He donated a State Flag to the City of Grand Terrace to be flown. Norm Simpson, 21845 Grand Terrace Road, indicated that he is representing an elderly woman that resides in Grand Terrace that has an extreme hardship in paying her sewer bill and would like to be exempt from having to pay this bill. He expressed his dissatisfaction with the City's intimidating process of enforcing Ordinances. He suggested that the City have a more compassionate compromise process. ORAL REPORTS 5A. Minutes of July 10, 2000 CC-2000-143 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER GARCIA,CARRIED 5-0,to accept the July 10,2000 Minutes of the Emergency Operations Committee. 5B. Council Reports Mayor Pro Tern Buchanan, indicated that the hot topic at the League of California Cities Conference and in the transportation field is the transportation package signed by Governor Davis.He reported that efforts are being made to fine tune the package and that it will only cover approximately one-third of the actual costs of a project. The City of Grand Terrace and the County of San Bernardino will be receiving additional funding that wouldn't normally Council Minutes August 10,2000 Page 3 be coming through the funding process. However, it will not be enough to solve the transportation financing problem and we will have to continue to be very vocal about the need to have a more realistic approach to transportation funding and the transportation problems that this area will be facing. Eventually everyone will be impacted by transportation issues. He reported that since the car pool lane has opened on the 10 freeway the flow of traffic has improved. Councilmember Don Larkin,he indicated that he will be doing a ride-along with the Sheriff's Department on Saturday and thanked Lt. Carr for setting it up for him. Councilmember Hilkev,complimented staff on the new cell phone antenna. He reported that because Comcast is being sold the DSL lines will take a little longer and encouraged staff to work on making it move along faster. City Manager Schwab,indicated that staff is in the process of compiling options for residents in getting high speed internet access. Councilmember Hilkey, stated that at the last Council meeting there was a discussion on a letter that was received regarding a loose dog and questioned whether staff followed up on the procedures for loose dogs. Assistant City Manager Donlevy,indicated that with regards to the letter that was received by Council several different actions were taken. These types of incidents don't.happen during regular business hours and unfortunately.Animal Control is not fully staffed which is very frustrating for the residents. He feels that the situation has been resolved. He indicated that he is working with the City Attorney to come up with a more stringent ordinance with regards to' animals that he will bring back to the Council sometime in September. Councilmember Hilkev, expressed his dissatisfaction with the street sweeping service that we are currently getting. Assistant City Manager Donlevy, responded that the problem with street sweeping is that, people are parking on the street during the hours in which the streets are to be swept. He indicated that he will be placing articles in the upcoming newsletter regarding street sweeping and that the Code Enforcement Officer will be following along with the sweeper and will be giving notices to cars parked.on the street. He stated that he will put together a report and bring it back to Council. Councilmember Hilkey,indicated that there is a solution to the speed problem on Brentwood and that staff will be bringing it to the Council at the next meeting. Council Minutes August 10,2000 Page 4 Councilmember Garcia, indicated that she would like the City to push high speed internet access and suggested that anyone who is interested in subscribing to e-mail the city so that we can show the numbers of interested residents. She questioned whether or not high speed internet access will be offered through the cable company. City Manager Schwab,indicated that it is part of the franchise regardless of who owns the company and that it should be up and running by October of this year. Councilmember Garcia, indicated that it is important to look well into the future when it comes to planning for transportation to make sure that we remain strong a viable. She reported that the East Valley Coalition will be meeting at the end of August and that a STIP cycle is coming around and it is important to get East Valley projects in and supported. She reported that the San Bernardino National Airport will be getting a consultant on board to increase the aviation activity at the airport and that residents will probably see more air plane activity in the area. She indicated that Southern California Leadership Network is looking for candidates for future classes and feels that it is important to have the Inland Empire represented. If anyone is interested they should contact this. SCAG is currently discussing the regional transportation plan. Mayor Matteson,questioned what percentage of the property taxes the City actually receives. City Manager Schwab,indicated that the City only receives 6%of the property taxes paid by home owners to go into the general fund. Mayor Matteson, thanked everyone for their kind words in the newspaper articles that recently ran. He questioned Lt. Carr on whether or not the City will be getting the POP Grant money. Lt. Carr, San Bernardino County Sheriff's Department,indicated that they were successful in getting the Pop Grant which amounts to approximately$8,400. He is going to lease the motor officers from the City of Rancho Cucamonga to do a traffic enforcement program in Grand Terrace and Loma Linda and also a saturation patrol. It seems that few garages are being used to park their cars at night. 