RESOLUTION NO. 2006-07 ��- RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND TERRACE APPROVING SA-06-03,AND E-06-04 TO CONSTRUCT A ONE STORY SINGLE FAMILY MODULAR RESIDENCE WITH 3,147 SQUARE FEET OF LIVING AREA AND A TWO CAR ATTACHED GARAGE OF 480 SQUARE FEET ON A 25,346 SQUARE FOOT LOT AT 12035 ROSEDALE AVENUE IN THE R1-20 DISTRICT WHEREAS, the applicant, Design Plus 3, Inc., has applied for the approval of Site and Architectural Review Case No. SA-06-03, and Environmental Review Case No. E-06-04 to construct a single family modular residence located at 12035 Rosedale Avenue, Grand Terrace, in the R1-20 District; WHEREAS, a properly noticed public hearing was held by the Planning Commission on July 20, 2006; and WHEREAS, pursuant to the California Environmental Quality Act(CEQA), Article 19, Section 15303, Class 3, this project qualifies for a Categorical Exemption, Class 3 which is a class of projects that have been determined by the State's Secretary for Resources not to have a significant effect on the environment and which shall, therefore,be exempt from the provisions of CEQA; and NOW THEREFORE,BE IT RESOLVED by the Planning Commission.of the City of Grand Terrace that the following findings have been made in accordance with the approval of SA-06-03. 1. The proposed project to construct a one-story single family modular residence is consistent with the intent of the Grand Terrace Municipal Code and the General Plan in that it meets the standards of the Zoning Code and provisions of the City's General Plan. 2. The locations and configurations of all structures associated with this project are visually harmonious with this site and surrounding sites and structures, that they do not interfere with the neighbors' privacy, that they do not unnecessarily block scenic views from other structures and/or public areas, and are in scale with the townscape and natural landscape of the area. The design and appearance of the proposed single family residence will be consistent with existing residential development in the area and the City. In addition, the site will be appropriately landscaped to blend in with existing development along Rosedale Street. 3. The architectural design of the modular home , their materials, and colors are visually harmonious with surrounding development and natural landforms; are functional for the proposed project; and are consistent with the Grand Terrace Municipal Code. Said materials will match existing materials and colors of other residences in the area. 4. The plan for landscaping and open spaces provides a functional and visually pleasing setting for the structures on this site and is harmonious with the natural landscape of the area and nearby developments. The proposed landscaping of the site will minimize any visual impacts to the surrounding area. 5. There is no indiscriminate clearing of property, destruction of trees or natural vegetation or *- the excessive and unsightly grading of hillsides, thus the natural beauty of the city, its setting and natural landforms are preserved. The subject site is a residential lot with no natural resources or ornamental vegetation. 6. The design and locations of all signs associated with this project are consistent with the scale and character of the building to which they are attached or otherwise associated with and are consistent with the Grand Terrace Municipal Code. All signs will be subject to a separate review through a required and separate sign permit. This is a single family residential project which will not require any special sign permits. 7. Conditions of approval for this project necessary to secure the purposes of the Grand Terrace Municipal Code and General Plan are made a part of this approval as set forth in the accompanying Resolution of Approval. BE IT FURTHER RESOLVED that SA-06-03, E-06-04 are hereby approved subject to the following conditions: 1. The proposed project shall be constructed in accordance with the Site and Architectural Review as approved by the Planning Commission of the City of Grand Terrace on July 20, 2006. All plans shall be consistent in terms of property lines, easement location and dimensions and other measurements.. Minor changes or clarifications may be made by the Director. 2. This approval is for the construction of a one story modular residence with 3,147 square feet of living area with appurtenances including landscaping, garage, and driveway. 3. The proposed landscaping shall be shown on a landscaping/irrigation plan shall show plant types, numbers of plants, sizes and irrigation facilities. Four copies of the landscaping/irrigation plan shall be submitted for review and and approval prior to the issuance of building permits. 4. All parking areas and driveways on the subject site shall be surfaced and maintained with asphaltic concrete, or other permanent, impervious surfacing material so as to prevent mud, dust, loose material, and other nuisances. 5. All outside lighting for the residence shall be hooded and directed so as not to shine directly upon adjoining property or the public-right-of way. 6. No commercial or industrial activity shall take on the subject site except as authorized by a Home Occupation Permit approved by the Community Development Director. 7. No commercial vehicle shall be parked or stored on the subject site except as authorized by a Home Occupation Permit approved by the Community Development Director. } 8. A Fencing Plan shall be submitted, and fencing for the site shall comply with all applicable requirements and regulations of the City including the filing of a land use application and building permit, if needed. 9. Roofing material shall be terra-cotta brown blend as illustrated on the material board. 10. The garage side yard setback shall be ten feet(10') and the side yard setback with no garage shall be five feet(5'). 11. All mechanical equipment shall be ground mounted and shall be screened from public view. No roof mounted HVAC units shall be allowed. 12. Payment of the Traffic Signal and Circulation Improvement fees as established by Ordinance No.190 of the City of Grand Terrace prior to the issuance of building permits. 13. The applicant shall comply with all requirements of the Director of Building and Safety/Public Works in his memorandum dated July 11, 2006. 14. The applicant shall comply with all requirements of the Community Safety Division of the County Fire Department as determined by its plan check of this proposal. 