RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND
TERRACE APPROVING CUP-06-03, SA-06-05,AND E-06-06 TO CONSTRUCT
A WIRELESS TELECOMMUNICATION TOWER AND EQUIPMENT AT 12745
ORIOLE AVENUE,AT ROBINSON HALL OF CHRIST-THE-REDEEMER
CATHOLIC CHURCH,IN THE R1-7.2 DISTRICT
WHEREAS,the applicant, Omnipoint Communications, Inc.,has applied for the
approval of Conditional Use Permit 06-03, Site and Architectural Review Case No. SA-
06-05, Environmental Review Case No. E-06-06 to construct a wireless
telecommunication facility to be located at 12745 Oriole Avenue, Grand Terrace
(Robinson Hall of Christ-The-Redeemer Catholic Church), in the R1-7.2 District; and
WHEREAS, a properly noticed public hearing was held by the Planning Commission on
July 06, 2006; and
WHEREAS,pursuant to the California Environmental Quality Act (CEQA), this project
qualifies for a Negative Declaration under E-06-06 in that said proposed project will not
have a significant effect on the environment.
NOW THEREFORE,BE IT RESOLVED by the Planning Commission of the City of
Grand Terrace that the following findings have been made in accordance-with the
approval of CUP-06-03 and SA-06-05.
T 1. The proposed wireless telecommunication facility will not be detrimental to the
general health, safety, morals;comfort, or general welfare of the persons residing or
working in the neighborhood of the proposed use or within the City.
2. The architectural design of structures,their materials, and colors are visually
harmonious with surrounding development and natural landforms; are
functional for the proposed project; and are consistent with the Grand Terrace
Municipal Code. Said materials will match existing materials and colors of
Robinson Hall of Christ the Redeemer Catholic Church to which it will be
attached..
3. The project will not have a detrimental effect on the neighborhood or within the
City. It does not interfere with other communication facilities,radio, and
television frequencies or other.
4. There is no indiscriminate clearing of property, destruction of trees or natural
vegetation or the excessive and unsightly grading of hillsides, thus the natural
beauty of the city, its setting and natural landforms are preserved. The subject
site is developed as a Catholic Church.
5. Conditions of approval for this project necessary to secure the purposes of the
Grand Terrace Municipal Code and General Plan are made a part of this
approval as set forth in the accompanying Resolution of Approval.
6. The proposed use will not be injurious to property or improvements in the
neighborhood or within the City. As conditioned below, the project will not have a
detrimental or injurious effect on any physical property or improvements in the
neighborhood or within the City. The development of the project is conditioned to
meet building codes,F.A.A. regulations, aesthetic elements of Site and Architectural
Review, site developments for the Zone District and mitigate any future impact of
health issues as determined by the Federal Government.
7. The proposed use is consistent with the latest adopted General Plan. The current
General Plan designates the land use of low density residential (R1-7.2 Zoning). This
proposed project meets the General Standards and Special Standards under the
Wireless Telecommunication Facilities Ordinance (GTMC 18.71.070).
BE IT FURTHER RESOLVED that SA-06-05,E-06-06, and CUP-06-03 are hereby
approved subject to the following conditions:
1. The proposed project shall be constructed in accordance with the Site and
Architectural Review as approved by the Planning Commission of the City of
Grand Terrace on July 06, 2006. All plans shall be consistent in terms of
property lines, easement location and dimensions and other measurements..
Minor changes or clarifications must be approved by the Community
Development Department and may be made by the Director.
2. The applicant shall comply with all recommendations listed in the Building and
Safety/Public Works Department Conditions of Approval dated April 5, 2006.
Refer to Attachment A.
3. The applicant shall comply with all recommendations listed in the San
Bernardino County Fire Marshall Fire Conditions and Guidelines dated April
22, 2006. Refer to Attachment B.
4. Prior to the issuance of permits for this project by the Department of Building
and Safety/Public Works, the applicant shall have obtained whatever clearances
and permits are required from the appropriate State and Federal agencies
including the Public Utilities Commission of the State of California and the
Federal Communications Commission.
_ 5. The applicant will apply and submit four copies of plans for appropriate building
permits for the facility equipment,tower, and antennas, lighting, grading, and
- any other applicable permits.
6. Any significant expansion or change of use will be reviewed by the appropriate
City, County, State or Federal Agencies. Additional permits and/or amendments
to the Conditional Use Permit may be necessary. No future antennas shall be
added to the tower which are not enclosed within the church tower.
7. All aspects of the proposed project, including the building and landscaping/
irrigation will be maintained in a clean and functional manner in accordance
with this approval and the overall goals and objectives of the City of Grand
Terrace. Any graffiti placed on the facility equipment, including the tower, must
be removed by the applicant within 48 hours of notification by the City of Grand
Terrace.
8. The proposed antenna tower and equipment enclosure shall be painted and
finished to match the existing building to which it will be attached.
9. The following conditions from the City's Wireless Telecommunications
Ordinance No.171 shall be complied with:
a. The applicant shall agree to indemnify, hold harmless, and defend the City, its
officers, agents, and employees from any and all liability or claims that may be
brought against the City from its approval of a permit.
b. A letter outlining the terms of the lease with the property owner shall be
submitted to the City prior to issuance of a building permit for the facility. If the
lease is extended or terminated, notice and evidence thereof shall be provided to
the Community Development Director. Upon termination or expiration of the
lease, the use permit for the facility shall become null and void and the facility
removed within 90 days.
c. Certificate of continued use of each approved facility shall be submitted on a
yearly basis at the time of business renewal for as long as the facility remains in
operation. This certification shall indicate that the facility is operating as
approved and that the facility complies with the most current Federal
Communication Commission(FCC) safety standards. Facilities which are no
longer in operation shall be removed within 90 days after the date of
discontinuation.
d. If no annual certification is provided, the use permit for the facility may be
revoked by the Community Development Director. Prior to revoking a permit,
the Director shall provide the owners of record written notice of their failure to
provide the annual certification and an opportunity for hearing.
e. Prior to issuance of a building permit for the facility, applicant may be required
to provide deposit with the City for removal of the facility and any accessory
wireless equipment if such facility is found to be abandoned or the use permit is
revoked by the director.
f. Notice of change of ownership of the facility shall be provided to the City.
g. Within 90 days of commencement of operation, applicant shall provide a
preliminary report and/or field report prepared by a qualified engineer that shows
the operation of the facility is in conformance with the standard established by
the American National Standards Institute (ANSI) and Institute of Electrical and
Electrical and Electronics Engineers (IEEE) for safe human exposure to
electromagnetic fields (EMF) and radio frequency radiation(RFR).
h. All changes and modifications to an approved facility shall require prior
approval by the City.
i. All graffiti and other forms of vandalism shall be promptly removed and/or
repaired within 24 hours.
12. These conditions shall apply to the entire parcel at 12745 Oriole Avenue, Grand
Terrace.
NOW,THEREFORE,THE PLANNING COMMISSION OF THE CITY OF
GRAND TERRACE HEREBY APPROVES SAR-06-05,CUP-06-03 AND E-06-
06 BASED ON THE ABOVE FINDINGS.
PASSED AND ADOPTED by the Planning Commission of the City of Grand
Terrace, California, at a regular meeting held on the 6th day of July, 2006.

