SUBJECT: ARCHITECTURAL DESIGN SERVICES: TERRACE HILLS PARK
REHABILITIATION

BACKGROUND:
In April, 2000, the Redevelopment Agency approved the allocation of$6,000 to $8,000
for the development of a conceptual plan for improvement to the Soccer Fields and
School Facilities at Richard Rollins Park and Terrace Hills Middle School. Staff has
solicited proposals and is recommending approval of a contract.
DISCUSSION:
Staff mailed requests for proposals to approximately 30 design firms serving public and
private entities throughout California. Attached is a copy of the RFP.
The Agency received two proposals from qualified design firms as follows:
Design*Scape Architects, Inc 57,980.00
David Evans and Associates, Inc. $12,830.00
Staff is recommending that the Agency approve a contract with DesignScape Architects
and authorize Staff to proceed with the project.
RECOMMENDATION:
That the Redevelopment Agency Board of Directors approve an AGREEMENT
BETWEEN THE GRAND TERRACE CONWUNI M REDEVELOPMENT

OVERVIEW
The Grand Terrace Community
Redevelopment Agency is seeking
proposals from qualified consultants to
assist in the development of conceptual
designs for the rehabilitation and
enhancement of existing park and
restroom facilities.The sites are
commonly known as Richard Rollins ]
Park and Terrace Hills Middle School
play fields.
The Redevelopment Agency is currently
interested in a joint project with the
Colton Unified School District for the
enhancement of the facilities.The
de,,elopment of the conceptual designs
will be used as pan of this proposal.
Typically.the project may include
Iandscaping and beautification
improvements, lighting facilities_
realignment of fields and the
development of enhanced snack bar and restroom facilities.
SITE DESCRIPTION:
The location consists of approximately 15 acres including 4 soccer fields, l baseball diamond,a playground and restroom
facility.The City owns Richard Rollins Park,a 5 acre portion of the site which includes the playground,resnoom and I soccer
field.The approximate 10 acreas adjacent to the middle school are owned by the Colton Joint Unified School District and
includes 3 full size soccer fields and I baseball diamond and a future restroom/snack bar.
The facilities are separately maintained by each agency;however all scheduling is controlled by the City through a Facilities
Joint Use Agreement_
SCOPE OF THE PROJECT:
The Agency is interested in receiving proposals from qualified firms to perform the following-
I. Develop a site survey and mapping of the location_This aspect will include:
• Site map and topographical mapping of existing.
• Site inventory of facilities

2. Prepare a conceptual site plan of amenities from the rehabilitation of the site and the enhancement of the facilities.This
should include:
• Consultation with key stakeholders in the project including City,CJUSD and%outh groups.Consultant should

• Preparation of a conceptual drawing of the proposed improvements,includme siting of the facilities.
3. Development of a general scope of work to be performed for the improvement as per the conceptual drawing.
4. Prepare preliminary cost estimates for the project.

• Key Personnel who will be working on the project.

Costs in the proposal should be all inclusive.

OF ARCHITECTURAL DESIGN SERVICES.
THIS AGREEMENT IS ENTERED INTO THIS DAY OF BY AND
BETWEEN THE GRAND TERRACE CO i1 UNITY REDEVELOPMENT AGENCYA
("AGENCY") AND DESIGNSCAPE ARCHITECTS, INC (CONTRACTOR) FOR THE
PROCISION OF ARCHITECTURAL DESIGN SERVICES.
RECITALS
WHEREAS,CONTRACTOR is a qualified architectural design services company, licensed to
operate within the State of California;and
WHEREAS, CONTRACTOR has responded to a Request for Proposal and submitted a
Proposal for Professional Services for the rehabilitation of Richard Rollins Park and Terrace Hills
Middle School Park facilities;and
WHEREAS, CONTRACTOR is a experienced in the design requirements for the proposed
project; and
)VE EREAS, AGENCY desires to utilize the services of CONTRACTOR to implement the
development of conceptual designs for the described park improvements.
NOW,THEREFORE,THE PARTIES AGREE AS FOLLOWS:
SECTION 1. SERVICES OR SCOPE OF WORK
Contractor shall perform all the services as described as follows (include, in detail, the services to be
provided).-
A. For and in consideration of the payments and agreements hereinafter mentioned to be made and
performed by said Agency, said Contractor agrees with said Agency to perform and complete in a
workmanlike manner all work required under the Bidding Schedule of the Agency's Specification,
in accordance with the Specifications and Drawings therefor, to furnish at his own expense all
labor, materials, equipment, tools and services necessary therefor, except those materials,
equipment, tools and services as may be stipulated in said specification to be furnished by said
Agency and to do everything required by this Agreement and the said Specifications and
Drawings.
B. The Notice Inviting Bids, Instructions to Bidders, Proposal, Information required of Bidder,
Specification, Drawings, and all addenda issued by the Agency with respect to the foregoing prior
to the opening of bids, are hereby incorporated in and made a part of this Agreement.

