1980-24 RESOLUTION NO. 80-24
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE, CALIFORNIA, CALLING A SPECIAL
ELECTION TO CONSIDER RENTAL HOUSING DEVELOPMENTS
FOR ELDERLY, HANDICAPPED AND LOW OR MODERATE IN- .
COME PERSONS TO BE CONSOLIDATED WITH THE STATE-
WIDE ELECTION OF NOVEMBER 4, 1980.
WHEREAS, the City of Grand Terrace has signed a cooperation
Agreement with the County of San Bernardino for the purposes of par-
ticipating and cooperating in the Federal Community Development Block
Grant, of which the County of San Bernardino is the recipient; and
WHEREAS, the Federal Community Development Block Grant
regulations require the adoption and implementation of a Housing
Assistance Plan for the County and its cooperating cities which identified
the housing needs of the low and moderate income, handicapped and elderly
households, and which identifies the steps to be taken to speak to those
needs; and
WHEREAS, the primary source of funding to speak to the housing
needs identified in the adopted Housing Assistance Plan are available
through the- California Housing Finance Agency (CHFA) and the Federal
Department of Housing and Urban Development (HUD) ; and
WHEREAS, the use of CHFA funding and assistance for new construction
and substantial rehabilitation to meet the housing needs identified require
that the majority of the qualified electors of the County and its cooperating
cities vote on and approve the. development, construction and/or financing
of rental housing developments for low and moderate income, handicapped and
elderly households pursuant to the provisions of Article XXXIV of the
California Constitution; and
WHEREAS, the entire cost of the election will be paid from the
Community Development Block Grant through the San Bernardino County
Office of Community Development:
NOW; THEREFORE, BE IT RESOLVED that the City Council of the
City of Grand Terrace, California, .do.e-s hereby call an election pursuant
to Article 34 of the California Constitution for the purpose of submitting
to the voters the question whether Ho-using Developments for elderly,
handicapped and low or moderate income persons shall be authorized
within the City of Grand Terrace.
BE IT FURTHER RESOLVED that said-measure shall be submitted
to the voters of the City.of Grand Terrace at a special election to be
held and .conducted on the 4th day of November, 1980, and that the polls
shall be open from the hour of 1:00 a.m. to 8:00 p.m. on said election
day. It is further ordered that said election be, and it is, hereby
consolidated with the General Election to be held on said day,- and all
precincts established, and all election officers appointed for said
General Election shall be the precincts and election officers for said
General Election, and said election officers shall conduct said election
and make return thereof according to law.
BE IT FURTHER RESOLVED that the Registrar of Voters is instructed
to place the measure on the ballot at said election in- the following form:
"Shall rental housing developments, as contemplated by
Article 34 of the California Constitution, for elderly,
handicapped, low or moderate income persons be developed,
constructed, financed or acquired in the unincorporated
area of the County of San Bernardino and in participating
cities, subject to the following conditions:
"Housing built or rehabilitated-pursuant .to this measure
shall not exceed 5% of the total dwelling units within
the unincorporated area of the County of San Bernardino
or, for participating cities, within the City.

"A city is a participating city if the city council
adopted a resolution requesting participation in this
measure and submitted it to the Registrar of Voters on
or before August 22, 1980.
"No county or city general fund monies shall be expended
for such housing.
"No project shall be .authorized by authority of this
measure until such specific project is approved at a
properly noticed public hearing by the Board of Super-
visors or, for participating cities, by the city council?"
BE IT FURTHER-RFSOLVED.that-this measure shall be submitted to the
voters of the City of Grand Terrace, and the Registrar of Voters is directed
to conduct the election in said area and _submit separate election results
for the City of Grand Terrace. This measure shall be effective in the City
. of Grand Terrace of the County of San Bernardino if a majority of the persons
.voting on the measure in said City approve the measure.
