands , payment thereof shall be made in the manner
provided for by resolution or ordinance of the City Council;
provided, however, that such method shall require the manual. ;`
signature of at least one municipal officer who has executed
an official bond to the City covering the faithful performance
by such officer of the duties of his office .
Section 3. Department heads shall certify or approve
departmental payrolls or attendance records for employees in
their departments. The City Clerk shall certify or approve
payroll or attendance records of other officers and employees .
Section 4. Payroll warrants for positions approved and
budgeted for by the City Council need not be audited by the
City Council prior to payment. Such payroll shall be drawn
and made prior to audit by the City Council and shall be presented
to the City Council for ratification and approval at the first
meeting after delivery of the payroll warrants.
Section 5. Warrants drawn in payment of demands certified
or approved by the City Clerk as conforming to a budget approved
by ordinance or by resolution of the City Council need not be
audited by the City Council prior to payment. Such budgeted
demands paid by warrant prior to audit by the City Council shall
be presented to the City Council for ratification and approval
at the first meeting after delivery of the warrants.