SECTION 2. SERVICES PROVIDED
CONTRACTOR shall provide all labor, supervision and equipment required to perform said services.
SECTION 3. COMPENSATION
Contractor shall be paid$7,980.00.
SECTION 4. BUSINESS LICENSE
CONTRACTOR shall, within five (5) days of executing this contract, obtain a current City of Grand
Terrace business license,during the term of this contract or any extension thereto.
SECTION 5. INDEPENDENT CONTRACTOR
The parties agree that CONTRACTOR is an independent contractor who is being paid to produce a
result. CONTRACTOR is in no way an employee of AGENCY. CONTRACTOR controls the means
of accomplishing the work. CONTRACTOR shall pay all Federal and State payroll taxes for
employees of CONTRACTOR and said employees shall in no way be deemed or construed to be
employees of AGENCY for any purposes.
SECTION 6. EFFECTIVE DATE/TERM
This agreement shall become effective upon the date of execution of the Agreement by both parties.
This contract shall terminate on November 1, 2000 unless renewed-
SECTION 7. TERMINATION
Agency shall have the right to terminate this agreement at a date earlier than specified for default.
Before AGENCY exercises said right it shall give CONTRACTOR 15 da,,s notice of the facts
constituting the default and a chance to cure any deficiencies within that time. If those deficiencies
have not been cured, AGENCY shall have the right to send CONTRACTOR notice that the contract
has been terminated for default pursuant to this paragraph by giving notice as pro%ided herein.
SECTION 8. ASSIGNMENT
No assignment of this contract may be made without the express written consent of AGENCY.
SECTION 9. NOTICE
The parties may give notice under this contract by sending such notice certified mail addressed as
follows:

SECTION 10. GRATUITIES
CONTRACTOR warrants that neither it nor any of its employees,agents or representatives has offered
or given any gratuities to AGENCY'S employees, agents or representatives with a view toward
securing this contract or securing favorable treatment with respect thereto.
SECTION 11. CONFLICT OF INTEREST
CONTRACTOR warrants that he has no blood or marriage relationship, and that he is not in any way
associated with any architect,engineer or other preparer of the plans and specifications for this project.
CONTRACTOR acknowledges that AGENCY has detailed Conflict of Interest rules, agrees to abide
by those rules, and agrees that any breach of those rules shall give AGENCY the right to rescind,
cancel or otherwise terminate this agreement,at AGENCY'S discretion.
SECTION 12. LNTEGRATION
This agreement constitutes the entire agreement and understanding between the parties hereto, and it
shall not be considered modified, altered, changed, or amended in any respect unless in writing and
signed by the parties hereto.
SECTION'13. NO WAIVER
The failure of the AGENCY at the time to require performance by the CONTRACTOR of any
provisions hereof shall in no way affect the right of the AGENCY thereafter to enforce same. Nor
shall waiver by the AGENCY of any breach of any provisions hereof be taken or held to be a waiver of
any succeeding breach of such provision or as a waiver of any provision itself.
SECTION 14. INSURANCE
The Contractor shall supply insurance and licensing as follows:
Commercial General Liability:
Primary insurance shall be provided on IOSCGL form No. CG 00 01 11 85 or 88. Total limits shall be
no less than I million dollars per occurrence for all coverage's and Imillion dollars general aggregate.
Agency and its employees and agents shall be added as additional insureds using ISO additional
insured endorsement form CG 20 10 11 85 tin no event will Agency accept an endorsement form with
an edition date later than 1990). Coverage shall apply on a primary non-contributing basis in relation
to any other insurance or self-insurance, primary or excess, available to Agency or any employee or
agent of Agency. Coverage shall not be limited to the vicarious liability or supervisory role of any
additional insured. Umbrella Liability Insurance (over primary) shall apply to bodily injury!property
damage, personal injuryladvertising injury, at a minimum, and shall include a "drop down" provision

providing primary coverage above a maximum $25.000.00 self insured retention for liability not
covered by primary policies but covered by the umbrella policy. Coverage shall be following form to
any underlying coverage. Coverage shall be provided on a "pay on behaIe' basis, with defense costs
payable in addition to policy limits. There shall be no cross liability exclusion. Policies shall have
concurrent starting and ending dates.
Worker's Compensation_
Shall be written on a policy form providing workers' compensation statutory benefits as required by
law. Employer's liability limits shall be no less than one million dollars per accident or disease.
EmploNi-er's liability coverage shall be scheduled under any umbrella policy described above. Unless
otherwise agreed, this policy shall be endorsed to waive any right of subrogation as respects the
Agency. its employees or agents.
The Contractor shall also provide the Agency with a Certificate of Worker's Compensation Insurance
and completed Declaration Regarding Licenses Status form. Contractors must also have a valid
Agenc} of Grand Terrace Business License.
SECTION 15 LEGAL ACTION
Should the Agency bring any legal or equitable action for the purpose of protecting or enforcing its
rights under this Agreement, the Agenc} shall recover, in addition to all other relief, its reasonable
attorneN's fees and court costs to be fixed by the Court.
SECTION 16 ATTORNEY'S FEES
The parties agree that should any dispute arise concerning the interpretation of this contract. or
regarding the performance or non-performance of this contract, that the prevailing party shall be
entitled to reasonable attorney's fees.
SECTION 17 EXTRA WORK
The Contractor hereby agrees that he Kill not proceed with any Extra Work unless he has been
authorized in writing to do so by AGENCY.

Councilmember Larkin, questioned whether the video detection cameras are capable of
recording traffic.
Assistant City Manager Donlev , responded that there is no taping going on.
Counci 1 member Larkin,he commended all of the volunteers for their work on Grand Terrace
Days and felt that it was an enjoyable event. He reported on the open house for the addition
at the Senior Center and commended the Seniors on all of their efforts. He indicated that
Grand Terrace needs to emphasize the impact that the development of the Spring Mountain
Ranch development will have on our community. He reported that the Grand Terrace
Chamber of Commerce will hold their luncheon at the Blue Mountain Coffee House on June
27' and that the installation of Officers will be held on June 28'b. He congratulated Byron
Matteson on his appointment as the new president of the Grand Terrace Lions Club and also

commended Gale Drews for being named"Lion of the year."
Councilmember Garcia, reported that she attended the Tiny Tot graduation and that they do
a wonderful job. She attended the Mobile Source Reduction Committee meeting and
indicated that they have 14.5 million dollars to be used as grant money. At the meeting they
outlined the different categories that those grant monies will be going in to and urged staff
to be looking for the grants. She reported that she would like to see advanced transportation
pushed at SANBAG. She thanked Irene Mason for her endless hours of volunteering and
indicated that she will no longer be volunteering in the community. She stated that the
Spring Mountain Ranch is a smart community and although we need to look at it closely
there may some opportunities that ue can access.
Mayor Matteson, reported that there was a good turn out at Grand Terrace Days. He
indicated that Grand Terrace Days is not paid for by the City and that we depend on
volunteers to run the event.

