1982-34 RESOLUTION NO. 82- 34
A RESOLUTION OF- THE CITY COUNCIL OF THE CITY OF
GRAND TERRACE, CALIFORNIA, SUPPORTING THE
PERCY-KRAMER-WINK PROPOSAL TO SELL SURPLUS FEDERAL
PROPERTY.
WHEREAS, for more than half a century, the Federal Government has
incurred debt in that more monies were expended than received; and
WHEREAS, during those years and previous years, the Federal Government
has acquired land and buildings to the extent that over 744,000,000 acres -
one out of every three acres in the entire United States - and 4051147
buildings (over 2.65 billion square-feet floor area) are actually owned by the
Federal Government; and
WHEREAS, no one in the Federal Government really knows the worth of _
these properties. In fact, the Library -of Congress, GAOBLM, and GSA- not only-
do not have information available on property values, no agency has existing. -
authority to conduct an assessment into the amount, types, or value of ally,
Federal properties; and
WHEREAS, a GAO study commissioned by Congressman Ken Kramer revealed
that the total recorded cost of Federal real property as of September 30,
1979, was $104.0 billion, but admitted this is only a fraction of the true
cost as no value is assigned to public domain land, which accounts for 92% of
Government holdings, with the remaining Federal, properties listed at
acquisition cost instead of at a true market value; and
WHEREAS, presently, the Departments of Interior, Agriculture, and
Defense control most Federal land, annually deciding certain properties they
do not need, which are then offered by GSA to other Federal agencies; if not
wanted, the property .is then offered to state and local goverments or eligible
non-profit organizations. If not claimed, the property can be sold with the
.proceeds going into the Land and Water Conservation Fund for purchase of more
land and development of outdoor resources; and
WHEREAS, the Percy-Kramer-Winn proposal would specifically call for an
analysis of the Federal inventory to determine just what the Government owns,
exactly how much it is worth, identify all of those properties which could and
should be sold; it would encourage the sale of surplus Federal property and
require the proceeds from sales be used .to help pay off the National Debt and
thus bring down inflation and high interest rates.
WHEREAS, said proposal would allow only properties such as abandoned
military bases, deserted Federal buildings, vacant-urban lots, and other lands
which are unused or unneeded by the Federal Government to be sold, with
National Parks,, Monuments, other properties under the National Park Systems,
and all wilderness areas excluded from possible sale;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GRAND TERRACE DOES
HEREBY RESOLVE that Senate Resolution 231 (House Resolution 265) calling for
the sale of unneeded Federal property picked to help pay off the National Debt
is a worthwhile and laudable proposal .
BE IT FURTHER RESOLVED by said Council that a copy of this Resolution
be forwarded to cities of the Citrus Belt Region requesting their similar
support for this proposal to eliminate disuse of properties and the National
Debt by allowing for private reinvestments and support of the economy of the
United States of America.
