1981-66 RESOLUTION NO. 81- 66
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE, CALIFORNIA, REGARDING THE SECOND
CYCLE 1981 GENERAL PLAN AMENDMENTS
WHEREAS, Section 65860 of the California Government Code requires that
zoning and the General Plan be consistent; and
WHEREAS, Section 65361 of the California Government Code requires that
any mandatory element of a general plan shall not be amended more frequently
than three (3) times during any calendar year; and
WHEREAS, the City Council of the City of Grand Terrace on November 1,
1979, did establish three (3) hearing cycles per year for the review of
requested Plan Amendments; and
WHEREAS, the City of Grand Terrace Planning Commission has conducted a
legally notified Public Hearing during which the project comprising a Second
Cycle 1981 Amendment to the City General Plan was presented, studies and
testimony received; and
WHEREAS, the City Council of the City of Grand Terrace has also
conducted a legally notified Public Hearing during which the project
comprising the Second Cycle 1981 Amendment to the City General Plan was
presented, studies and testimony received; and
WHEREAS, the City of Grand Terrace Environmental Review Officer found
that the project would have no significant effect on the environment;
NOW, THEREFORE, BE IT RESOLVED that the City Council , having reviewed
various alternatives, the findings of the Environmental Review Officer, the
correspondence received, the testimony given at the hearing, hereby takes the
following action:
PROPOSAL: Amend General Plan from Residential 4-8
to Industrial .
LOCATION: Generally, north side of Barton Road,
east of Stater Bros. Warehouse, west of
Grand Terrace Road, approximately 21850
Barton Road.

SECTION 1. That the General Plan Land Use Map be amended from
Residential 4-8 to Industrial for the following described real property, a map
of which is shown on Exhibit "A" attached hereto and incorporated herein:
PARCEL ONE
Portion of Block "I" of Grand Terrace Tract, as shown by map
thereof, recorded in Book 1, page 33 of Records of Survey,
Records of said San Bernardino County, described as follows:
Beginning at a point on the westerly line of Grand Terrace
Road 379.49 feet southerly from the northeast corner of the
southerly 8.04 acres of Block "I" said point being the
southeast corner of the property conveyed to Clifford Davis,
et ux, by deed recorded February 1, 1940, in Book 1381, page
486, official records of said County; thence southerly along
the west line of said Grand Terrace Road 357.11 feet to the
north line of Palm Avenue; thence west along Palm Avenue to a
point 120 feet easterly, measured at right angles from the
center line of the Southern, Pacific Railway right-of-way;
- -thence northeasterly parall-el to -said center line 1-00 feet;
thence northwesterly at right angles to said railway
right-of-way, 100 feet to point on the southeast line of said
right-of-way; thence northeasterly along said right-of-way to
point due west of point of beginning, said point being the
southwest corner of the proPerty conveyed to Davis above
referred to; thence east to point of beginning;
Also excepting therefrom the easterly one and one-half acres.
Also excepting any portion of property lying west of center
line of Front Street, as shown on said map of Grand Terrace,
and any portion as may be included in the station grounds as
indicated on said map.
PARCEL TWO
That certain real property in the City of Grand Terrace,
County of San Bernardino, State of California, described as:
That portion of Block "I", Resubdivision of Grand Terrace
Tract as per map recorded in Book 1 of Record of Surveys, page
33 in the Office of the County Recorder of said County,
described as follows:
Commencing at the intersection of the easterly line of the
right-of-way of the Riverside Branch of the Southern Pacific
Railroad Company with the north line of Palm Avenue, as per
plat of the Grand Terrace Tract recorded in book one, page

thirty-three, Record of Surveys San Bernardino County Records,
and also as per plat recorded in San Bernardino County, "Road
Book C" page sixty; thence east along the north line of Palm
Avenue to point one hundred twenty (120) feet distant,
measured at right angles from the center line of the Riverside
Branch of the Southern Pacific Railroad Company; thence
northeasterly on a line parallel to said railroad center line
one hundred (100) feet thence northwesterly on a line at right
angles to said railroad center line one hundred (100) feet to
a point on the easterly line of the right-of-way of said
railroad; thence southwesterly along easterly line of the
right-of-way of said railroad to the point of beginning.
SECTION 2. That General Plan Amendment No. 81-0001 be subject to the
following findings; that a Negative Declaration be adopted; and the City Clerk
be instructed to file a Notice of Determination:
1. General Plan Amendment No. 81-0001 will be
consistent with the General Plan.
2. General Plan Amendment No. 81-0001 will not
be detrimental to to the health, safety,
and welfare of the persons working or
residing within the neighborhood, or the
City, or injurious to property or
improvements in the area or the City.
3. General Plan Amendment No. 81-0001 is
consistent with the intent of the Grand
Terrace Revised Community Redevelopment
Plan.
