1980-45 RESOLUTION NO. 80-45
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE, CALIFORNIA, APPROVING AN OFFER
TO THE GRAND TERRACE CLEAN COMMUNITY SYSTEM TO
TRANSFER LITTER CLEANUP AND LITTER ENFORCEMENT
FUNDS TO BE RECEIVED UNDER THE STATE LITTER
CONTROL, RECYCLING AND RESOURCE RECOVERY FUND
WHEREAS, an application is being submitted to the State Solid
Waste Management Board for a grant under the State Litter Control ,
Recycling and Resource Recovery Funds; and
WHEREAS, in the case, increased cost-effectiveness and efficiency
of a joint cooperative Litter Cleanup and Law Enforcement program _ -
between the City and the Grand Terrace Clean Community System can be. _
expected; and
WHEREAS, said program Litter Cleanup and Litter Law Enforcement ,
funds to be transferred to the Grand Terrace Clean Community System
rendered; and
WHEREAS, City and Clean Community System Staff have tentatively
agreed on the feasibility of special Litter Cleanup and Litter Law
Enforcement Projects in said City;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the city
of Grand Terrace hereby:
1. Offers the Clean Community System the amounts of $1150 for litter
Cleanup (Government Code Section 68043) , Representing the total
amount allocated to the City of Grand Terrace; and
2. Authorizes said funds be used to develop a comprehensive City
Litter Cleanup and Enforcement Program for the City and to
specifically establish special projects including, but not
limited to:
a) Transportation of equipment and personnel for purposes of
collecting litter;
b) Contractual services for a special project of "Keep America
Beautiful ;"
c) Purchase of audiographic supplies ; and
d) A special clean project during the week of April 20-26,
1981.
3. Disbursement of funds is contingent upon receipt of grant funds.

(a) Briefly describe your existing litter control program, including the funding level,geographic areas targeted, and relative
program effectiveness.
Grand Terrace Clean Community System received certification from Keep America
Beautiful Inc. for the City of Grand Terrace on June 30, 1980.
Our program includes an educational system within schools , civic groups and
businesses in order to change people's norms of littering. Two litter clean
ups are conducted each year by volunteers including Scouts and other civic
clubs. Litter is measured by a Photographic Index study three times a year in
order to measure our progress.
The City of Grand Terrace contracts with the Clean Community System to develop
ways of reducing litter within its city limits. This contract is executed by
Resolution.
Ile have reduced litter in Grand Terrace by 53;a since February 1980. 'Ne 've
reduced the posting of unlawful signs on utility poles and trees by 99%.
Wle' ve updated City ordinances and increased law enforcement of litter viola-
tions. Grand Terrace is becoming a clean City.