Article XIII-B of the California Constitution was adopted as
Proposition 4 in the November 1979 General Election. Proposition 4
established an appropriations limit from proceeds of taxes for each
governmental entity with the State of California. The appropriations
limit is unique to each governmental entity and must be determined
annually. RDA is not subject to appropriations limit.
The ir.=ent is to provide certain limitations and controls on
goverrL-,ent spending at all levels of government in the state, but
these restrictions are intended by legislature to be applied in a
reasonable and practical manner so as to allow some flexibility to
meet constantly changing conditions and needs of the citizens for
governmental services . The appropriation limit of the City is the
"proceeds from taxes", as defined, adjusted annually by changes to
the population and the cost of living.
The Department of Finance shall notify each local agency, no later
than May 1st of each year, of the change in cost of living or change
in California per capita personal income, whichever is less, and the
population for each local agency for the prior calendar year.
Proposition 111, passed in June 1990, made several changes to the
method to be used in calculating the limit. These changes allow that
the Population Factor may be the change in population of the City or
the change in population of the County. Proposition 111 also changed
the Price Factor to be a choice of the change in California per
capita income or the change in the local assessment roll due to the
additicn of local nonresidential new construction. The latter
percentage will have to be provided by the County and will not be
available for several months.

However, staff does not feel this c:.ange will effect Grand
Terrace's calculations due to the lack of non-residential new
construction over the last year.
The appropriations limit can always be adjusted at a later date.
Council must make their selection ann::ally on each option by recorded
vote.
At present, an appropriation cushion cf $4, 426, 955 exists before the
limitation would impact the City. This is an increase of 5 .7% over
the last year.

The California Revenue and Taxation Code, Section 2227, mandates the Department of
Finance to transmit an estimate of the percentage change in population to local governments.
Each local jurisdiction uses their percentage change in population factor for January 1, 2000,
in conjunction with a change in the cost of living. or price factor, to calculate their
appropriations limit for fiscal year 2000-2001. This year, the price factor is not currently
available because the Federal Government will not provide the state's income estimate
until **lay 17. Please read Enclosure I for an explanation on how and when local areas will
be able to obtain this year's price factor.Enclosure II provides city and unincorporated county
population percentage changes (and Enclosure ILk provides county and incorporated areas
population percentage changes). The population percentage chance data excludes federal and
state institutionalized populations and military populations. as noted.
POPULATION' CERTIFICATION'
Tne population certification program applies only to cities and counties. Revenue and Taxation
Code 11005.6 mandates the Department of Finance to automatically- certify any population
estimate that exceeds the current certified population with the State Controller's Office. The
Department of Finance will certify the higher estimate to the Controller, unless the
Department receives a written request not to certify- within 25 days of the completion of
the estimate. The ciry or counvv then retains the current certified population. The Department
of Finance will only certif, a lower population estimate if requested by a city or county in
writing to do so by June 1. 2000.

The price factor needed by local jurisdictions to compute their appropriations limit for fiscal
vear 2000-2001 could not be calculated in time for the May 1 mandated due date, as
explained below. The Department of Finance (DOF) regrets this inconvenience and will
provide the price factor to local areas immediately, both on the Internet and by mail, when it
becomes available.
By law, the Economic Research Unit of the State Department of Finance uses a state income
estimate provided by the U.S. Bureau of Economic Analysis (BEA) to calculate per capita
personal income. This is the price factor provided annually by DOF to local areas to calculate
the local appropriations limit. This year, the BEA cannot provide the state's income estimate
until May 17.
The Department Of Finance will place the price factor on its home page after May 17, and
mail both the price factor and the population change factor to local areas.

governing body. The cost of living factor provided here is per capita personal
income. If the percentage change in per capita personal income is selected, the

FISCAL YEAR 2000-2001 APPROPRIATIONS LIMIT
PURSUANT TO ARTICLE XIII-B OF THE STATE
CONSTITUTION AS REQUIRED BY CALIFORNIA
GOVERNMENT CODE SECTION 7910
WHEREAS,Article X01-13 of the California Constitution requires that an Appropriations
Limit be determined and established annually for each governmental entity within the State of
California;
NOW,THEREFORE,THE CITY COUNCIL OF THE CITY OF GRAND TERRACE
DOES HEREBY RESOLVE, DECLARE, DETERINIINE,AND ORDER AS FOLLOWS:
Section 1. That the City Council of the City of Grand Terrace hereby establishes the
Fiscal Year 2000-2001 Appropriations Limit pursuant to article XIII-B of the
State Constitution as required by California Government Code Section 7910.
Section 2. That the limits determined on Exhibit"A" attached hereto and incorporated
herein by reference is the established limit for Fiscal Year 2000-2001.
Section 3. That the City of Grand Terrace, as shown in said Exhibit"A", has complied
with the limit imposed on appropriations and that all proceeds of taxes were
appropriated for Fiscal Year 2000-2001.

The Planning Commission stipends are set by resolution and, therefore, we need to rescind
Resolution No. 99-15 which set the stipends at$25 per month and establish the new rate of$50 per
month.