5. Lewis Neeb stated that foot-pumps be supplied for the Citizen Patrol vehicles in order to repair flat tires when needed. He also reported that 430 hours of patrol time had been logged for the month of June. 6. Staff was requested to investigate the feasibility of installing speed humps on Brentwood Street. For reasons cited in the attached investigation report prepared by _ the City's traffic consultant, staff is not recommending installation of speed humps on Brentwood Street. As an alternative, the traffic consultant has recommended installation of All Way Stop Signs on Brentwood Street at Thames Street. This measure will reduce traffic speeds on the approaches to the intersection and provide a measure of protection for the schoolchildren who cross this intersection on a daily basis. The cost for installation of stop signs at this intersection is estimated at approximately $600. It is recommended that General Fund revenues be appropriated for installation. RECOMMENDATION: Direct staff to appropriate $600 from the Gas Tax Fund for the purpose of installation of All Way Stop Signs on Brentwood Street at Thames Street. Neustaedter, P.E., Traffic Engineering Consultant Subject: Proposal to Install Speed Humps on Brentwood Street Issue: The City of Grand Terrace has expressed interest to install speed humps on Brentwood Street between Preston and Mount Vernon. This proposal has been made in response residents' complaints about excessive speeding on Brentwood Street. Project Area: Brentwood Street between Preston and Mount Vernon is approximately one-half mile (2628 feet) in length. The segment between Preston and Thames is 1143 feet and the segment between Thames and Mount Vernon is 1485 feet. The street is 36 feet wide. Stop signs are located on Brentwood Street on the eastbound approach to Preston and the westbound approach to Mount Vernon. Adjacent development is primarily residential, with 53 dwelling units fronting Brentwood Street. In addition, the Terrace View Elementary School is located on the north side of Brentwood, on the opposite side of the intersection at Thames. Traffic Characteristics: The collection of traffic counts and a speed survey were completed on June 13, 2000. These data were collected at the intersection of Brentwood Street with Thames, adjacent to the Terrace View Elementary School. The school was in session on the date that the traffic data were collected. The attached figure summarizes the traffic. data. Traffic counts: the average daily traffic (ADT) on Brentwood, east of Thames is 486. For the segment west of Thames, it is 634 ADT. Thames, south of Brentwood has an ADT of 171. These traffic volumes are not excessive for a residential street. Traffic speeds: in evaluating the speed characteristics of an individual street, two statistics are considered as most relevant. The first is "vehicle pace" which is the 10- 2 mile per hour increment of speed in which the largest volume of traffic is observed to be traveling. The second statistic is the 85th percentile speed. This is the highest speed at which 85 percent of traffic is observed to be traveling. According to the California Vehicle Code, the 85th percentile speed is used to determine arterial speed zones that can be enforced with radar or other electronic means. This provision of the CVC is applicable to streets that are at least 40 feet wide, and have an uninterrupted length of at least one-half mile. Brentwood Street is less than 40 feet wide; consequently, the 85th percentile speed would not be applicable in determining a speed zone that is radar enforceable for this street. Based on the CVC, the prima facie speed limit for Brentwood Street is 25 mph. The speed survey that was taken on June 13 showed the pace of traffic to be between 26 and 35 mph. The 85th percentile speed was observed to be 35 mph. These observed speed characteristics on Brentwood Street are not inconsistent with typical speed characteristics for comparable residential streets. The purpose of this review was to identify all recorded collisions for Brentwood Street. The database of traffic collisions is maintained by the California Highway Patrol (CHP). It should be Transportation Engineering and Planning, Inc. 3 noted that most collisions that involve property damage only are not recorded in the CHP database. There are records of four collisions during the three-year period that was reviewed. The collision rate for Brentwood is high in comparison to other residential streets. Based on the four records that were available, no pattern was identified that would indicate that speeding is a primary factor for collisions on.Brentwood Street. Several issues pertaining to the installation of speed humps on Brentwood Street warrant discussion. These are as follows: Roadway grade: speed humps are not recommended for streets with significant grades. The segment of Brentwood, east of Thames, is too steep for speed humps. Driveways: speed humps should not be installed at locations that conflict with driveways. Only