Provide four (4) construction plans and information for review of the proposed project. Below is
a list of the plans and documents needed for plan review. The initial plan review usually will.take
three weeks on most projects. You have received a work order number 1278.5248, for the proposed
project. This number will be needed to obtain information regarding your plan review. A plan
review fee and permit fee will be charged at the time plans are approved and are ready to issue.

Buildin,e and Safety/Public Works General Information
All structures shall be designed in accordance with the 2001 California Building Code, 2001
Mechanical Code, 2001 Plumbing Code, and the 2004 Electrical Code adopted by the State of
California. Design all structures to comply with Seismic Zone (4) wind speed 70 MPH, exposure
T-Mobile is responsible for the coordination of the final occupancy.T-Mobile shall obtain clearances
from each department and division prior to requesting a final building inspection from Building and
- Safety. Each agency shall sign the bottom of the Building and Safety Job Card.

Building and Safety inspection requests and Public Works inspection request can be made twenty
(24) hours in advance for the next day inspection. Please contact (909) 825-3825. You may also
request an inspection at the Building & Safety public counter.
Toilet facilities shall be provided for construction workers and such facilities shall be maintained in
a sanitary condition. Construction toilet facilities of the non-sewer type shall conform at ANSI
ZA.3.
All construction materials which are not used shall be recycled. Receipts from the recycle company
responsible for excepting the materials shall be kept in the construction office for viewing by the
City Inspector.
Construction projects which require temporary electrical power shall obtain an Electrical Permit
from Building&Safety.No temporary electrical power will be granted to a project unless one of the
following items is in place and approved by Building and Safety and the Planning Department.
(A) Installation of.a construction trailer. or,
(B) Security fenced area where the electrical power will be located.
Installation of construction/sales trailers must be located on private property. No trailers can be
located in the public street right of way.
Buildinir Permit Conditions
1. Prior to issuance of permits,site grading and pad certifications shall be submitted to Building
and Safety. Prior to concrete placement,submit a certification for the finish floor elevation
and set backs of the structure. The certification needs to reflect that the structure is in
conformance with the Precise Grading Plans. Compaction reports shall accompany pad
certifications.
2. Prior to issuance of building permits, provide a certificate from the Colton Unified School
District stating that all school fees have been paid.
3. All construction projects shall comply with the National Pollutant Discharge Elimination
Systems, (NPDES). NPDES reports shall be submitted with projects plans at time of plan
review.
4. The proposed electrical and any additional utility shall be installed underground to the
facility.

With respect to the conditions of approval regarding the above referenced project, the San Bernardino County Fire
Department requires the following fire protection measures to be provided in accordance with applicable local
ordinances, codes, and/or recognized fire protection standards.
The following information of this document sets forth the FIRE CONDITIONS and GUIDELINES,which-are applied
to this project.

FIRE CONDITIONS:
Jurisdiction. The above referenced project is under the jurisdiction of the San Bernardino County Fire Department
herein ("Fire Department'). Prior to any construction.occurring on any parcel, the applicant shall contact the Fire
Department for verification of current fire protection requirements. All new construction shall comply with the current
Uniform Fire Code requirements and all .applicable statutes, codes, ordinances and standards of the Fire
Department. [F-1]
Cell Towers. Cell towers that are proposed in the FS1, FS2 or FS3 Overlay Districts with a camouflaged covering
[e.g. tree] shall submit four (4) sets of plans to the Fire Department for approval. These plans shall indicate that all
such exterior camouflaged coverings shall be of an approved fire resistive material. [F-49]
Cell Site buildings. The applicant shall submit two.(2) sets of building plans to the Fire Department for review and
approval. When the proposed cell site equipment storage buildings include a fire suppression system four (4) sets .
of plans shall be submitted for approval. (Add to plan when applicable) This site is within the FS1, 2 or 3 Overlay
District and all such buildings shall have a fire suppression system. [F-50]
PSTS Interference. Cell site installation and operation of the proposed system shall not cause harmful interference
to the County's Public Safety Telecommunications System (PSTS). If- it is determined that the system causes
harmful interference with PSTS operations the cell tower operations shall cease immediately upon order of the Fire
Chief or other County official. [F-51]