WHEREAS, the City Council of the City of Grand Terrace has determined the need
to increase the stipends for the Grand Terrace Planning Commissioners;
NOW, THEREFORE, the City Council of the City of Grand Terrace, does hereby
resolve, determine, and order the following:
Section 1. Rescission - Resolution No. 99-15 is hereby rescinded in its entirety.
Section 2. Planning Commission Stipends-That each Planning Commissioner shall
receive a stipend in the amount of $50 per month in which at least one Planning

property tax roll.
City Council has adopted Ordinance No. 112, as amended 'c Ordinance
No. 144 (1993) , Ordinance 163 (1996) and Ordinance 180
0 "Comprehensive Fee Schedule' , establishing the fees for :axes,
permits, licenses, services, facilities and activities 4=ovided by
the City of Grand 'Ferrate.
;rdinance No. 112, Exhibit "A", Item 17 (c) , "Sewer User C~:arges, Lien
Status of Delinquent Charges; states that "Any sewer service charges
unpaid for a period of six ; 6) months shall cause a lien to be
recorded upon the real property served . . . Once the lien is placed Cn
the real property, the delinquent amount and all penalties shall be
added to the tax roll".
Finance Department has reported approximately 7 potential parcels in
which sewer user charges are delinquent more than six (6) months.
Each user and property owner, if different than the user, has been
given ample notice of the potential city actions. The final number of
parcels submitted may be increased if more delinquent users are found
or reduced if the delinquent user pays the amount due before Staff
submits the notice to apply special assessments to the _ax roll to
the Auditor-Controller. The final list and a Council Res:lution to
direct collection of delinquent sewer users is due in the
Auditor-Controller' s office by August 11, 2000. However, the list
will be sut:%tied before then.

A Six month delinquency represents three regular billing cycles; a
courtesy notice after the third and fifth month and a "goldenrod"
notice after the six month with a copy of the ordinance. O
In accordance with Government Code Sec.29304 the County` s processing
cost, not to exceed $2.00 per parcel, is added to the total
assessment.
The number of delinquencies have gone down from 65 delinquent
accounts eligible for the tax roll last year to 7 delinquent
accounts eligible for the tax roll . This is entirely due to
outsourcing sewer billing to Riverside Highland Water Company, which
now bills the user water usage and sewer charges on the same bill.

GRAND TERRACE, COUNTY OF SAN BERNARDINO,
STATE OF CALIFORNIA, ADOPTING A REPORT OF
DELINQUENT SEWER USERS FEE AND DIRECTING THAT

WHEREAS, pursuant to Sections 5471 of the California Health and Safety Code,
the City Council of the City of Grand Terrace did fix reasonable sewer user fees; and
WHEREAS, pursuant to Section 5473 of the California Health and Safety Code the
City Council has elected to have delinquent sewer user fees of more than six months, for
fiscal year 1999-2000 collected on the tax roll, in the same manner, by the same persons
and at the same time as together with and not separately from, the general taxes,and has
caused a written report ("Written Report") to be prepared and filed with the City Clerk
containing a description of each such parcel or real property and the amount of the
delinquent sewer user fee, for each such parcel for said fiscal years; and
WHEREAS, the City Council has adopted Ordinance No. 180 relating to
establishment of a fee and service charge.
NOW, THEREFORE, the City Council of the City of Grand Terrace, does hereby
resolve as follows:
1. The Written Report filed with the City Clerk contains a description of each parcel
of real property and the amount of the delinquent sewer user fees,for the fiscal year 1999-
2000 and the Written Report is therefore approved and adopted.
2. The delinquent sewer user fees, shall be forwarded for the San Bernardino
County Auditor Controller and shall be collected on the tax roll for fiscal year 2000-2001
in the same manner, by the same person, at the same time, together with and not
separately from, the general taxes.
3. The Finance Director shall file with the Auditor Controller a copy of the Written
Report, with a statement endorsed thereon over the signature of the City Clerk that it has
been fully adopted by the City Council, together with a certified copy of this Resolution.

There were some reclassifications approved during this year's budget session and some job
description changes due to last year's layoff that require Council's approval. Following are the
descriptions that require Council's approval:
1. During budget session the present Account Clerk was reclassified to
Finance Assistant. The job description reflecting the additional work
0 that has been incorporated into this position is attached for Council's
approval.
2. During budget session the present Building Inspector was reclassified
to Sr. Building/Safety Inspector. Last budget year we hired an
Inspector, without benefits and have reclassified that position to
Building/Safety Inspector, with benefits. The attached job
descriptions for a Sr. Building/Safety Inspector and Building/Safety
Inspector are attached for Council's approval.
3. Staff is recommending that the title for the position of
Administrative Clerk be changed to Building/Safety Technician.
The title change will better represent the duties of this position and
the salary range will remain the same. Attached for Council's
approval is the job description reflecting the change of title.
4. Staff is recommending that the title for Assistant to the City Manager
be changed to Executive Assistant. The title is confusing as we also
ha,a an Assistant City Manager. This is a good time for this change,
since the person in this position is retiring and the job description
should incorporate the new duties that were added to this position
after last year's layoff. The salary remains the same.

BACKGROUND:
As part of a long standing agreement, there are two (2) traffic signals located at the
I215 On and Offramps which are owned and operated by the State of California
Department of Transportation (CALTRANS). Under existing and previous agreements,
the City has shared the costs of operation of the signals, mostly consisting of the
payment of electrical costs.
DISCUSSION:
Attached for the consideration of the City Council is the Agreement for sharing costs
for the operation of the traffic signals. The electrical and maintenance costs in the
agreement to the City is approximately $5,000.

