CONSENT CALENDAR Jeremy Rivera, Grand Terrace asked what the ice rink was used for that was charged to Arrowhead Credit Union; why the City paid for a web page design when he believed staff could design it and would like the payments to City Council for health insurance made available to the public. G. Harold Duffey, City Manager explained that the payment for the ice rink was part of the City's Holiday Tree Lighting event in 2017 and in 2014-2015 there were extra proceeds to develop and build an entirely new web page that will launch in July which the Executive Assistant will train to update the new site on a continuing basis. Cynthia Fortune, Assistant City Manager explained that the City Council receives a health insurance reimbursement in an amount up to $640.00. RESULT: APPROVED [UNANIMOUS] MOVER: Kenneth J. PUBLIC COMMENT Jeremy Rivera, Grand Terrace is lobbying for an extra deputy for the City. He was disappointed that a motion to pay an extra deputy $160,000 and seconded at the last meeting failed. He reiterated to City Council the importance of hiring another deputy for the City. City of Grand Terrace Minutes Grand Terrace City Council July 10, 2018 D. CITY COUNCIL COMMUNICATIONS Council Member Kenneth J. Henderson Council Member Kenneth J. Henderson wanted to publicly apologize to the Mayor and City Attorney for interrupting their conversation held at the dais during the last City Council meeting. Council Member Henderson attended the City/County Conference which is a conference held with county supervisors, city councils, city managers and department heads from various cities throughout the county. A presentation was made by the Commander of the National Training Center which provided information on the excellent training received by the armed forces, its facilities and live fire exercises. He attended a session called "Public Business Meetings - Business or Free for All". There were a number of presentations regarding meetings held by various agencies that spun out of control, for one reason or another, and tips were given on how to control the situations as they arise. Council Member Henderson attended a presentation called "Taking Back Our Community'. It was a two-part presentation regarding Propositions 47, 57 and AB 109 and the impact it is having on law enforcement throughout the state. Information was provided on crime, crime statistics, county jail demography, and things dealt with on a day to day basis. He suggested to the City Manager that the City participate with the 33 other cities in Taking Back Our Communities to help change legislation either by initiative or by actions of the assembly. Council Member Bill Hussey Council Member Bill Hussey explained the process he took when reviewing the 2018- 2019 and 2019-2020 City budget and the feedback he received from the community taking that information into consideration when making his decisions. He shared with the public that he is available during office hours to speak with residents about their concerns. Council Member Hussey stated when it comes to the Sheriff's Department and the protection of the City as well as the deputies themselves, any funding shortfall for the contract cannot be resolved by using one-time money; a long-term solution is needed He attended the City/County Conference in Lake Arrowhead and held discussions with those in attendance from other agencies. He asked Dr. Wolf from SBCTA how much the cost to taxpayers was tearing down the freeway retaining wall and was told the cost was $2 million dollars. He met with the Sheriff s union president, Mr. Grant Ward who provided information on recent criminal activity in the City which raised concerns. City of Grand Terrace Page 3 Minutes Grand Terrace City Council July 10, 2018 He hoped everyone had a safe and happy 4th of July however asked those that still have fireworks to refrain from setting them off. Council Member Doug Wilson Council Member Doug Wilson shared with the community on June 21st his home was invaded while his wife was still inside. He was happy to report she made it safely outside and was unharmed. He wanted to applaud the response time by first responders, including Lieutenant Wolfe and who performed a thorough investigation. Whether the City has enough law enforcement or not, he can assure everyone, the City has the best. On the 25th of June he graduated 10 guys from his construction class which takes individuals who transition from welfare to place them into jobs. He encouraged all to get involved in the community to try and help reverse the criminal trend. Council Member Wilson commented on a power outage that happened in his neighborhood on July 6-7 and wanted to applaud first responders for their help and City Staff for their assistance opening the City's cooling center. Mayor Pro Tern Sylvia Robles Mayor Pro Tern Sylvia Robles attended a workshop on public safety at the City/County Conference where discussion was held on the reclassification of crimes, possible ballot measures to repeal Prop 47 and AB 109. She attended a workshop regarding public meetings. The presenter held discussion on how to establish time limits