two locations were found where speed humps could be installed without conflicting with the residential driveways that take access from Brentwood Street. These are located approximately 575 feet and 1110 ft. east of the intersection with Mount Vernon Avenue. Street lighting: there is no street lighting on Brentwood Street except for some oversize yard lights provided by several residences. It is recommended that speed humps only be installed at locations with adequate street lighting that is needed to improve the visibility of the humps at night. Public support: the City staff met with Brentwood residents on May 25, 2000 to determine their support for installation of speed humps. Approximately 30 people attended this meeting. A survey was taken of their support. According to City staff records, 28 people voted who represented'21 of the 53 households on Brentwood. Of these 19 (68 percent) supported installation and nine (32 percent) opposed it. Although this shows a significant margin of support by the residents who attended this meeting, it does not conclusively demonstrate that a majority of the residents would- support installation of speed humps. In other communities speed humps have been found to be a very controversial means for controlling residential traffic speed. It is not recommended that speed humps be installed unless it is verified that a "supermajority" of all residents actually supports them. Transportation Engineering and Planning, Inc. 4 Designation as an approved traffic control device (TCD): in California, the reference manual that identifies approved traffic control devices is the Caltrans' Traffic Manual. At a Council Meeting on June 6, 2000, the City Attorney correctly noted that speed humps are not an approved TCD: The City Attorney has expressed concern that the city faces potential liability due to this fact. Other cities have declined to install speed humps due to this concern, while other cities have installed them without concern about potential liability. Alternatives: 1. Continue to monitor traffic conditions on Brentwood Street, and develop a comprehensive, Citywide policy on speed control. As noted above, although there have been complaints about speeding on Brentwood Street, its speed profile is typical for comparable residential streets. If the City decides to install speed humps or take some other measure to control speeds on Brentwood, it should expect that it would have to take similar action when it receives a complaint in the future for a residential street with a similar speed profile. This could force the City to enact a very aggressive and costly program of residential street speed control. It is recommended that the City review this issue in a comprehensive manner, and develop an overall policy concerning residential street speed control, prior to taking action on Brentwood, or any other single street. 2. Install additional stop signs on Brentwood Street. The Caltrans' Traffic Manual does not recommend the installation of stop signs as a means to control traffic speed. Nevertheless, many jurisdictions use stop signs to control traffic speed with limited effectiveness. The most logical place to install additional stop signs on Brentwood Street would be at the intersection with Thames. - There is a large volume of pedestrian traffic at this intersection due to the elementary school that is located on the north side of the street. In addition, there is a crosswalk located on the west leg of the intersection. Installation of stop signs on all three approaches to this intersection would provide a measure of increased protection for the students who cross here on a daily basis. In addition, the stop signs would. cause vehicle traffic on Brentwood to slow down as it. approaches the controlled intersection from the east and west. Staff Report CITY COUNCIL ITEM (XX) MEETING DATE: AUGUST 24, 2000 SUBJECT: CITYWIDE STREET SWEEPING PROGRAM NO FUNDING REQUIRED- BUDGETED ITEM BACKGROUND: In recent months, the quality of the City's Street Sweeping Program has been called into questions by residents, staff, and the City Council. Primarily, concerns have centered around the overall quality of the job being done and how it can be improved. DISCUSSION: The issues which are affecting the quality of the street sweeping program in Grand Terrace can be summed up as follows: 1. Quality: Following a sweep, there remains a considerable amount of debris in the streets and gutters. 2. Street Parking: Numerous cars are parked on the streets during days designated for street sweeping. Hence, the sweeper is forced to drive around the cars, missing properties and spreading debris into the roadways. During the month of June, the contractor reported that they drove around 728 vehicles. Based on a factor of the sweeper missing 1.5 houses when driving around a car, approximately 1,100 of the City's 4,000 properties (27.3%) are not being swept. Many residents report confusion over knowledge of when their street sweeping day occurs. Signage is old in the neighborhoods. Additionally, a past City Council directive was to not utilize Sheriff's Department patrol as a means of enforcing the No Parking regulations on street sweeping days. Hence, the lack of knowledge and incentive to move cars exists. 