That the City Council approve an AGREEMENT FOR SHARING COSTS OF STATE
HIGHWAY ELECTRICAL FACILITIES WITH BETWEEN THE CITY OF GRAND

An updated Electrical Maintenance Agreement between City of Grand Terrace
and State of California has been prepared to replace the previous agreement for cost
sharing of electrical facilities on freeway ramps. There are no changes in the billing
locations or percentages.
Attached are three copies (originals) of the "Agreement for Sharing Cost of
State Highway Electrical Facilities with City of Grand Terrace" on Route 215.
Under this Agreement, Caltrans is responsible for the ownership and operation
of the signal and lighting systems. The cost of maintaining electrical facilities, including
electrical energy, shall be shared as shown on Exhibit °A' in the Agreement.
Please execute and return two copies, along with a copy of the attached
resolution sheet or City's minutes approving the Agreement. One of the Agreements is

THIS AGREEMENT is made effective this day of 2000, by and between
the State of California, acting by and through the Department of Transportation, hereinafter
referred to as"STATE' and the City of Grand Terrace, hereinafter referred to as"CITY".

I. This agreement shall supersede any previous agreement and/or amendments thereto for
sharing State-incurred costs with the CITY.
U. The cost of operating and maintaining flashing beacons, traffic signals, traffic signal systems,
safety lighting and sign lighting now in place at the intersection of any State highway route
and any CITY street shall be shared as shown in Exhibit A
M. Basis for Billing:
A It is agreed that monthly billings for flashing beacons, traffic signals, and traffic signal
systems shall be based on actual intersection costs, which are as follows-

upon the passage of the annual State of California Budget by the Legislature, the allocation
of funding by the California Transportation Commission as appropriate_

the parties or terminated by either party upon thirty(30) days' notice to the other party.

meeting was called to order at 7:00 p.m. by Chairperson, Sonia Aiken.
MEMBERS PRESENT were Sonia Aiken, Vic Pfennighausen, JoAnn Johnson, new member Peggy
Reagan and Robert Souter as meeting was adjourned.
MEMBERS ABSENT- Richard Haubert, Hugh Forbes and Alternate, Crary Eldridge.
CITY STAFF - Assistant City Manager and liaison, John Donlevy who had to leave early to attend
meeting regarding speed humps on Brentwood.
GUESTS PRESENT- None.
APPROVAL OF AUNUTES of meeting of May 1, 2000 were approved as written.
LIAISON REPORT
a. John reported he would need to leave early for meeting described above.
b. Discussion on booth at Grand Terrace Day, display and kits.

Minutes for June 5, 2000 CITY CLERK
The meeting was called to order at 7:10 p-m. Those present were Pauline Grant,
Ann Petta, Colleen Edmundsoa, Shelly Rosenkild,Judy McBride, Barbara Tinsley and
Brenda Stanfill. Hannah Larster was absent. Minutes were taken by Shelly Rosenkild.
The Secretary's Report for May was read and approved on a motion by Colleen,
seconded by Judy.
The Treasurer's Report showed $883,10 in the budget with S90.75 in petty
cash.
Historical Report- Ann spoke to Kim Hathaway whose mother was very
involved in the City. She came here when she was in the r grade. She will write down
her recollections about her o%%m life in Grand Terrace as well as her memories of her
parents' life here.
Barney Karger may also do some writing for us focussing on life in Grand Terrace
about 40 years ago. Hopefully,he will have some photos to share with us as well.
Art Show: Ann reported that there were 39 artists set to attend the show, 36
actually entered their work including one artist who entered the morning of the show.
Ann made a list for Brenda to send "thank you" notes to the participants. The list
«-iII then go to Hannah for our records
The Art Show went well. The number of people who attended will be determined
by Hannah and reported at the next meeting. There was a steady flow of people
throughout the day.
Judy, Shelly and Hannah tool: photos of the event. Ann will write the names of
the artists on the back of one set; Judy will finish them and give a set to Brenda to be
included in the "Thank You" notes.
New Business: Country Fair
Applications must have a deadline of Oct. l for participants to enter.
Shelly will have it ready by August 1 and will have a poster ready for the copier as well.
She will also prepare some cable announcements telling where to find the applications.
The 'billboards" will need new numbers attached over the old dates. Shelly will
do that so a workshop will not be needed for that purpose.
However,a workshop will be needed to work on the scrapbook photos. We will set it up
at the next meeting.
Glass case: The committee agrees that we should again have a historical angle
for the City Birthday Part- . %Ve could honor someone again,as we did with Mr. And
Mrs. Weir last year.
Brenda passed out updated rosters.
The meeting adjourned at 7:35 p.m. There will be no meeting in August.

WHEREAS, the City Council desires to improve the safety of Van Buren Street,
west of Michigan Street by eliminating sight obstructions for motorists, and
WHEREAS, pursuant to Section 22500 of the California Vehicle Code, local
authorities may establish by ordinance marked no parking zones.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GRAND
TERRACE DOES HEREBY ORDAIN AS FOLLOWS:
Section 1: A no parking zone is hereby established for the north side of
Van Buren Street from the comer of Michigan Street to 600 feet
west.
Section 2: The City staff is hereby directed to install appropriate signs and
pavement markings to implement the requirements of Section 1.

