COMMUNITY EMERGENCY RESPONSE TEAM 1-•.tsa,4yy:rT; MAY 7, 2019 MINUTES — REGULAR MEETING as C3 0 ATTENDEES Kelvin Oberlies CERT Coordinator Ralph Villasenor - Planning and Outreach Joe Ramos Training Hanni Bennett Logistics Haide Aguirre Acting as secretary/treasurer (until fulfilled) Item 1: The meeting was called to order by the CERT Coordinator, Kelvin Oberlies at 6:09 p.m. Item 2a: The meeting Agenda was approved. Item 2b: The minutes for the meetings of from March 5, 2019 and April 2, 2019 were approved and signed. Item 2c: CERT Coordinator • Coordinator Oberlies reviewed the meeting and training scheduled based on the bylaws. The meetings were agreed to continue to be scheduled the first Tuesday of each month, which will include 15 minutes training sessions presented by the group. © Training member Ramos gave a 15-minutes training presentation about locking cars during an emergency. Trainer Ramos recommended training topics including, Stop the Bleeding training, radio emergency training, stress management, and traffic control. ® Training member Ramos provided a copy.of the CERT Basic training course agenda and asked the group to select a topic and prepare a 15-minutes presentation. Presentations will be one 15-minutes training presentation_per meeting and may include newspaper articles and news. Mr. Ramos recommended to wear the CERT vest to the monthly meetings. • Chief English from Fire Station 23 made comments regarding training, stressful situations, and managing stress through training practice and repetition. He made recommendations to prepare a logistics and organization checklist for different scenarios, including items needed, and number of volunteers needed depending the.emergency. Item 2d: Training and Planning and Outreach. CERT Basic Training Class • Grand Terrace CERT Basic Training scheduled for June 8, 15, & 22 from 8:00- 5:00pm and October 12,19, 26 from 8:00-5:00pm. dio spots and City media announcements. • John Ferdon stated that all.the special events and.activities need to have a training component and need.to be approved by CAL OES, John Ferdon in advance for insurance purposes. Ta.i:rt; MAY 7, 2019 MINUTES — REGULAR MEETING • Planning and Outreach member Villasenor will update the City of Grand Terrace training flyer for the upcoming basic CERT training. The flyer was recommended to be posted in all City media outlets and in the City's radio station. Recommendations included, a banner flyer signs to be posted at the City's monument sign and a newspaper ad for public outreach. • In anticipation to the CERT Basic Training class, the community room needs to be reserved, including access to water, electricity, and blocking the first three parking spaces closest to the building. Item 2e: Planning and Outreach and Logistics CERT Cooling Center ® Staff informed the group about the Cooling Center which is located at the Grand Terrace Senior Center and it is open when temperatures reach 110° F or more, or when the City experiences a long-term power outage. o In anticipation to the warmer months the volunteers were asked to think about the proper temperature level to activate the Cooling Center and the items needed to assist residents, including water, ice, ice packs and emergency safety kits. • Coordinator Oberlies will prepare a calendar alert system to monitor the weather and communicate alert the group when activation might be required. • Logistics member Bennett recommended to have the Silver. Lining bus services available to transport elder residents to the Cooling Center. She also recommended to have call list of seniors interested in this service, do a newspaper ad, radio spot, and prepare guidelines, including hours of operation. • Radio Spot to be prepared and posted by radio volunteers (Paul Tickner and Connie Parsons) and flyer to be posted at the City Website. CERT Volunteer Events • A CERT booth for Grand Terrace Community Day, Saturday, June 1, 2019 from 3:00 p.m. to 6:00 p.m. will be attended by Ralph Villasenor, Joe Ramos, and Haide Aguirre to distribute fireworks safety information. • On July 4, 2019, a CERT booth will be set up next to the fireworks stand at Stater Bros from 9:00 a.m. to 12:00 p.m. to distribute a fireworks safety pamphlet. The CERT booth will be attended by Kelvin Oberlies and Joe Ramos. MAY 7, 2019 MINUTES — REGULAR MEETING • Logistics member Bennett and Planning and Outreach member Villasenor scheduled community room closet cleanup day for Tuesday, May 14, 2019, at 2:00 p.m. • Fire Engineer, Marc Perkoski requested to have the CERT trailer located at the San Bernardino County Fire Station 23 relocated so they can have the overgrown vegetation around the trailer removed. Mr. Perkoski also recommended maintenance of the trailer, including licensing, tires, servicing the fire extinguishers, ham radio operation, and inventory of storage located inside the Fire Station building. Mr. Perkoski recommended to have the trailer relocated in an area where it is readily available in the event of an emergency. Item 3: Next meeting scheduled for Tuesday, June 4, 2019 • Request: Add to the agenda the Google group, calendar access for CERT volunteers.