15. This grant shall not be deemed effective until the"Acceptance of Conditions" for Site and Architectural Review Case No. SA-06-03 has been signed by the owner and returned to the City. The above referenced project is under the jurisdiction of the San Bernardino County Fire Department herein ("Fire Department'). Prior to any construction occurring on any parcel, the applicant shall contact the Fire Department for verification of current fire protection requirements. All new construction shall comply with the current Uniform Fire Code requirements and all applicable statutes, codes, ordinances and standards of the Fire Department. [F-1] No Fire Inspection. All Group "R", Division "T' Occupancies, single family dwellings, garages duplexes and manufactured homes, which do not have specific fire protection requirements shall require a building inspector to sign off the final inspection. A fire inspector will not be required for the final inspection. [F-2] Water Svstem. Prior to any land disturbance, the water systems shall be designed to meet the required fire flow for this development and shall be approved by the Fire Department. The required fire flow shall be determined-by using Appendix IIIA of the Uniform Fire Code. This project is required to have an approved street sign (temporary or permanent). The street sign shall be installed on the nearest street corner to the project. Installation of the temporary sign shall be prior any combustible material being placed on the construction site. Prior to final inspection and occupancy of the first structure, the permanent street sign shall be installed. Standard 901.4.4 [F72] Hvdrant Markina. Blue reflective pavement markers indicating fire hydrant locations shall be installed as specified by the Fire Department. In areas where snow removal occurs or non-paved roads exist, the blue reflective hydrant marker shall be posted on an approved post along the side of the road, no more than three(3)feet from the hydrant and at least six(6)feet high above the adjacent road. Standard 901.4.3. [F80] Residential Addressing. The street address shall be installed on the building with numbers that are a minimum of four (4) inches in height and with a one half (Y2) inch stroke. The address shall be visible from the street. During the hours of darkness, the numbers shall be internally and electrically illuminated with a low voltage power source. Numbers shall contrast with their background and be legible from the street. An approved spark arrestor is required. Assemblv and Installation Provisions for Proposed Factory Built Home. (FBH) The proposed FBH must be assembled on-site in accordance with approved installation instructions provided jb floe City of Grand Terrace Building Department. The approved installation instructions must be made available'fo the City of Grand Terrace by the FBH manufacturer, general contractor, or owner, in addition to approved plans for the entire project. The City of Grand Terrace Building and Safety Department is responsible for inspecting the assembly and installation of the FBH. The proposed FBH may require special inspection, depending upon design. Page 1 of 3 A rrvr A CWMPX" V) Building and Safety/Public Works General Information The structure shall be designed in accordance with the 2001 California Building Code, 2001 Plumbing and Mechanical Code, and the 2004 Electrical Code adopted by the State of California. Design the structure to comply for Seismic Zone(4)wind speed 70 MPH, exposure"C." All work performed in the public right of way shall comply with the San Bernardino County Specifications and Standards. The Developer/Owner is responsible for the coordination of the final occupancy. The Developer/Owner shall obtain clearances from each department and division prior to requesting a final building inspection from Building&Safety.Each agency shall sign the bottom of the Building and Safety Job Card. Building and Safety inspection requests and Public Works inspection request can be made twenty (24) hours in advance for the next day inspection. Please contact (909) 825-3825. You may also request an inspection at the Building& Safety public counter. All construction sites must be protected by a security fence. The fencing and screening shall be maintained at all times to protect pedestrians. Toilet facilities shall be provided for construction workers and such facilities shall be maintained in a sanitary condition. Construction toilet facilities of the non-sewer type shall conform at ANSI L� ZA.3. All construction materials which are not used shall be recycled. Receipts from the recycle company responsible for accepting the materials shall be kept in the construction office for viewing by the City Inspector. Construction projects which require temporary electrical power shall obtain an Electrical Permit from Building&Safety.No temporary electrical power will be granted to a project unless one of the following items are in place and approved by Building and Safety and the Planning Department. (A) Installation of a construction trailer. or, (B) Security fenced area where the electrical power will be located. Installation of construction/sales trailers must be located on private property. No trailers can be located in the public street right of way. Public Works Conditions 1. Prior to building permits, the applicant shall pay Development Improvement Fees 2. All.on site utilities shall be underground to the structure. 3. Street cut permits are required before work begins in the right of way. Street cut patching shall be performed in accordance to the City of Grand Terrace Specifications for Page 2 of 3 Construction Within Public Right of Way. 4. All public street improvements shall be designed by persons registered and licensed pursuant to the Business and Professions Code. 5. The applicant shall install one concrete ornamental street light in right of way and pay one year energy cost for street light.Coordinate with Southern California Edison and the City of Grand Terrace for cost and location. 6. The applicant shall install new curb, gutter, sidewalk and driveway approach on Rosedale St. Grind existing asphalt and install new asphalt paving to the half street width blending the existing street to the new asphalt improvements. Building Permit Conditions 1. Prior to the issuance of Building Permits, on site water service shall be installed and approved by the responsible agency. No flammable construction materials shall be placed on the site without approvals by the Fire Department. 2. Prior to issuance of permits, site grading a building pad certification shall be submitted to Building and Safety. Prior to foundation concrete placement, submit a certification for the set backs of the FBH. The certification needs to reflect that the structure is in conformance with the Precise Grading Plans. Compaction reports shall accompany pad certification. 3. Prior to issuance of building permits, provide a certificate from the Colton Unified School District stating that all school fees have been paid. 4. Prior to issuance of building permits, provide Building and Safety with a will serve letter from Riverside Highland Water Company. (909) 825-4128. 5. Provide Building and Safety with a letter from California Regional Water Quality Control Board, Santa Ana Region, for a private septic system to be installed on the property. This letter is required prior to plan review process. A percolation report along with a engineered septic system shall be submitted for plan review. 6. All construction projects shall comply with the National Pollutant Discharge Elimination Systems, (NPDES). Water Quality Management Plans agreement shall be submitted prior to review of the project by the Planning Division. 7. Commercial Due to the fact that construction varies so widely (a glass building vs. a heavily insulated building) and there is such a wide variation in types of materials and, a typical demand figure is not available for this type of construction. Calculations would need to be made after the building has been designed.