INTROD CTION
The City Council of the City of Grand Terrace adopted it's General Plan with various elements to
provide guidelines for orderly development within the community. The City Council further
adopted ordinances and regulations governing the development of land providing for the
installation and construction of certain landscaping, lighting and appurtenant facilities to enhance
the quality of life and to benefit the value of property.
The requirement for the construction and installation of landscaping, lighting and appurtenant
facilities is a condition of approval for development and is a requirement of issuance of a permit
for the construction of any residential,commercial, industrial and planned unit development.
Landscaping and appurtenant facilities generally include trees, shrubs, plants, turf, irrigation
systems, and necessary appurtenances including curbs, hardscape, monumentations, fencing
located in public right-of-ways, medians, park-ways,and/or easements adjacent to public right-of-
ways, in and along public thoroughfares and certain designated primary and secondary arterials.
Lighting and appurtenant facilities includes poles, lighting fixtures, conduits and the necessary
equipment to maintain, operate and replace a lighting *,stern at designated intersections, in
medians, parkways and adjacent to certain public facilities in and along certain streets,right-of-
ways and designated lots.
The installation of landscaping and lighting s%stems and the construction of the necessary
appurtenant facilities is the responsibility of the property- owner!applicant, as conditions of
approval of a development application.
The City may cause the installation by propem owners directly, or accept financial arrangements
for installation of these facilities.
The cost of servicing, operation, maintenance, repair and replacement of the landscaping, lighting
and appurtenant facilities in turn becomes the responsibility of the benefitting properties.
The o%mers/applicants petitioned for formation of the Landscaping Lighting Assessment District
and/or annexation. These have been completed,and will increase the City's obligation for
maintenance and servicing.
The City of Grand Terrace is administering a lighting system for the benefit of all parcels of land
within the City.
The lighting benefit is directly related to public safety and property protection. These benefits
have been studied widely, locally, regionally and national]%.

The City has formed Landscaping and Lighting Assessment District 89-1 and subsequently
annexed other parcels as Annexation No. 1 to said District to insure a fair and equitable levying
of the necessary costs of servicing and maintenance of the respective facilities, which in turn will
enhance the value of each and every parcel in the District directly and collectively.
The 89-1 District Boundaries of the Landscaping and Lighting Assessment District are the
boundaries of Tract 13364 filed in Map Book 203, Pages 89 through 92, Records of San
Bernardino County. The boundaries of Annexation No. 1 are the boundaries of Tracts 14264 and
14471, filed in Map Book 242, Pages 17 and 18, and Map Book 237, Pages 41 and 42,
respectively, of said County.
Servicing and administration of the City's landscape maintenance program shall be according to
the provisions of the Landscaping and Lighting Act of 1972, Part 2, Division 15 of the Streets
and Highways Code of the State of California.
This report is being prepared to provide for the annual assessment within these boundaries.
Payment for the assessment for each parcel will be made in the same manner and at the same
time as payments are made for property taxes for each Property.
The proceedings Ail] be conducted under the Landscaping and Lighting Act of 1972, Part 2,
Division 15, Sections 22500 through 22679, of the Streets and Highways Code of the State of
California.
This annual Report is presented for the purpose of le-v}. of annual assessment to the above
described properties for the purpose of maintaining the lighting and landscaping during the fiscal
year 2000 - 2001.
This report contains the necessary data required to conduct the proceedings and is submitted to
the Clerk of the Croy for filing.

and in accordance with the Resolution of Intention, being Resolution No. adopted by the
County of the City of Grand Terrace, State of California, in connection with the proceedings for.

AND ANNEXATION NO. I TO SAID DISTRICT, hereinafter referred to as the "Assessment
District", I, V4'illiam H. Addington, the duly appointed ENGINEER OF WORK, submit herewith
the "Report" consisting of six (6) parts as follows:
PART A
Plans and Specifications for the proposed improvements are filed herewith and made a part
hereof. Said plans and specifications are on file in the Office of the Clerk of the City.
O PART B
An estimate of the cost of the proposed improvements. including incidental costs and expenses in
connection therewith, is as set forth on the lists thereof, attached hereto, and are on file in the
Office of the Clerk of the City.
PART C
An assessment of the estimated costs of the improvements on each bernefitted lot or parcel of land
within the Assessment District.
PART D
A proposed assessment of the total amount of the costs and expenses of the improvements upon
the several lots and parcels of land within the Assessment District, in proportion to the estimated
benefits to be received by such lots and parcels, is set forth upon the assessment roll filed
herewith and made part hereof.
Description of the work for the proposed improvements and description of all right-of-way,
easements and lands to be acquired, if necessary.

as shown on the last equalized roll of the Assessor of the County of San Bernardino which are

District has been submitted to the Clerk of the Agency, a facsimile is included herein. The lines

PART A
PLANS AND SPECIFICATIONS
The installation of planting, landscaping, irrigation systems, lighting and the construction of
appurtenant facilities to be operated,serviced and maintained, is more specifically described
herein whereas, the landscaping and lighting facilities have been or will be provided by
developers as a condition of subdivision of land, on part of the Conditional Use review and
approval process. The facilities to be maintained and serviced are generally described as follows:

LANDSCAPING AND LIGHTING ASSESSMENT DISTRICT NO. 89-1
The improvements are the operation, maintenance and servicing of landscaping, lighting and
appurtenant facilities described as follows:
1. Tract 13364
(a) Landscaping
Landscaping, planting, shrubbery, trees, turf, irrigation systems,
monuments, hardscapes, walls, fencing and appurtenant facilities in
public right-of-ways and easements within the proposed boundary of said
OAssessment District.
The locations of landscaping and appurtenant facilities are depicted on the
Assessment Diagram as shown in Part F, herein-
(b) Lighting
Poles, fixtures, bulbs, conduits,equipment posts and pedestals, metering
devices and appurtenant facilities as required to provide lighting in public
right-of-ways and easements within the proposed boundaries of said
Assessment District.
2. Tract 14264
(a) Landsca in
Landscaping,planting, shrubbery, trees, turf, irrigation system and
appurtenant facilities within the Gage Canal right-of-ways. During the
fiscal year 2000 - 2001, responsibility for the maintenance of these
facilities shall remain with the developer. Water shall be supplied by and
paid for through developer's meter and no costs shall be shown on the tax
rolls as assessments for the landscape maintenance during fiscal year
2000 - 2001.

devices and appurtenant facilities as required to provide lighting in public
right-of-ways and easements within the proposed boundaries of the
District. A total of 7 street lights are included in the boundaries of this
development.