3. Street Trees: Many of the tree canopies lining the public right of ways are below the 10' requirement. This causes the sweeper to move away from the curb to avoid hitting the tree branches. The City Municipal Code states that the responsibility for trimming and maintaining trees is that of the property owner. Unfortunately, many property owners do not trim their trees, or as COUNCIL AGENDA ITEM We _l City-Wide Street Sweeping Program Agenda Report-August 24, 2000 Page 2 of 3 is common, do not know how to maintain the trees. In many cities, the pruning of right of way trees is done by the City. 4. Water in the Gutters: Due to the lack of storm drains, a considerable amount of water accumulates in the gutters which causes a combination of wet debris, mud and puddles which affects the quality of the sweep. Cross gutters at the bottom of hills creates puddles which leaves a mess when the sweeper passes the location. All of these factors combined have impacted the overall quality of the City's Street Sweeping Program which at this point could be rated as "poor." Key Action Items Requiring Address: Staff has implemented an aggressive evaluation of the City's contractor RF. Dickson, in order to ensure they are doing the service per our contract. Weekly monitoring is occurring at the present time. However, many of the mentioned contributing factors are at the root of the problems with the program. The following is an outline of the key action items needing address and Staff recommendations. Street Parking: In order to accomplish an open street for the sweeper, residents need to become aware of their street sweeping day and the importance of moving their cars from the street. --- • Recommendation 1- Public Information: Staff will develop an Annual Street Sweeping Calendar with dates and map diagram of street sweeping. This will be mailed to all residents on an annual basis. Additionally, the schedule will be published monthly in the Blue Mountain Outlook Newsletter. • Recommendation 2 -Warning Notices: During the months of September thru December, 2000, the Code Enforcement Officer will follow the street sweeper in the designated quadrants and place warning notices on all vehicles parked on the streets. These will include a warning notice, along with a copy of the Annual Street Sweeping Calendar. • Recommendation 3 -New Street Sweeping Signage: Staff recommends replacing the existing signage with new warning signs. The size and placement of the signs will be evaluated to maximize visibility for residents. The total signs to be replaced numbers 77 at an estimated cost of approximately $4,000 which can be,paid from the street sign replacement budget. • Recommendation 4 -Parldng Citations: Beginning January, 2001, the City would resume parking enforcement on sweeping days. The City's Code Enforcement Officer and the Sheriff's Services Officer would be utilized for this duty, in lieu of a sworn deputy. City-Wide'Street Sweeping Program Agenda Report-August 24, 2000 Page 3 of 3 Street Trees: The City's Municipal Code requires that trees on arterial streets be trimmed to a height of 14' above the roadway, and 10' on residential streets. This is to open the access to the curb area and prevents trucks from hitting limbs. Unfortunately, numerous Grand Terrace trees are not trimmed by residents to these heights because of either neglect, or not knowing how to properly trim the trees. • Recommendation- Tree Trimming:'That the City Council authorize Staff to initiate a tree trimming program to raise the canopies of the street trees to the required heights. Specifically, this would include the hiring of a tree contractor to trim and shape the under portions of'the trees and dispose of the clippings. Staff is recommending expending an amount not to exceed $10,000 for FY 2000-01 from the Architectural Barrier Removal Account 16-900-260. CONCLUSION: The proposed recommendations are presented as a means of implementing a comprehensive approach to increasing public awareness of the street sweeping program and improving the overall quality of cleaning our streets. RECOMMENDATION• That the City Council authorize the following: 1. Staff to develop a public information campaign to enhance the public's awareness of street sweeping through the development of an Annual Street Sweeping Calendar and published scheduling in the Blue Mountain Outlook Newsletter; and 2. Issuance of "Warning Notices" to on-street parkers during the months of September thru December, 2000; and 3. Implementation of a Parking Citation Program beginning in January, 20001 utilizing the City's Code Enforcement Officer and Sheriffs Department Special Services Officer; and 4. Purchase and development of a new Street Sweeping Signage Program; and 5. Initiation of Street Tree Maintenance Program at a cost not to exceed $10,000 during FY 2000-01. Staff has.implemented a program to begin the promotion within the community. Two key initiatives include.utilizing $2,500 toward the mailing of the City/Chamber Newsletter which includes information highlighting the proper disposal of motor oil. Second, Staff has purchased a number of promotioa items, including used oil recycling containers for distribution to residents to utilize in recycling motor oil. DISCUSSION: A key target for the spending of these block grant funds is for the provision of educational opportunities for our residents. Staff is proposing that the City present "GT Eco Day 2000" on October 7, 2000 at the Terrace Hills Soccer Fields as an "event" to highlight environmental and waste issues for our.residents.