for Council meetings; social media, Brown Act violations and misinformation campaigns by the public on how to impact City government. She recommended to residents attend Council meetings and during public comment bring possible future agenda items to the Council and if one or more member agrees, Council can bring something back. The discussion also prompted her to reiterate her request to establish a Council Code of Conduct. Mayor Pro Tern Robles reviewed a spreadsheet provided by the City Manager outlining Council's approval of positions filled and unfilled between FY 2014-2015 to the present and she shared some background information on revenues received by the City which helped fund law enforcement overtime however the revenue source received each year stays the same, but the law enforcement contract continues to increase. She stated there is still much work to do. Mayor Darcy McNaboe Mayor Darcy McNaboe attended the City/County Conference and two items that stood out was the land mass at the National Training Center of Fort Irwin is equal to the land mass of the State of Rhode Island. It consists of 775,000 acres of maneuver space, 26,000 feet of air space and replicated 12 urban towns consisting of 1,200 buildings. City of Grand Terrace Minutes Grand Terrace City Council July 10, 2018 An additional session she attended was on CalPERS pension issues, the problems being faced, and how the CalPERS board wants to divest asset classes for political reasons. CalPERS offered solutions with help when they said the California Supreme Court could look at individual vested rights or the California rule but that is not likely to give cities a lot of relief in the short term which requires a legislative change which is unlikely. Mayor McNaboe attended a housing workshop where discussion was held about housing needs and the cost drivers that are associated with building. The items cities have control of is to help developers with the time aspect such as the permit approval process and providing the information developers will need. The developer side is looking at modularized homes which provides a cost savings. She attended a portion of the homeless session and took away that San Bernardino County had good results with their homeless veterans. Between July 2015 to June 2018 they housed 1,000 veterans with 1,161 cases resolved. They looked at a multifaceted approach getting elected officials together with service providers and faith communities to assist. Mayor McNaboe announced June 28, 2018 marked the last day the City's Oversight Board for the Successor Agency of the Grand Terrace Community Redevelopment Agency will convene. E. PUBLIC HEARINGS 6. 2018-2019 Landscape & Lighting Assessment District 89-1 Intent Mayor McNaboe opened the public hearing at 7:34 p.m. Adreane Freeman, Management Analyst gave the Power Point presentation for this item. Mayor McNaboe closed the public hearing at 7:40 p.m. Richard L. Adams, II, City Attorney suggested Mayor Pro Tem Robles amend her motion to approve the item to include the addition of "89-1" after Landscaping and Street Lighting District. 1) CONDUCT THE PUBLIC HEARING; AND City of Grand Terrace Minutes Grand Terrace City Council July 10, 2018 2) ADOPT RESOLUTION NO. 2018- RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE CONFIRMING A DIAGRAM AND ASSESSMENT AND PROVIDING FOR ANNUAL ASSESSMENT LEVY FOR A LANDSCAPING AND STREET LIGHTING DISTRICT NO. 89-1 RESULT: APPROVED [UNANIMOUS] MOVER: Kenneth J. Hearing of Appeals of Delinquent Refuse, Sewer and Rental Inspection Fees; Action to Collect Said Delinquent Fees on the Tax Roll and for the Placement of Assessments for Said Delinquent Fees on Properties Located in the City Mayor McNaboe opened the public hearing at 7:42 p.m. Alan French, Public Works Director gave the Power Point presentation for this item. Council Member Hussey asked what the process is for landlord/tenant properties and who is responsible for those delinquencies. Sandra Molina, Planning and Development Services Director explained the property owner is responsible for the fees. G. Harold Duffey, City Manager explained services are not discontinued when payment is not made. Steve Nawar received a notice of delinquency for his renter's non-payment of bills. He disagrees that it should be the responsibility of the owner to pay fees if the tenant fails to pay their bills; he believes services should be discontinued. City Manager Duffey explained that the City's municipal code states it is the property owner's responsibility to ensure that trash and sewer services are paid for the rental property. City Attomey Adams explained that due to health and safety concerns, it is best if trash is continually picked up even if the responsible party is not paying to prevent the accumulation of trash. Because the City has this in place, it allows the City to assess the delinquent payments on the property tax roll. Mike Arreguin, Burrtec reiterated that trash pick up is a mandatory collection service and mandatory pay, both residential and commercial. He also explained that the County may lien sale the property after five years of delinquency.