Landscaping, planting shrubbery,trees, and vines with Lot"A' of said
Tract 14471, along with irrigation system for the improvements within Lot

PART D
METHOD OF APPORTIONMENT OF ASSESSMENT
The method of apportionment will be in accordance with benefit received. The benefit is
increased in property values received. The benefit is based on increase in property values derived
from the facilities provided by the District.
In each of the three areas, the benefit is based on the total cost of maintenance within that area,
with the total cost for area being assessed equally among the lots within these areas.

WHEREAS, the CITY COUNCIL of the CITY OF GRAND TERRACE,
CALIFORNIA, pursuant to the provisions of Division 15, Part 2 of the Streets and Highways
Code of the State of California, did, by previous Resolution, order the preparation of an
Engineer's "Report" for the annual levy of assessments, consisting of plans and specifications,
an estimate of the cost, a diagram of the district, and an assessment relating to what is now
known and designated as

as presented, and is satisfied with each and all of the items and documents as set forth therein,
and is satisfied that the assessments, on a preliminary basis, have been spread in accordance
with the benefits received from the maintenance to be performed, as set forth in said "Report."
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Grand
Terrace does hereby resolve, determine and order as follows:
SECTION 1. That the above recitals are all true and correct.
SECTION 2. That the "Report" as presented, consisting of the
following:
A. Plans and specifications;
B. Estimate of cost;
C. Diagram of the District;
D. Assessment of the estimated cost;
is hereby approved on a preliminary basis, and is ordered to be filed in the Office of the City
Cleric as a permanent record and to remain open to public inspection.

INTENTION TO PROVIDE FOR AN ANNUAL LEVY AND
COLLECTION OF ASSESSMENTS FOR CERTAIN
MAINTENANCE IN AN EXISTING DISTRICT, PURSUANT
TO THE PROVISIONS OF DIVISION 15, PART 2 OF THE
STREET AND HIGHWAYS CODE OF THE STATE OF
CALIFORNIA, AND SETTING A TIME AND PLACE FOR
THE PUBLIC HEARING THEREON
WHEREAS, the CITY COUNCIL of the CITY OF GR,-ND TERRACE, CALIFORNIA,
desires to form a landscaping maintenance district pursuant to the terms and provisions of the
"Landscaping and Street Lighting Act of 1972", being Division 15, Part 2 of the Streets and
Highways Code of the State of California, to be known and designated as

(Hereinafter referred to as the "District"); and,
WHEREAS, at this time, this City Council is desirous to provide for the annual levy of
assessments for the territory within the District for the next ensuing fiscal year, to provide for the
costs and expenses necessary for continual maintenance of improvements within said District;and,
WHEREAS, at this time there has been presented and approved by this City Council, the
Engineer's "Report' as required by law, and this City Council is desirous of proceeding with the
proceedings for said annual levy.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Grand
Terrace does hereb% resolve, determine and order as follow s:
SECTION 1. That the above recitals are all true and correct.
PUBLIC INTEREST
SECTION 2. That the public interest and convenience requires,and it is the intention of this
City Council,to undertake proceedings for the annual levy and collection of special assessments for
the continual maintenance of certain improvements,all to serve and benefit said District as said area
is shown and delineated on a map as previously approved by this City Council and on file in the
Office of the City Clerk,open to public inspection,and herein so referenced and made a part hereof,
and proposed changes thereto are set forth in the"Report"of the Engineer, incorporated herein as
a part hereof.
REPORT
SECTION 3. That the "Report"of the Engineer regarding the annual levy for said District,
which"Report" is for maintenance for the fiscal year 2000-2001 is hereby approved and is directed
to be filed in the Office of the Citv Clerk.
ASSESSMENT
SECTION 4. That the public interest and convenience requires,and it is the intention of this
City Council to order the annual assessment levy for the District as set forth and described in said
Engineer's "Report," and further it is determined to be in the best public interest and convenience
to levy and collect annual assessments to pay the costs and expense of said maintenance and
improvement as estimated in said "Report."
DESCRIPTION OF NL41NTENANCE
SECTION 5. The assessments levied and collected shall be for the maintenance of certain
landscaping and street lighting improvements,as set forth in the Engineer's"Report,"referenced and
so incorporated herein.
COUNTY AUDITOR
SECTION G. The County Auditor shall enter on the County Assessment Roll the amount
of the assessments,and shall collect said assessments at the time and in the same manner as County
taxes are collected. After collection by the County, the net amount of the assessments, after the
deduction of any compensation due to the County for collection, shall be paid to the Treasurer for
purposes of paying for the costs and expenses of said District.
SPECIAL FUND
SECTION 7. That all monies collected shall be deposited in a special fund known as
"SPECIAL FUND, CITY OF GRAND TERRACE
LANDSCAPING AND STREET LIGHTING DISTICT NO. 89-1"
Payment shall be made out of said fund only for the purpose provided for in this Resolution, and in
order to expedite the making of this maintenance and improvement, the City Council may transfer
into said funds as it may deem necessary to expedite the proceedings. Any funds shall be repaid out
of the proceeds of the assessments provided for in this Resolution.
BOUNDARIES OF DISTRICT
SECTION 8. Said contemplated maintenance work is,in the opinion of this City Council,
of direct benefit to the properties within the boundaries of the District,and this City Council makes
the costs and expenses of said maintenance chargeable upon a district, which district said City
Council hereby declares to be the district benefitted by said improvement and maintenance,and to
be further assessed to pay the costs and expenses thereof. Said District shall include each and every
parcel of land within the boundaries of said District,as said District is shown on a map as approved
by this City Council and on file in the Office of the City Clerk,and so designated by the name of the
District.
SECTION 9. NOTICE IS HEREBY GIVEN THAT TUESDAY,THE 25m DAY OF JULY,
2000, AT THE HOUR OF 6:00 O'CLOCK P.M. IN THE CITY COUNCIL CHAMBERS
LOCATED AT 22795 BARTON ROAD,GRAND TERRACE,CALIFORNIA,IS THE TIME A\-D

Staff has recei,,-ed a request from the Sheriffs Department to fund the purchase of four electrically
assisted bicycles to enhance their Bicycle Patrol Program. The City currently utilizes the Problem
Oriented Policing Program(POP)to provide bike patrol within the City of Grand Terrace to augment
their regular vehicle patrol. Due to the hilly nature of the City of Grand Terrace,it would be helpful
0 to have electrically assisted bicycles to help climb the hills and to respond a little quicker,even in
the flat areas. An electrically assisted bicycle does not run on electrical power only; it only assists
in peddling. Each charge provides approximately 25 miles of electrical assistance.
The Sheriff is recommending that we use our COPS' grant funds, which can only be used to
purchase new equipment or services to enhance our assisting services. This purchase would qualify
for the COPS' requirement. The Sheriff s Department will provide a brief oral report at the meeting
on the 13''. They are requesting$8,500 spending authorization utilizing the AB 3229 COPS'money
which currently has an unencumbered fund balance of$77,000.

Dear City Council Members:
Thank you for your interest in the San Bernardino County Sheriffs Department, Central Station, Grand Terrace
Bicycle Patrol program. The program is designed to utilize full time Deputy Sheriffs as well as volunteer
Reserve Deputy Sheriffs to provide an alternative patrol vehicle system within the City of Grand Terrace-
The San Bernardino County Sheriffs Department, Central Station, is seeking to use$8,500 from the Brulte
Grant to purchase four electrically assisted, emission free, mountain bicycles to enhance our Bicycle Patrol
program. These bicycles would utilize electric motors to assist the Deputies in steep inclines, as well as speed
in responding to emergency situations, The cost of these bicycles would be $6,271.01. We are also seeking an
additional $2,229 99 for the purchase of accessories and other equipment necessary for the bicycle program.
The Bicycle Patrol Deputies are utilized in various areas of the city where an officer may have greater mobility
by the use of a bicycle than the conventional, gas-powered, patrol car. Examples of this mobility would include
patrolling the Pico Park area,the downtown business area, special events(such as Grand Terrace Days), the
schools and community gathering areas, as well as the residential areas and apartment complexes.
In many instances, access to these areas can be better achieved with the use of the Bicycle Patrol program. In
addition to the increased accessibility, the use of the Bicycle Patrol Deputies reduces the emissions caused by
the standard patrol car while the patrol is driven at a slower speed.
This program will allow another aspect of the Sheriffs Department's commitment to Community Oriented
Policing to advance. Deputies would be able to interact with members of the community as well as give a
positive image of law enforcement to the youth of the community.

This year's League Annual Conference is scheduled for Thursday, September 7
through Saturday, September 9, 2000 in Anaheim, CA. One very important aspect of
the annual conference is the annual business meeting when the membership takes
action on conference resolutions. Annual conference resolutions guide cities and the
League in our efforts to improve the quality, responsiveness and vitality of local
government in California. It is important that all cities be represented at the annual
business meeting on Saturday, September 9, 2000, at 9 a.m. at the Anaheim
Convention Center.
To expedite the conduct of business at this important policy-making meeting, 0
each city council should designate a voting representative and an alternate who
will be present at the annual business meeting. League bylaws provide that each
city is entitled to one vote in matters affecting municipal or League policy. A voting card
will be given to the city official designated by the city council on the enclosed 'Voting
Delegate Form." If the mayor or a member of the city council is in attendance at the
conference, it is expected that one of these officials will be designated as the voting
delegate. However, if the city council will not have a registered delegate at the
conference but will be represented by other city officials, one of these officials should
be designated the voting delegate or alternate.
Please complete and return the enclosed 'Voting Delegate Form" to the Sacramento
office of the League at the earliest possible time (not later than Friday, August 18,
2000), so that proper records may be established for the conference. The voting
delegate may pick up the city's voting card at the designated Voting Card desk located
in the League registration area.
The voting procedures to be followed at this conference are printed on the reverse side
of this memo

League of California Cities
Annual Conference Voting Procedures
1. Each member city has a right to cast one vote on matters pertaining to League policy.
2. To cast the city's vote a city official must have in his or her possession the city's
voting card and be registered with the Credentials Committee.
3. Prior to the annual conference, each city should designate a voting delegate and an
alternate and return the Voting Delegate Form to the League for use by the
Credentials Committee.
4. The voting delegate or alternate may pick up the city's voting card at the annual
conference registration area.
5. Free exchange of the voting card between the voting delegate and alternate is
t permitted.
6. If neither the voting delegate nor alternate is able to attend the annual business
meeting, the voting delegate or alternate may pass the voting card to another official
from the same city by appearing in person before a representative of the Credentials
Committee to make the exchange. Prior to the annual business meeting, exchanges
may be made at the annual conference registration area. At the annual business
meeting, exchanges may be made at the voting card table located in the front of the
meeting room. Exchanges may not be made while a roll call vote is in progress
because the Credentials Committee will be conducting the roll call.
7. Qualification of an initiative resolution is judged in part by the validity of signatures.
Only the signatures of city officials, who, according to the records of the Credentials
Committee, are authorized to use the city's voting card and who have left a sample of
their signature on the Credentials Committee register will be approved.
8. In case of dispute, the Credentials Committee will determine the right of a city official
to vote at the annual business meeting.
